we are joined now by cecilia munoz, director of the president's domestic policy council. thank you so much for joining us. could you tell us what in the president's proposal would slow the flow of immigrants? >> there are a number of resources for our partner countries in central america to make sure that we're dealing with the root causes of the migration that we're disrupting the smuggling networks which is an incredibly important factor in this migration and that we're actually helping them create centers for the process of paterationf those folks that are going to be returned. and then we're also, as you mentioned, things like immigration asylum officers for claims from children and others that come forward and might qualify for some form of relief. but then for others that hoo are not going to qualify for relief we want to make sure we can get them answers to their cases expeditiously and they'll be moved to their home countries in cooperation with their home countries. the most important thing here is making sure we're focusing on the smuggling networks, that we're

i'm cecilia vega.e begin in the middle east where the israelis and palestinians are teetering on the edge of an all-out war. thousands of palestinians who live in the gaza strip are on the move. families heeding israel's warning that new attacks to destroy rocket launchers there could come at any time. what is not yet clear, will those attacks come from israeli ground forces now at standby at the border or from the air? this new video shows palestinian rockets headed for israel and then that launch site being destroyed when israelis fire back. we have team coverage across the region and we begin with abc's chief global affairs corespondent, martha raddatz in jerusalem tonight. martha? >> reporter: good evening, cecelia. it's clear tonight that this conflict is escalating with israel sending those commandos into gaza to look for hamas rockets, the first time israel has sent ground troops into gaza in more than five years. they entered gaza from the mediterranean sea in small boats, several dozen navy co
