joining me now is nbc news correspondent shaquille brewster who's outside the state legislative building and rally, and nbc news senior legal correspondent, laura jarrett. i want to begin with you on mifepristone. the arguments are being made right now in front of the fifth circuit court of appeals three-judge panels, who are these judges? >> you have three republican judges, two appointed by donald trump, one from george w. bush, and let me just say, the arguments are bruising right now for the biden administration. they have been going just over an hour, and the judges appeared deeply skeptical of their arguments about why this drug should stay on the market, and they're really honing in on the idea of the doctors, the four doctors that are part of the advocates that have brought this case appear very clear that they believe they have standing and, that had been something of an issue and dispute. these are not doctors that actually want to prescribe the drug that's so hotly debated here, mifepristone. these are doctors that are vehemently opposed to the drug and say that somewhere down

. >> nbc news correspondent shaquille brewster is in charlotte. shaq, any indication yet of how that fire started? >> reporter: well, we heard from the chief that the exact cause is still under investigation. you see behind me the building is still smoldering somewhat. you see firefighters still there. the chief saying that they are going to be there on site for a bit of time at this point. you know, this is a fire that began at 9:00 a.m. it was a massive fire that required that massive response. you tick through some of the details there. 15 workers were rescued. a response of more than 90 firefighters. the chief saying the flames got so intense that some firefighters actually called for help so there were a couple of mayday calls as they were fighting that fire. this is the smoke billowing into the air. you saw it for miles away. i want you to listen to what we heard from one witness who was nearby. >> we saw a big plume of black smoke around 9:00, 9:15 this morning, so we started walking over from our office building, and as soon as we got thou

joining us from davenport, iowa, is nbc's shaq brewster.o try and locate these missing people? >> reporter: well, good morning, ana, at this point we really just don't know. we've been seeing activity here at the site all morning long including the structural engineer hired by the city. we've seen him going in and out of the gate behind me, but in terms of the specific plan for the demolition, the specific plans for the search. the city has not responded. has not updated since their press conference yesterday. they did release an update last night saying they conducted a limited operation, a limited search of the building of areas that they said carried an acceptable risk. they say no human activity was found during that search, but they did say several animals were rescued and delivered to the humane society, but the stability of this building really continues to be a major concern. they said even during that search the condition of the building continues to deteriorate. one thing that we heard in the press conference yesterday is that thi

nbc news correspondent shaquille brewster is live in raleigh. walk us through what happened last night and the broader reaction there? >> reporter: the reaction that you're hearing is fierce, and it's coming from the white house, from the governor's mansion, even as you saw those pictures from inside the chamber as protesters yelled shame, shame, as the legislature voted to override the democratic governor's veto. what does this bill look like? well, it puts restrictions on nearly all abortions in this state, but bans them after 12 weeks. the majority of abortions. it extends that limit to about 20 weeks for cases of rape and incest, and then it extends it to 24 weeks for cases of what the bill calls life limiting fetal anomaanomalies. planned parenthood saying this is a bill that could result in some clinics being closed here. you have the governor and the republicans saying this is the result of a compromise, that it's not as restrictive as some other states even in this region. the concern that you're hearing from democratic lawmakers is how

nbc's shaquille brewster is on the scene in davenport, iowa. what is the latest on this mission? are there folks working there right now? what about the investigation into how this happened? >> reporter: yes. there are folks still working at the site behind me, at the building behind me. the nature of the work they're doing has shifted. this morning you saw cadaver dogs, search and rescue teams carefully going through the rubble behind me. now you see dull bowsers coming in. the mayor saying this is no longer a rescue mission and instead has turned into a recovery mission. we're learning from family members of people living inside that building who said they haven't heard from their loved ones, that they're concerned. there is the potential that there are some people who are missing, who have not been recovered at this point. one thing we're hearing about are the concerns and questions people had about this building, the concerns not only through word of mouth, but also were documented as recently last week with bricks falling from this building, people saying the condition simpl

joining us is shaq brewster. give us an update with the latest on recovery efforts. >> reporter: good morning. i had a conversation with the mayor saying this is no longer a search and rescue mission. it has shifted to a search and recovery mission. when you look at the damage, it's almost surprising to hear it's moving as quickly as they're suggesting. look at the damage you see there. this is a six-story building. you see a bible of rubble on the ground. rescue crews were here working this scene throughout the night. overnight they're no longer going through this building with the canines, over six canines helping to assist this self fort. officials say about eight people were rescued after the initial collapse in terms of actually needing help to get out of the building. that includes one person who was rescued last night and was hospitalized. we don't know his exact condition. there's some suggestions from the mayor that that person is requiring surgery. one thing we continue to hear is it was because of the

