that must now be considered deadly force in cleveland. cleveland police have apparently not really considered pistol whipping to be a super dangerous thing. they filed pistol whipping under the lesser lethal force category on a -- that's what they called it, less lethal force even though a gun obviously can quite easily and accidentally go off when it is used to whack somebody in the head. and accidental discharging of an officer's gun while the officer was using the gun as a baton, that has happened in cleveland several times. another reform, officers in cleveland will now be retrained to give suspects first aid. if they see that the person is hurt and needs first aid. again, why is that not already the standard protocol? cleveland police will also no longer be allowed to shoot at moving cars unless the car is about to cause lethal damage. that's apparently not the rule already. even though don't shoot at moving cars has been standard at, say, the nypd since 1972. perhaps the top of the list in the obvious reforms category is this one. t

what did the fed say cleveland was doing wrong? >> if we take it by what's happened in past instances with police forces that you mentioned, independent investigator will come in, court supervised to see that those implementations are taking effect in the police force. we wish we could tell you the details. the fact is we don't know. i'm not quite sure the police union knows either. when i spoke to the president of the police union he was unwilling or uncertain, he did say he has no animosity against the police force that he hopes that the document that they will be receiving later at a later time was written in the best interest of the city of cleveland and its police department. one interesting point, though, ashleigh, i asked him about the case of officer michael brelo who was acquitted of two voluntary manslaughter charges in a 2012 fatal shooting. i asked him if he is going to fight for brelo's job? he says absolutely. he says if the punishment does not fit the crime or influenced about i aa small group of vocal demonstrators

we have this breaking news out of cleveland. a judge has just found police officer michael brelo not guilty on all charges that would include voluntarily manslaughter in connection with the 2012 fatal shootings of timothy russell and malissa williams both of whom were unarmed. the incident became known as the 137 shots case because of the number of bullets fired by 13 police officers at the end of a high-speed chase. officer brelo fired the most shots, 49 total, but his last 15 shots resulted in the voluntary manslaughter charges. now prosecutors say the shots were fired from the hood of russell's car right down into the windshield with the intent to kill since at that point, the car was stopped and the ou pants did not pose a threat. the chase began after russell's 1979 chevy malibu back fired as it drove past police headquarters and that gave officers the impression someone in the car had fired a gun. brelo waived his right to a jury and did not take the stand during the trial. joining me by phone, scott newell. with a welcome
