candice nguyen, nbc bay area. we investigate. thank you so much, candice. we're going to go down south right now where there's a fast moving and destructive fire burning in malibu at this hour. it's dubbed the franklin fire. it started just before 11:00 last night near pepperdine university. it has now grown to over 2800 acres. containment at zero. over 18,000 people have been evacuated. and we've learned that a few homes have already been destroyed. the l.a. county fire department says the fire is being fueled by those santa ana winds, and we remain under an immediate threat because of the red flag conditions. the current red flag alert is projected to continue through wednesday evening at 8 p.m. for strong winds and low humidities, making it really difficult for firefighters. governor newsom says he has secured a grant from fema for more resources to fight this fire. the cause of it is still under investigation. let's bring in our chief meteorologist, jeff ranieri. we were just talking about this. you were yesterday, before this fire started, about the co

candice nguyen, nbc bay area. we investigate. also tonight, we have new details about the investigation into the murder of the unitedhealthcare ceo. we're learning that a missing persons report for luigi mangione, the suspected shooter, was filed in san francisco weeks before the shooting. investigators tell us mangione's family filed a report with sfpd in november. they believe he was living here or working here after the shooting. a san francisco cop recognized mangione and contacted the fbi office in san francisco. the fbi then shared that tip with their office in new york. investigators say they received hundreds of tips from across the country about the shooting, and the tip from the bay area didn't necessarily stand out. well, tonight we're getting a look at what happened in the moments before a bart police officer shot a woman in the union c city station parking lot. bart just released body cam footage of the altercation and announced an independent investigation. we have to warn you, this video may be disturbing. you've u

okay, candice nguyen live in san jose. thank you so much. now that christmas is over, what should you do with your holiday tree? the city of san francisco is hoping you'll give it a second life. the city's annual christmas tree recycling program is back starting on january 2nd. all you have to do is place your tree on the curb next to your garbage bins, and the city will collect it for free of charge on your normal pickup day. a spokesperson for the recycling facility explained, what happens to your tree after it is picked up. we're going to grind them and then the smaller pieces will get fed in with the other food scraps and sticks and leaves get fed into the composting process and then the larger pieces, the trunk that are ground up, those bigger pieces of wood will get used in the biofilter system. be sure to take off all your decorations, the tinsel, of course, the christmas tree stand, and any ornaments. the program will run until january 17th and the city says last year it composted nearly 300 tons of christmas trees. oakland police ar

here's investigative reporter candice winn. ibrahim bari for most students, a high school diploma is a step into their future. but ibrahim bari says his diploma from san jose's lee high school stopped his future in its tracks. i think what i'm going to do for my life, ibrahim is hard of hearing and diagnosed with a specific learning disability, according to his individual education plan, or iep, an iep is a legal document, a school follows so a student with disabilities receives personalized education. today people are graduating. they call my mom. she's like, oh, i have bad news. everyone is not getting a certificate of completion. he's getting a diploma, a certificate of completion is something a student gets if he finishes high school but doesn't meet all the requirements to graduate. ibrahim and his mother were expecting that certificate so he could attend vocational school. his dream is to work with automobiles, he says. but according to this letter, the diploma meant ibrahim is now no longer eligible for those special edu

joining me now is candice delong. she's a former fbi profiler who is the host of the podcast killer psych. psych. i'm glad that you're here, candice. thank you so much for joining this story is captivated the nation and with good reason. i mean how, who, when where, why? the big question of course. what kind of person would you think as a profiler and investigating this might want to kill a ceo brazenly in really broad daylight in the middle of new york city well clearly. >> and this is obvious, who someone wanted him dead without question dead. so for me, as a profiler, motivation helps point the investigation. if we know motivation, then that will help weed out certain people and for me, what i'm seeing here is anger possibly as much as hatred and revenge as probable motivators. the three most common motivators of murder are jealousy revenge and personal gain. money i think we can on the surface, rule out personal gain, jealousy. well, we don't know about this guy's personal life, but it seems to me because of his p