nbc's shaquille brewster joins us from davenport, iowa. what is the latest there? >> reporter: hi, jose. well, we haven't gotten an updated timeline from officials. no new updates from officials since yesterday's press conference. i'll tell you, here at the site we have been seeing a lot of activity, vehicles going into the site behind me, we see a drone there, we see the top officials from the city from the fire chief to the structural engineer here on site. there is a lot of activity. officials said yesterday they did conduct a limited search of the area. they say they detected no human activity. but they said they were able to recover some animals and turn the animals over to the humane society. but i'll tell you, jose, here on the ground, there is a lot of frustration. there is growing questions about how we got to this point in the first place. i asked officials yesterday about a possible investigation. they said they're putting together a state team of investigators. they did not rule out the possibility of a criminal investigation looking into what occurred

with us now to talk about this and more, nbc news correspondent shaquille brewster in jacksonville, floridaq, just how intense is the jacksonville mayor's race been? >> reporter: well, jose, one official described it to me as a street fight. so that gives you some indication of how folks are viewing it here on the ground. yes, you mentioned polls are extremely close, well within the margin of error. millions of dollars spent on this race. and the issues when you listen to the candidates centered on crime, housing, infrastructure in this area. but there's a race that's also being watched beyond jacksonville because it's a signal for democrats and their ability to perform in this state. jacksonville, duval county where they've been seeing success up until desantis's re-election in 2022. in 2018, gillam flipped it. then came governor desantis when he won re-election by a double digit margin. was that a one off or part of a new trend in this area? i want you to listen to how both party chairs broke it down to me just yesterday. >> duval county is a battleground. it's an epic battleground. in a

shaquille brewster is in chicago, a city that's declared a state of emergency. let's start with you, julia, in el paso. what's happened at the border since this title 42 expired? >> reporter: well, ana, it's not chaos, but it is crowded. you can see there are families, even some with very young, evening newborn babies sleeping on the floor here. that's because just overnight this shelter, which is part of a network of shelters took in over 100 migrants as they lifted title 42 late last night and more migrants came in to see if they could have a chance of claiming asylum here in the u.s. and officials i've spoken to say they are expecting the numbers to build over the coming days. it might not seem like the floodgates are open. we don't expect all the 60,000 migrants waiting in mexico to come in all at once, but what will happen as each day passes and more migrants come, they start to fill up the capacity of border patrol processing centers. then there could be a situation where more igrants are spilling out of the shelters and really placing a burden on city off

shaq brewster is outside a polling location in jacksonville for us.ng has favored democrats but are you seeing anything to suggest that desantis is helping the republicans? >> reporter: that's been part of my conversations today with voters and officials. i spoke to both county party chairs here in jacksonville and they explained the dynamics for this race pretty similarly. that polling going into it is extremely close. well within the margin of error. there has been millions spent on this race. the republican raising and outspending the democrat in this county, but they also describe this as being a test for democrats. jacksonville is an area where democrats saw success. it's old republican stronghold but at a statewide level, they won in 2018. president biden won in 2020. but then came governor desantis and his re-election effort. he won this county by double digits. the question is not only can democrats win, but what influence will governor desantis what among voters? listen to those conversations. >> the governors in this race have any influence?

nbc's shaquille brewster is live from davenport. what are you seeing there today? >> reporter: well, chris, we have no update on the possible demolition of this building, but we are seeing more activity here at the site of this partial collapse. we saw earlier today the fire chief, the structural engineer on site. we have been seeing drones assess the area and assess the damage. we have been seeing vehicles go in, but officials have not answered any specific questions on what exactly they're doing. i'll let you take a look at what's behind me because there's some urgency here, even as recently as about ten minutes or so ago. we saw a chunk of the building, a small chunk, but some of the debris fall and crash and add to the pile on the ground. one thing that officials have said is it's the pile of debris that's actually holding up this structure right now. this urgency to make sure they can bring this building down while also the families here are saying that they want to make sure that their family members are recovered as safely as possible. chris. >> shaq, thank

