no better example of that than the transportation appropriation bill led by chairman murray and ranking member collins. they worked so hard on that. lots and lots of work they did on it. amendments were offered. but you know what happened? the republican leader said we're not going to pass that, and we didn't and that's when the ranking member collins said i've never known -- i'm paraphrasing but this isn't far from an exact quote -- i've never a leader to work so hard against one of their own. so, mr. president, all we're asking is for republicans to drop their filibuster of this bipartisan bill sponsored by 14 democrats and republicans. the bill is supported by the chamber of commerce, business roundtable, national association of manufacturers and many others. sadly, the republican leader has said in effect if he didn't get everything he wants, and right now that's a moving target, the republicans who worked on this bill are out of luck. this is not in t spirit of compromise in which this body is supposed to operate. but, unfortunately, it's what we hear all too often from my friend,

introduced the college affordability and innovation act with senators chris murphy, patty murray and bernie sanders. the bill is about holding schools accountable to taxpayers and students. we want to reward those schools that are focused on affordability and give incentives for the rest to make affordability part of their mission. if you're a -- in college you can have whatever admission that you want but you have no special right to federal funding. our bill says very simply if you receive federal dollars, part of remission must be about affordability and access. there are potentially billions of dollars that are not being used wisely. as we invest in higher education -- and we should -- through student loan subsidies and federal financial aid, we should make sure that schools are actually fulfilling our federal public policy goals of making college more affordable and more accessible for all students. let's work together to make sure that a college education is a path of opportunity for all students and not a life of debt. mr. president, i ask unanimous consent that the committee on judiciary be discharge

a very bipartisan, nonpartisan way for the most part, to construct bills that comply with the budget control act, and the ryan murray agreement the administration's request for treasury seemingly cast these statutory budget caps has cast them aside as merely suggestions. we obviously understand that it's more difficult to operate in these constrained budget environments, but, these challenging times calls for leadership and tough choices. not a $480 million gimmick that the congress has patently and repeatedly refused and rejected on a bipartisan basis. it's sort of like deja vu all over again. in contrast, the fiscal '14 omnibus package is a prime example of what we can accomplish by working to the under regular order. this committee was able to provide every facet of the federal government with adequate, responsible funding while continuing to reduce federal spending totally $165 billion in cuts since fiscal '10 as we collaborated to reduce spending on the discretionary side of the ledger, i would be absolutely remiss if i did not if i did not echo the sentiments of chairman crenshaw and others in calling for some

bill is a chance for a fresh start for the senate, really a new beginning. we have been making some limited progress this year and moving legislation starting with the murray-ryan budget resolution. we work together, democrats and republicans, to pass a child care development block grant, a flood insurance bill, an extension of unemployment benefits. as we consider legislation to help american families like equal pay and a minimum wage increase, republicans got off track and they did not get a fair shot, that is working families. so here we are once again confronted with the possibility a good bipartisan bill may fail. and for what? democrats have acted in good faith. we have bennet over backwards to make -- we have bent over backwards to make this bill work. it seems our efforts are never enough. each new concession we make bring new demands. republicans working with senators shaheen and portman asked for changes in this bill. 10 bipartisan amendments are now included in the bill in this body. republicans asked for a sense of the senate resolution on the keystone legislation and we agreed. republicans changed their mind and requested a vote on stand-alone keys
