congress has been elected. sohen, of course, there's this question of, so what about the executive branch itself? now, the constitution does say that the president can request the opinions of the heads, write the secretaries of the executive departments. but congress had yet to even create those departments which they do later in the first 100 or 150 days of washington's presidency. that's when they'll create. at that time, the department of foreign affairs today we know it is the department of state treasury war. they'll create the office of the attorney general. and then probably, you know, one of the places that washington makes his impact felt the most is the creation of, you know, today what we would consider the judicial branch of government. there really was no federal court system. there were no justices. there was no supreme court. again, all these things need to be created by congress. and really, congress is creating these federal positions as they go. and then washington is appointing federal office

it was a mass email to all members of congress. you're invited to come to the house floor and read a portion of the constitution into the congressional record. and this is an annual tradition that was taking place just as this moment to pause and remember that oath that we took, every one of us to support and defend the constitution. and what does that actually mean? so i was happy to receive the email, signed my name up and went down on constitution day to read a portion of the constitution. and it wasn't one of the most well-known portions or one that that kind of hits you in the face with its power. it was one of the lesser known provisions. but i was grateful to be able to be a part of what i saw was an important bipartisan tradition. one of the problems, though, was that i noticed there weren't very many democrats who had signed up to participate in this. and it surprised me. and so i asked some of my former colleagues then, did you not know about this? did you not get the email? and seeing as how i was one of the the freshman

congress intended congress in no way wanted another bureaucracy layered on top of an already bureaucratic intelligence community. unfortunately 20 years later that is exactly what it has become. incredibly the od and i is now larger than any agencies it was established to manage. it has 15 offices and centers which have many subunits within them staff is measured in the thousands when it should be measured in the dozens or maybe a few hundred. i promise that is going to change. i intend to get personnel back to their home agencies doing real intelligence work, not bureaucratic makework. i also expect to cap the size. miss gabbard, if confirmed i hope you will be a partner in these vital efforts. another example of bureaucratic mission creep and empire building is what has come to be known in the intelligence community as dni taxes. the od and i let these these taxes on other agencies, shifting and directing ending away from the intelligence community core mission to the whims and fancies of any particular dni that process seems to have grown rampant and is also going to stop. if confirmed

college, where he sweeps all seven swing states, when the republicans now control both houses of congress, it's easy to think this was an unmitigated disaster for democrats in november and it's maybe even easy to buy into trump's claim that he and his maga allies have won a major mandate but i think that is a misreading of what happened in november. from for the first time in three tries for the presidency managed to win a plurality of the popular vote. he did not win a majority. to me, it's hard to clean you have a mandate would most of the people casting ballots voted for somebody else. in the house, as i think james carville mentioned, we picked up a seat, and the republicans now have the second smallest majority in the house in american history. in the senate, it's true the republicans flipped four seats, and now have a majority of 53, but remember that three of those four were in blood red states that trump won by huge margins, west virginia, montana, ohio. but in the swing states it was a different story. there are seven swing states. five of them had u.s. senate races on the ballot

congress never felt inclined to hire a significantly higher number of people.is an issue of prioritization. people have treated it in different ways. past administrations, particularly under obama, they prioritized deporting as many people as possible through jails. that's how they ended up deporting so many people, actually. hunter biden, they decided -- under biden, they decided we don't want to pin somebody's life if they have mitigating factors. if they have children or have lived there 20 or 30 years. they didn't want to collect resources into deporting those people. that is a philosophical difference. i think the other big friends is -- big difference is we think of people having their cases fully adjudicated. in the meantime, let's say they have married a u.s. citizen or have gotten some kind of job or their employee is able to sponsor them, on one hand, they have this order of removal on their case but they have a pending green card. from administration to administration, it changes whether you try to deport that person in the meantime or not. trump is
