in your entire presentation what i didn't hear until commissioner covington brought it up the word cancer or post-traumatic stress system or whatever else is ailing the department. my question is if it is one of your primary goals to implement, primary and secondary prevention strategies to the department, why aren't we doing that in regards to cancer and in regards to ptsd. why are we relying on the cancer prevention foundation for that stuff? >> your question in my opinion goes to the issue of policy. >> okay. >> on the policy issue, even though we have on paper a mandatory examination, it has been on hold for several years now. it has been on hold for several years because of the fact that even though it was mandatory, participation rates were low. low enough that it was actually costing the department money in order to keep the program going. it was suspended several years ago, and that was one of the few programs that would have allowed identification of problems early enough that they could be addressed and in a timely manner that would not impact the member's ability to do the job.
