a tough year nationwide for violent crime in particular in chicago.e've seen homicides and shootings, really a staggering number. >> reporter: john lausch is the united states attorney for the northern district of illinois. >> the shootings and homicides are up significantly. >> if we look anecdotally at what we're seeing, the offenders just seem to be emboldened. >> reporter: jens ludwig runs the university of chicago crime lab. he helps people understand what the data doesn't show. >> if you look at the gun violence problem, that's usually concentrated among young people, say 18 to 24. if you look at the cdc data on mental health, something like 75% of people 18 to 24 are showing signs of anxiety, depression, an increase in substance use in response to the pandemic. i think one of the things that people haven't maybe fully appreciated is how much the social service sector does to help control crime as well. and everything that the social service sector does has also been turned upside down by the pandemic as well. starting with schools, after-school

but fundamentally, our challenge in chicago remains. we have too many guns on our streets. we are surrounded by states that have much more lax gun laws. last year alone, chicago police departments even during those times when our activity was down for many months, we still took off the streets 12,000 illegal guns. that's more than new york, more than la combined and that's not the first year, that's the story ofchicago every single year . we can't solve this problem alone. we have to have sensible gun regulation and at the federal level otherwise we are literally just playing whack a mole for people's lives so background checks, restricting people that can't fly on planes from getting guns . that's something no city console by itself. the federal government is uniquely qualified to do that and we've got to impress this upcoming administration to do just that and i'll stop now and look forward to other questions . i yield the floor to mayor jerry osteyer. >> i have perhaps the unique position in the fact that i spent four years in law enforcement and the last 18 as a police
