good afternoon, claudine. >> reporter: good afternoon, tori. when it comes to these broken bolts, there are two things happening. engineers are looking to the future and how to fix it. but multiple agencies are looking to the past to figure out how we got here. we're out here at the bay bridge because in the next half- hour, reporters are gonna go out there and check out the prep work for the saddles they are gonna put out there to fix this broken bolt problem. but we're also looking at this stack of caltrans documents. we spent a lot of time going through these. they give us a look at the discussions that happened ten years ago. the question is, do anything have been done to avoid where we are now. there are almost 150 pages. engineers have said hydrogen embrittlement is to blame. that was on the radar back in 2003. these documents obtained the discussions and concerns of that time. in a memo from 2003, they talked about using a specific type of coding on the code because they said that hydrogen embrittlement should not be a concern. but the f

claudine wong joins us live from napa where firefighters are still near the silverado trail, what is the latest? >> well, talk about the wind, you can see it is blowing behind me. they are keeping an eye on the fire out here but when you have the kind of winds we have, they have to watch it very carefully. i want to show you they had 15 acres on fire and they had a 1,700 block of silverado trail. there are some homes in the area not too close but close enough and again we have to keep an eye on the situation. this is what it looks like. there are a lot of hot spots, pan across the hill sewed and over to the side of us you can see there is a fire truck and there is calls towing fire. -- calls saratoga -- calistoga fire. we are hearing they have fired up and we have moved a lot of resources here. there is a lot of high winds and that's not what firefighters like to see when they have a burning hillside. we will head out to the other fires and we will check in with you coming up. claudine wong ktvu channel 2 morning news. >> time is 4:31 just in time, the city of brentwood is located do

claudine wong is outside the station where damage from the shooting has been covered up. >> reporter: ground pam. we're at 50th and ban crowd. plastic now over one of the bay windows here. that glass that used to be there was shattered by a stray bullet and there is another windowed in in the station that was also happened. several firefighters were inside when it happened. let me show you where it started. you are taking a look evidence of the gunfire that ended uptaking the life of one man at 9:00 last night. firefighters heard those shots at their station a few blocks away. eight of them were inside the building. they had just come back from another call, were putting away their fear, cleaning their rig -- their gear, cleaning their rig when they heard glass chartering. >> it was ten seconds from moving away. and they started to dive. they heard the shots and they were not alarmed but then it got louder and then they dove. >> reporter: fortunately -- fortunately no firefighter was hurt. they were tweeting out captions saying where did that bullet come from? and stay safe out here.

new concerns and the rate to open the span on time, claudine?reporter: adding one more problem to the pile of problems on the bay bridge span and from what we can see from our vantage point, we can see crews working all along the span getting work underway this morning. what is on the table because we will talk about the problems. let's take you through the big ones, first we know a fix is underway for the 32 bolts that broke in march. engineers decided they needed a steel saddle and i want to show you video of work which is already underway. we don't know how long that solution will take however we don't know about another batch the bolts, 200 which came in a different shipment and the question is, will those break too, even though they have not been tested and we should learn. >>> high streaks cable issues and there was water in ducts where cables were kept. now let's about it because bolts were welded too tight and did not allow for expansion when it got hot and those were sheered off. you can ask questions about oversight and about how every

claudine wong has more on the construction. >>> there is important works and they are trying to shine a light and they found solutions to this broken bolt problem. we will give you a reference point on the east peer and that's where they are focused on. this is a decade long process which got us here. they will install two seismic devices and the saddle should resolve the problem after the bolts are tightened and broken back in march. it is unclear if it will be fixed in time for the labor day weekend opening. but when you talk about how it got here, it shed come date. the documents and the bridge designer and we will talk about how much testing should be done because remember they broke because of what they believe is the hydrogen brittle. . they expressed concerns and a corrosion expert suggested testing but they said steps to be made to guard against erosion and ten years later, it proved not to be true after all. back out here live, the work gets end way and they will be allow to test it as it gets underway. claudine wong ktvu channel 2 morning news. >>> the department of public w

claudine? >> reporter: well, this meeting today will give us an update on really all of the problems facing the new bay bridge project. i want to give you a look from yerba what main -- yerba buena island. when you talk about these problems, still a lot of unanswered questions. it still could have an effect on where this project stands in terms of cost and schedule. so we're waiting for a couple of things. first we're gonna get an update on the testing and monitoring on the remaining bolts of the bridge. 32 broke back in march. they were part of a batch of 96. there was another match we've been talking about of some 200 other bolts and rods that came. it's still unclear if those will be addressed in terms of are they a problem or not? if they are, there will be a lot more work and the answer remember, the bolts are embedded, can't be taken out, can't be replaced. so the engineers put a steel saddle over that section. that's what's happening now. we should get an update on how long the work is g

claudine? >> reporter: well, tori, the deposit that made those bolts is based on in ohio. they've stayed quiet. but now the president says those broken bolts are not defective. the broke enbolts were made out of a company in ohio that has, until now, stayed silent. >> our position was to support our customer and work together to conclude the analysis. >> reporter: he said he didn't want to talk until after the investigation was done. the 55-page report was submitted two weeks ago and now through this video posted on a pr site, he's defending his company and the bolt. listen closely to you who he does it -- for how he does it. >> it was concluded that the that the corporation fulfilled their requirements filling this order to the specifications requested. >> he specifically says to the specifications requested. an important detail because the report says the rods comply with basic chemical requirements. while it goes on to say the condition of the steel is found to be less than ideal and made the rod susceptible to failure, his position seems to be that caltrans got what th

claudine wong is joining us, another fired flared up last night? what is going on claudine? >> reporter: i spoke to the fire department and they are relieved the winds have died down and they have had a long strep of multiple fires and they are waiting to do some -- stretch of multiple fires and they are waiting to do some work on this fire. there are multiple hot spots we can tell you about but this is a eucalyptus grove and you can see this grove right here and that makes firefighting dangerous because they are not sure if the trees are so unstable they will fall on them. so what they are doing is looking for daylight to get down there safely. it was around 6:30 when the fire came in and it started at the bottom of the hill but the wind was blowing so hard it made its way up the hill. it took 90 minutes to contain in and they are still dealing with the hot spots and they have sort have been in a holding pattern. we walked down the road a little bit further and they are able to show you some of the hot spots and if you take a look at the trees and the video, you may notice