joining us now is nbc's shaquille brewster live from raleigh. francesco soto, the dean of the clinton school of public service, also an msnbc contributor. shaq, what was going to change for folks there and when does this ban take effect? >> reporter: well, it takes effect july 1st. this was the house chamber where that bill was passed, where the override of the governor's veto took place last night. and i just spoke to the speaker who went through the provisions in this legislation. it is a 12-week abortion ban. it does have exceptions for rape and incest. it then pushes that limit to 20 weeks and then at 24 weeks that is the limit for abortions that involve any fetal abnormalities. this is a bill that really caused a lot of protests, a lot of demonstrations, you saw some of the scenes just now. but it is one that the republican house speaker, who passed this over the objection, over the veto of the democratic governor, said really grew out of consensus here in the state of north carolina. listen to a little bit of his argument there. >> the vot

shaquille brewster has been talking to voters in iowa about all this. matthew is senior msnbc political analyst. so dasha, is this the way desantis makes his case to those donors today and then tries to put last night, frankly, behind him? >> well, we talked yesterday about how this was a high-risk, high-reward gamble. it is a little bit of a test. if you talk to folks who are desantis fans, they'll say he broke the internet with the amount of enthusiasm. if you talk to he due tractors or trump world, they're having a field day with this making memes and talking about how this was a failure here. behind me, at the four seasons right now, there are a lot of donors and fund-raisers gathered. he will be meeting with them later today and walking through the plan to execute beyond this launch. because here's the moment where he actually needs to now hit the ground running. he's in. he did the unconventional thing. now he needs to do the conventional thing. the thing candidates have to do, go to the critical early states and make the case to voters. so on tue

shaq brewster is live from chicago. how did this happen and how are conditions today?reporter: we heard from officials earlier today and they're explaining multiple factors for the crash, the pileup that you ultimately saw. one being the heavy winds in the area whipping up the dirt from the farms surrounding the highway. that leading to blinding conditions. you're looking at some of those conditions right now on your screen. in all, six people were killed. more than 36 people transported to the hospital, including one person who was actually airlifted to the hospital and the past hour or so, we learned that 25 people have been discharged from the hospital at this point. but in that press conference we heard earlier today, you got a sense of the extent of the devastation on that two-mile stretch of highway. illinois state police saying that work is not done. they're still trying to identify two of the six victims. listen here. >> it was a terrible day here in this part of the state and for the families that were affected by this and we'll continue to keep them at the ce

shaquille brewster has been following it from the beginning in davenport for us. so, shaq, where exactly does the search stand right now, and what areas are crews focused on? >> reporter: hi there. the well, the city has not updated where the search stands today at this point, i'll tell you here at the scene we've seen a flurry of activity from top officials here to drones in the air surveying the damage. one thing that we heard from the city yesterday is that they did a limited search of an area that was not risky, not too risky for rescue crews. we know that search resulted in no human activity being found in the words of the city but they did recover some animals, most of those have now been reunited with their owners, so still the same numbers that we had yesterday, the five people total unaccounted for. two people believed to be trapped in the rubble. that's the latest that the city has provided and the question we continuously ask them through the day. >> shaquille, many community members have been rallying around residents of the building and you spoke with

nbc's shaquille brewster is there for us. what's the biggest concern on the ground right there in chicago, shaq? >> reporter: chris, officials are saying it's a lack of housing, a lack of places to safely place these migrants. chicago has received about 8,000 migrants since late august when this busing program from texas began under governor greg abbott. well, they are currently receiving migrants at a pace of 100 to 200 migrants every day. the problem is the shelters are already over capacity. so that set off a scramble to convert churches, other facilities, warehouses like the one i'm in right now, to convert them into places that can house migrants, this is a makeshift shelter that's being run privately right now before the city gives its official approval. that is a concern you're hearing from so many people on the ground. mayor lightfoot saying they're at the brink. you have local officials trying to help, trying to scramble, really raising those warning flags. listen to what we're hearing. >> it's going to get real, lik

nbc news correspondent shaquille brewster is out in davenport, iowa, today. he is meeting with donors today set to visit iowa where you are on tuesday. you've been speaking with voters. what do they think? >> reporter: i've been speaking to dozens of voters throughout the day and there's not been any surprise desantis is now an official presidential candidate. especially being here in iowa. it was just about two weeks ago where you had governor desantis here looking and sounding like a presidential candidate telling people to stay tuned. if you turn on the tv here in iowa you may see some ads from former president trump attacking desantis and some ads from desantis' super pac attacking former president trump or at least defending himself, so perceptions have been set for republican voters, but there are those who are still keeping an open mind and want you to listen to one of the conversations with one voter who is keeping an open mind here. >> i'm looking at alternative republican candidates to trump. >> why is that? >> not a fan of trump and his overall way
