abc2 news brittney gordon joins us now with the latest. >> reporter: mta officials say they never received any reports of a train hitting anyone yesterday. the two teenaged boys were found lying on the tracks in lutherville and one is now dead. mta officials say the two teens were found on the southbound tracks close to the lutherville station. one parkway is dead, the other seriously injured. they were found around 3:00 p.m. on sunday after a fair inspector spotted them. mta did not receive any reports of a train hitting anyone at that station and an inspection of the trains shows no obvious signs of an accident. but one passenger thinks he noticed when it happened. >> it was clear cut they hit somebody. you could feel it, thump, thump, thump. and, before you know it -- but the police didn't show up for a while though. when they showed up and the medevac rolled away that's when i knew something was wrong. >> reporter: mta officials do not think the boys were passengers. they are still investigating how they ended up on the tracks. brittney gordon, abc2 news. >>> dozens have been killed as

brittney gordon has some answers. >> reporter: after years of big gas guzzlers coming off the assembly lines the government is trying to get more people driving fuel efficient cars. just how much of a deal is the cash for clunkers program? it's a program that president obama has been pushing, it's for to you bring your gas guzzler into a dealership and get up to $4,500 in a rebate. if you have a vehicle that is a 1984 model or more that gives 18 miles a gallon or less, is drivable and you own it you can get the rebate. but you have to purchase a new vehicle priced less than $45,000. that gets good miles per gallon. the catch? by taking the rebate you don't get the trade in value of your car because it's going to get junked for scraps. the plan will not work for everyone. >> i would be better off skipping the tax credit and buying a 3-year-old car with 25,000 miles on it or 3,000 miles on it. by that time the sticker price will have dropped quite a bit and the car will last a long time. >> reporter: with the program, you must get a car with 22 miles a gallon or larger vehicle that gets

brittney gordon, abc2 news. >>> the mayor is also speaking out in support of the baltimore city police department after three children were handcuffed and taken to jail. the three boys ages 7, 8 and 11 were caught trying to steal from a neighbor's yard in north baltimore. police officers arrested them. the parents think the police overreacted but mayor sheila dixon says the kids should apologize to their neighbor and hopefully learned from their mistake. no charges will be filed against the boys in this case. >>> putty hill liquors back out foreliquors a -- -- open for business after the owner there was shot and killed. employees started a petition to increase security patrols as well as getting better cameras in the plaza. >> of course spend the extra money to make sure the vendors and employees and vendors' customers are safe. i think would be a -- things would be a lot better. things like this would not happen. >> so far baltimore county police say they have very few leads. >>> dc metro has found at least six spots where equipment designed to sense the presence on the tracks do not

brittney gordon has more. >> reporter: the holiday weekend ended tragically when two teens were foundight rail tracks near the lutherville station. it looks like they were hit by a train yet no one seemed to notice. one of the teens died, the other seriously injured after apparently getting hit by a light rail train sunday afternoon. it was a fair inspector that saw the teens laying on the tracks. that train was stopped as the operator ran to help them. one boy was taken to a hospital where he later died. the other is at shock trauma. mta officials say none of their operators reported hitting anyone. >> we are inspecting every train to see if there's any hint of an accident or collision or coming into contact with a human because you know, that would easily show. this is again, a very tragic situation. >> reporter: none of the trains showed any obvious signs of an accident. mta is now looking at the undercarriages of the trains for more news. brittney gordon, stews stews. >>> a monorail in disney world is closed after one of the employees died over the weekend. it's after fireworks ce

abc 2 news brittney gordon joins us now live with details on what happened. brittney? >> reporter: well, marybeth, police do now have their man. his name is keon earl. he is 26 years old, and he has been hiding inside of william paca all day long. now students here were in a summer learning camp today when they were suddenly evacuated this morning. according to police, there was just before 10 a.m. when they had come out responding to a call for drug dealing in the nearby area. while questioning their suspect, he took off and into the school. police evacuated the building, and the children were sent home as police searched every floor of the school. >> after about the third sweep, we actually found them on the second floor in some cabinets underneath of a sink. he was actually arrested without any type of incident, taken to central booking where he'll be processed. >> reporter: there are about 200 students in the school when it was evacuated, but now that this man has been caught, they can all expect to be back in the summer program tomorrow morning. live in baltimore,

