they have had to pass that on to cal tran. cal tran depends on those three agencies' contributions for more than 35% of its operating budget. as an aside, you are aware that the authority contribute capital money to cal tran through prop k, but not operating money. a couple of advocacy grooms have formed around this issue. there is a group called the friends of cal tran that has organized several meetings. it is headed by the former mayor of palo alto. and another group has been active trying to address this issue. there was a meeting in january of that group that i know commissioner elsbernd attended, and several of my staff as well to try to onlyize the options for dealing with this. it is a serious issue. it is a serious mobility issue, and a serious air quality issue potentially for the peninsula and san francisco, and we will continue to track it and be involved in it, looking to structure a policy-level solution. not just a band aid for this year, but something that can help us into the future. on other regional related

cal tran and bart has improvements for the region. and tier four layers on top of those the specific transportation improvements that come along with the project proposals. in the case of this one that would include, for instance, the ability to turn a disabled streetcar around with the tail track, something we don't have the ability to do right now, which gives increased reeblet to give more capacity to the system. m.t.a. is not just concerned with transit. we're looking at the bicycle and pedestrian network. we saw what the benefits would be with the projects and that helped shaped our recommendations that ended up being analyzed in the e.i.r. we led in the definition of the project in order for the environmental remove review to make a better assessment of what an improvement could be. supervisor elsbernd: before we get to tier five, there are some traffic and public transit situation -- situations the so the tier four project, with the mitigations, the situation is better than it would be if there were no project 30 years from now

cal-trans closed niles canyon road because of flooding. no ace train service tomorrow between san jose and stockton. commuter express cancelled service because there is debris and mud block the track. >> to the north bay. tree branches came through the ceiling of this if home. wind blew power lines on to truck in wind or. douglas fir knocked out power for hundreds of residents in camp meeker. now there was street flooding near rohnert park today. this is l in the park today. part of todd road was closed because of the water on the roadway. 150-year-old white oak crashed in a parked car and power lines and broken water pipe triggered a mud slide on scene ick drive. nobody was hurt. >> rescuers in san jose pluck a man out of the rain swollen guadalupe river this afternoon. he somehow felt into the river and floated downstream and clung on to a piece of wood where it got stuck in a tree. the fares reached name a small boat and brought him to safety just after 5 tonight. officials say he was cold l but okay. >>> l hail doesn't fall too often i
