it's all laid out in a report by so-called super cop consultant bill bratton. we have team coverage beginning with linda yee. >> reporter: there is a sense of frustration here over how things have been going on and right now they are still reeling from the abrupt departure yesterday of the police chief. now they have to not only look for the fifth police chief in nine years, they have to answer the criticisms about how they tried to solve crimes which has -- which is a detriment to reducing crime in oakland. the findings were critical. police have not been able to counter the growing robbery and burglary cases in oakland. the problem? major crimes investigators working on homicides or gun assaults have too large of a workload to solve shootings. many cases were closed without being solved. evidence at crime scenes were not analyzed in a timely manner and in some cases, fingerprints weren't even used in burglary investigations. the recommendation? spread out investigators to five districts so they can respond immediately to crime victims and crime scenes. >> we

delayed the official release though of a report on the oakland police department headed up by bill bratton. da lin got a copy of the report last night. >>> reporter: here's the summary, a six-page document. now, because the police department is understaffed, the consultants are offering recommendations on how to fight crime more effectively. now, the report also spells out the department's shortcomings that led to the current spike in crime. the report found problems with a number of issues, including csis. the consultants say crime scene investigators often work without direct supervision and are disorganized. there are problems with the digital photo file system. officers rarely use it to find robbery suspects because the system, they say, is extremely slow. when officers do collect fingerprints from burglary scenes, not much happens because officers rarely compare those fingerprints to other prints found at other crime scenes. and the department is too slow to analyze shell casings found at shooting scenes. the report says if this analysis is sped up, then detectives could do a better j