candice, what is oakland doing to fix this problem? so this has been a problem for years, but it was after we exposed that oakland had the longest night answering time in the entire state, that oakland started to take meaningful action. they announced a $2.5 million investment into their 911 system. they finally upgraded their technology, which hadn't been done in 20 years, and this was a much needed upgrade. and the city finally addressed a major issue with their entire dispapatcher hing procesess. so en though they had a bunch of dispatcher openings and vacancies, we found that for an entire year, oakland dropped the ball on about a thousand dispatcher applications applications that have been filled out and were waiting to be looked at. and it was after we started reporting on these 911 problems, that the city identified the issues and started addressing them. how did you get how did you first get alerted to this pblem? our tip line, our tip line that we try to put up as often as possible. a man who works in oakland. unfortunately, h

our investigative reporter, candice nguyen is digging deeper into the details. stanford confirms that about five years ago, a person named luigi mangione was a head counselor for their university. social media pictures appear to show mangione with several other counselors in stanford in 2019. now, this is a part of that facebook group photo you're looking at. mangione. his facebook page has since been taken down. stanford told me today a luigi mangione was employed with them from may to about september 2019, with stanford pre-collegiate students program. we wanted to learn more about this stanford program. what is it and what did mangione do t there? according to their website, it's a summer program for promising high school students. it gives them a sense of what it's like to be at stanford. mangione's linkedin profile shows he specialized as an artificial intelligence teaching assistant, teaching these students about ai. it also says he supervised more than a dozen of these students as a residential counselor and led other counselors. mangione's linkedin shows

i want to bring in former fbi profiler candice delong. candice, thanks very much for joining us. what went through your mind when you heard the shooter was a 15 year old girl? >> i was a bit surprised. >> it's pretty unusual yeah. >> i mean, i've covered a lot of these school shootings over the years. i don't remember another 15 year old girl, a potentially responsible. the police chief says her motive appears to be, and i'm quoting now a combination of factors, but didn't give any more details. what's your sense of what factors could be at play here? >> well, um, for a 15 year old, uh, one of the things that comes to mind is, i mean, that's right on the right on the bridge from from from being a child to well into your the middle of your adolescence and it concerns me. possibly she was suffering from a serious depression, or possibly there was some crisis in her life that resulted in her thinking that she needed to do such a horrible thing, and take herself out. >> which she did. >> yeah, the school, as you know, is in a small community there in madison, wisconsin. why do you th

candice, you just heard about mangione spiral notebook. as a former fbi profiler, what picture does this paint for you about him and his psyche? >> it is not at all unusual for people committing certain types of crime, including murder, to write down their thoughts, to write down their plan regarding what i think was going on with him is considering his history, his past, his incredible line of successful academics and sports. >> he had a circle of friends. he was admired and respected, and then he does this. i mean, he and he gets a graduate degree, a master's degree from an ivy league school. and then. this happens. he kind of goes off the rails. and because of my background as a psychiatric nurse, what that makes me think of is this fact. a lot of mental illnesses. minor, moderate and severe emerge in the late teens and early to mid 20s and it seemed like this luigi had everything going for him. and then almost became another person and did something very much out of character. >> yeah, he certainly seemed like another person, and he wa

let's bring in our investigative reporter, candice nguyen, with the story. you gave a statement inside. was there anything you'd like to say to victims who couldn't make it today? just over a week ago, oakland bishop michael barber read an apology to sexual abuse survivors in bankruptcy court. now he is being accused of trying to hide more than $100 million in assets from some of those very same survivors who are suing the diocese. in this court filing, victims attorneys say the diocese transferred $106 million from its own bank accounts into a separate nonprofit called the oakland parochial fund. just a month before filing foror bankrupy last year. they say that transfer was never communicated to the court. how can you do that? the judge won't like it. i can't imagine they will. attorney rick simmons isn't part of the bankruptcy case, but he represents alleged victims suing the church in state court. you cannot hide $106 million from the court. and, you know, put your hands in your pockets and pull them out and say, look, nothing here. i guess everybody has
