i've long been interested in city planning issues. after graduating from stanford and 79, i obtained a law degree from harvard and a masters degree in city planning from mit. i wanted to live in san francisco so i took a job with the big san francisco law firm, practicing land-use law. representing primarily companies and seeking entitlement for the headquarters and other facilities around the bay area. in 2,003, my 100-year-old firm abruptly went bankrupt. it was a brutal wake-up call to me about what was important and how i wanted to devote my energy going forward. i threw myself into community life serving as a volunteer board member for the numerous organizations in our community. two that really resonated at me was jcc of san francisco for many, mercy housing california because of the work foundations that they do for community centers and four affordable housing. two incredibly important needs in our community. representatives of both are here to speak on my behalf. i also moved into academia, teaching law at stanford law school

not everywhere in the city, but in the central part of the city they do. they pay early care and education commercial rent tax and they pay other fees. if you look at the left-hand pie, you will see the total cost of building new office space in the city, the city sees about 25% of what it costs. the rest of it being obviously the physical cost of construction and things like that. to do this study, we work with a couple of consulting firms. we work to develop six prototypes that would be representative of office space being built in central soma, where we are seeing most of the office development. we constructed a financial model for each prototype which just looks at estimating all of the cost of building the office estimating the revenues which is basically the rents that the developers are going to get. and then looking at what the return would be to the developer. the rule of thumb here is that you would need a yield of about 6.8% per year to make the sources that the developers go to for their money, pension funds, other sorts of capital forces. for

the american cities climate challenge as part of the american cities initiative. a suite of investments that empowers cities to generate innovation and advanced policy that moves the nation forward. this was a very intense trip. we literally spent basically every day up until about 7:00 p.m. learning about congestion price in both england and stockholm. just to give some of my takeaways. if you look at london which is a city of 8.8 million people. the purpose of instituting the congestion pricing was really about congestion and environmental impacts. they had a robust rail system and they really were supported by business community as they decided to embark on congestion pricing. they have been instituting this price since 2,003. i would say from their perspective, it was considered successful in reducing congestion in the early years and now they are working on making some changes as people have gotten used to the pricing. the congestion is increasing again in london. they are looking at evaluating their current system trying to see what they could do different.