abc2 news brittney gordon has more. >> reporter: in pittsburgh big ben can do no wrong on the football field but ben roethlisberger now faces a lawsuit alleging he raped a woman last year. a former worker here at harrah's tahoe resort says ben roethlisberger assaulted her during a july 2008 stay. the quarterback had been invited to the nevada hotel for the american century celebrity golf tournament. according to the woman filing the lawsuit she was told to make sure he had a nice trip. therefore when the steelers star asked her to fix his tv she promptly went to his room. once inside the complainant alleges that roethlisberger blocked her from leaving, fondling her and pushed her on the bed. she says he then pulled off his underpants and assaulted her. a year later some question why the woman is just now filing a lawsuit. but the complainant alleges she told her supervisors at work and was told that most girls would feel lucky to have sex with someone like ben roethlisberger. the suit seeks a minimum of $440,000 in damages from roth bis berger, $50,000 from harrah's and unspecified amo

abc2 news brittney gordon with word of a possible tax cut. tell us. >> reporter: property taxes in the city of baltimore are the highest in the state. a fact that has rubbed city residents wrong for years. but a plan was announced last night that could make living in the city a whole lot more attractive. chief baltimore city circuit court clerk frank conoway drew about 60 people to a meeting last night. the topic? how the city can lower the property tax rate. those living in the city pay a rate of 2 tonight 268 scents -- 2.268 cents per $100. it triples what some other counties charge. in the hopes of bringing more residents and businesses back into the city, conoway is proposing to cut the rate down to that of the county within five years. but the mayor's office is not on board. >> revenues are coming up short. we have to balance our books. very tough right now to attack the property tax rate in this manner. >> reporter: each cents of property tax reduction in the city equals about $3 million in revenue. so it's obvious why the mayor's offic

abc2 news brittney gordon is live at the scene with more. good morning. >> reporter: good morning. let us show you exactly what neighbors say the problem is. look behind me here on maryland avenue. they say that as people are coming down maryland avenue they are not noticing that 24th street is two-way on one side and then becomes one way as you go east. they say this is causing lots of problems and they think it may be the cause for this accident just a few hours ago. let's go to some video from that accident overnight. it brought out city firefighters as they worked to rescue a man that was trapped in his van. they had to cut the glass out of the car to get him out, then rushed him to the hospital. according to some neighbors this is not an unusual sight. they say that for years there has been a missing sign over the intersection of maryland and 24th. they say a "do not enter" sign is gone and they say it's causing lots of confusion they want changes made by the city. >> there's been a missing sign for a few years now -- a do not enter sign used to be there. it's missing now. i c

live in north baltimore, brittney gordon, abc2 news. >>> more video you'll only see on abc2 news. a police chase in west baltimore ends with a crash and three people in the hospital. police say this all unfolded in west baltimore around 11:00 last night, ended on the corner of pressman and north fulton officer. investigators say a on tried to pull over -- an officer tried to pull over a car but the car took off. the car collided with the officer's vehicle and ended up against a vehicle. the officer was taken to shock trauma. two people in the other car were taken to the hospital as well. sources say the injuries are not life threatening. >>> officials with the mta are now looking over audio and video recordings trying to determine what killed two teens in a light rail accident. the two 17-year-olds were found laying on the tracks near the lutherville station sunday. one of the boys was pronounced dead at the scene. the other yesterday, connor peterson, died at shock trauma. mta officials say they are also trying to determine why the teens were on the tracks in the first place. >>>

brittney gordon joins us now live, with the problems going on in one area of the city.morning. >> reporter: good morning. we're out here at maryland avenue and 24th street, an intersection that neighbors around here say could be causing a lot of accidents, including one this morning. we're going to roll some video we have from just a few hours ago, just after 3:00 a.m., an accident that brought city firefighters out in the middle of the night as they work to rescue a man trapped in his van. they had to cut the glass out of the car in order to get him out. then rushed that man to the hospital. according to some neighbors this is not an unusual site. they say that for years there has been a missing sign over the intersection of maryland and 24th street. a "do not enter" sign is gone they say and they say it's causing a lot of confusion. >> i called 311 many times a month for several months now. almost two years, about a missing sign. eight cars a day pass the wrong way on 24th street. >> reporter: neighbors hope this incident will finally give way for the city to recogniz

brittney gordon joins us with the latest on the investigation. >> on sunday afternoon the two teens wereound on the light rail tracks near the lutherville station. it looks like they were hit by a train yet no one seemed to notice. one teen has died. the other is seriously injured after apparently getting hit by a light rail train on sunday afternoon. it was a inspector that saw the teens lying on the tracks. that train stopped as the operator ran to try and help them. one boy was taken to a hospital where he later died. the other is at shock trauma. mta officials say none of their operators reported hitting anyone. >> we're inspecting every one of our trains to see if there's any hint of an accident or a collision or coming into contact with a human. that would easily show. this is a very tragic situation. >> none of the trains showed any obvious signs of an accident. the mta is now looking at the undercarriages for more clues. brittney gordon, abc2 news. >>> towson university will be welcoming new additions including new students, new buildings, a whole other university. towson signed
