and one idea that i have that i would like to push for is the creation of a citywide auto burglary unit that's just focused citywide because right now there's staff from the different district stations that are focused on the issue, that we have a district wide auto burglary unit that can develop a more comprehensive strategic approach to the problem. it would also free up our district station staff to focus on the neighborhood and district issues. beyond that, i just wanted to say on public safety overall, we all deserve to feel safe in our homes without fare of crime disrupting our communities. for then suite district, i would -- the sunset district, i would really prioritize strategies that build relationships between the law enforcement and communities they serve, and focus on more multilingual staff. >> thank you. mr. mcneil? >> the first place i lived in was across from golden gate park, and my car was broken into four times in there. i am glad that the sfpd has started having district focus on this, and we actually have seen a decrease in property crime like that with police staf

burglaries, we're slightly up by 10%, 3421 year to date as opposed to last year. we are still seeing a huge increase in our human trafficking reported cases. we're 58 year to date this year, as opposed to 17 this time last year, so that's a significant increase percentage wise, but we do believe our change in policy, anecdotally to encourage victims to report these crimes has helped us. as the commission knows, last year, at the end of last year, we had a bulletin drafted that basically encouraged victims of violent crimes who may be involved in the sex trade to report the crimes with the understanding that if they've been a victim of a violent crime, we're not going to go after them for a minor violation because we want them to report those crimes. we do believe that's made a difference. we worked with that policy for a number of years with many members of the community, and i think that's why we're seeing an increase in reporting. as aneddotally, as that is, we do believe that is the reason. we have had a couple of homicides this past year, on august 8, there wa

. >> reporter: the thief in that earlier burglary, it appeared, used shauna's bathroom to take a showereft with several pairs of shauna's panties and some jewelry. he left behind a pair of boxer shorts, size small. back then shauna immediately suspected some neighborhood teens, said george. >> so she had discussed it with several people, including george, and decided that it may be that she left something unlocked. and it could be maybe some kids that live in the neighborhood. >> reporter: so, is that who killed her? looking around the crime scene, the detectives realized that shauna's killer or killers had been into her booze, and taken not just her purse but, like in that earlier burglary, her underwear. so they set about checking out every one of the neighborhood boys, and they had solid alibis, all of them. >> they were not involved in the break-in. they were not involved in shauna's death. now things get even more scary, because we don't know what we have. >> reporter: once that word got out, it could very quickly spread the terror around. like it already had among shauna's co-work
