carla ray broke that story. what did police do in this case to increase the chances the suspect will actually face charges? >> reporter: police have been to this arrest. in that time, they've been doing interviews with witnesses and the victim here on campus, as well as collecting evidence. the goal is to make their that the victim in this case will continue to move forward with them for successful prosecution. after a night of drinks downtown, and at knight's library, police say philamon chavez committed -- according to this incident report, after offering the victims drink to the point she was unable to walk, the victim felt someone heavy in bed. chavez admitted to touching the victim in bed, but stopping, because he didn't feel like they were enjoying it. chavez was just arrested, but the climb allegedly took place at the same week eyewitness news released disturbing none of the cases resulted in a successful prosecution. we questioned the chief of police about those numbers. >> do you think it seemed as mess
