in charlotte north carolina. gay couples marrying is just as it is in 44 but same sex maej is nothing more than illegal in north carolina. it's just against state law. not unconstitutional. the only state in the south that has not amended state constitution to ban ga marriage over and above the ban. after the big conservative sweep of the 2010 mid term elections meant republicans taking control of the legislature for more than a century. the new republican majority in north carolina's legislature decided this was the year they would add to their existing legal ban on same-sex marriage by trying to delete constitutionally -- citizens of north carolina will be asked during next year's primary to vote on whether or not to change their state's constitution. to doubly constitutionally extra ban same-sex marriage that's already banned. we don't know what north carolina voters will decide on this issue but more than two dozen other states have put gay marriage to a vote and they have voted to amend their constitution to

charlotte? >> it sort of a long history of why these banks grew up in north carolina. the first big reason was in the early 1800s banks across the state were allowed to branch and have multiple branches around the state which you couldn't do in a lot of different states. the bank started getting a little bit bigger than maybe some of their peers around the country. the first with a bank was actually in winston-salem, wachovia. in overtime the bank started getting bigger, looking to get outside of north carolina and the banks in charlotte really started going to wachovia. the typical for north korea national bank which became bank of america, and other big bank was union national became the first union. those became the two big banks and charred and were sort of competing with each other, doing deals, making acquisitions to a lot of the regulations about going outside of state boundaries eventually came down and they get bigger and bigger. now we have bank of america is the biggest bank in the country that is based in charlottesville. it's had a lot of troubles lately.

. >> also on the list charlotte, charlotte, north carolina.will host the 2012 democratic convention. a huge banking center there, right? 27,000 small businesses. what are the other bright spots in this local economy? >> well, banking isn't such a bright spot for charlotte. since we wrote the story, bank of america, which is based there said it's going to lay off 10,000 people. on the other hand, not too long ago, warren buffett said he was going to put $5 billion in there. 10 let's just call the banking industry there a wash. but it has tremendous variety of employment. there is nucor steel there is health care. there is lowe's, big national retailer. but one of the things people don't think about when they think about charlotte is the energy sector. duke energy, sieman's energy plus 125 green energy companies in the area. i believe green energy is going to be the industry for the next generation. and charlotte is poised to really take advantage of that. >> wow, a real business hub there. and speaking of warren buffett, your top value town sho

book tv and american history to be in charlotte north carolina this weekend on c-span2 and c-span3.t this house confederal officials said that many cancer patients are not getting the necessary care due to drug shortages. witnesses from the health and human service department at the fda along with a panel of physicians testified drug scarcities have tripled since 2005. colorado congresswoman diana degette recently introduced a bill requiring drugmakers to notify the fda of possible shortages. this energy and commerce subcommittee hearing is just under three hours. >> the subcommittee will come to order. the chair recognizes himself for five minutes for an opening statement. in a 2005, 61 drug shortages were reported to the fda. by 2010, there were 178 reported drug shortages. 132 of which involved sterile injectable drugs. so far, this year fda has continued to see an increasing number of shortages, especially those involving older sterile injected drugs. these shortages have involved cancer drugs, anesthetics used for patients undergoing surgery as well as drugs need for emergency

the charlotte, north carolina bank says it plans to cut 30,000 jobs in the next few years to save $5nses. the los angeles times reported the bank was planning 40,000 layoffs, with many in california. the paper said most of those cuts would come from the bank's consumer banking operation and b of a's loan centers. checking their stock, its up 1% to 704. >>> 8:32. the university of california is investing millions of dollars in a new cyber studies program. now, it will begin with 26 online offerings in january, courses will range from climate change to gain theory. it will hopefully attract foreign students as well as u.s. service members. however, critics say uc is wasting money at a time when the university is making major budget cuts. enrollment at the college of marin has dropped by about 400 students and a state-ism posed fee increase is being blamed for it. this fall enrollment fees went from 26 to 36. officials of the school say that's because the state cut about $520 million from the community college budget. next summer the fees could go up again to about $46. >>> it is 8:33.
