we asked caltrans if that's the reason. the commute was terrible for much of the morning on the upper part of the bay bridge. new at noon, we're live to explain what caused this serious backup. alex? >> reporter: good afternoon, tori. well, caltrans blames this backup on a metering light malfunction, an issue they are still working on. but drivers who got stuck in this mess, well, they think it was caused boo people slowing -- caused by people slowing down as they approached the new area of the bridge. traffic slowed to a crawl. it was -- this is 580. but things were backed up at 880'sing toward the toll plaza, too. commuters have no doubt this had something to do with the new portion of the upper deck of the bridge worked on over the weekend. >> we knew it was that. >> not knowing what to expect, taking it slow. >> is that how you took it? >> oh, yeah. >> reporter: there are cautions to show up. but a caltrans spokesman told us this morning's backup wasn't the result of drivers slowing down, it was a technical issue at the

why is caltrans moving?sue. let's show you some of the camp. we're underneath highway 87. you can see that, obviously, it's a very extensive freeway system here but there is also a very large homelessen campment here. you can see off in the distance one gentleman there, and around that big brick, big concrete barricade, an even larger camp. as you said,chp told us this morning caltrans will be here in 15 minutes or so to start moving the homeless who live here, move out the homeless who live here under i-280 and highway 87. this is a sizeable population here, we have video from the other side of that barricade and commuters have complained that homeless people are crossing the freeway which clearly presents a danger to them and other commuters socal transstarted posting orders last week advising homeless in the area to move out. caltrans crews will be here to clean these areas out and the highway patrol told us this morning they will be on standby to acts as security if need be. chp say so far there haven't

caltrans closed the westbound lanes, to move the existing roadway on the oakland side. the detour allows room for work on the new westbound approach to the new bridge. it will stay in effect until the new bridge is opened. and as has become usual for the holiday weekend closures in recent years, having the bridge in one direction shut down provides a great opportunity to get other work done. and that's what they're doing. >> as it stands, right now, we got a lot of work done last night. some of the pre-demolition for the big demo effort starting around 6:00 tonight, completed. and we started to knock off the extra things we're trying to do for the maintenance on the bridge. >> caltrans could finish early. and open the bridge before the 5:00 a.m. tuesday target. it is all very weather- dependent, and so far, the weather has cooperated. >> later, tonight, if things go well, late tonight, probably around 10:00 p.m., at the earliest, we may be able to start the striping effort. again, it will depend on weather. we've had a very safe condition out there. no issues with acces

a caltrans driver is recovering tonight after losing control on a windy south bay road. this is video of the rescue on mt. hamilton road in san jose. the caltrans driver was driving when someone reportedly cut him off, sending his vehicle more than 50 feet down this embankment. the driver was trapped inside the truck. fire crews managed to repel down the hillside and hoist him to safety. >> our crews successfully went down there. stabilized the vehicle. it was unstable and unsafe for us to get to the patient. we were able to package the patient and bring him out successfully. >> fire crews say the driver was alertd and oriented upon being rescued. he was air-lifted to a local hospital. he is expected to be okay. >>> you may want to be extra individual lent about looking your doors this weekend, especially if you live in san mateo county. 60 break-ins in 2 months. on the upside, cops have surveillance video. and they nabbed some of the bad guys. george joins us from redwood city tonight. george? >> reporter: 60 home break-ins in the last 45 days. but police are making hea
