crowley's amendment here. certainly home ownership is something that we should pursue and something that we should prefer, as we do in our tax code, with the ability to deduct mortgage interest, with the ability to deduct property taxes on people's homes up to $10,000, so the federal government does provide a lot of preference for this, home ownership is the way that most americans build equity and build wealth and certainly gives them a stake in society and all these things are things we should pursue. but you know, again, this is almost a form of another entitlement, and i think that the american people would prefer instead of entitlement, they would prefer opportunity. and i think that's what our bill does. i think we use the limited dollars that we have to stimulate our economy with this bill, to give middle class taxpayers, the average family of four, $1200 more every year in their pocket. and by stimulating the economy and creating jobs, we give people the ability to lift themselves up. and that they can

crowley. >> thank you mr. chairman. i appreciate the affection of mr. reed and i don't mean anything personal in terms of this debate. but this bill is personal. not to me personally, but to my constituents. every one of them. tax is a personal issue. i would remind blooi my colleague from new york local property taxes is not controlled by the governor. it's controlled by localities. they determine what that rate will be. let's not mix apples and oranges here. it's confusing to begin with. reminding my colleague that new york is a donor stayed to the federal government. and this bill would require new yorkers to pay additional taxes to the federal government. er inially half of all middle class families would pay more taxes in 2026 than they would under current rules if this proposed ryan/mcconnell bill becomes law. and about one third will pay more. one third middle class individuals in the united states will pay more by 2018. this is a striking finding for a bill promoted as boone for the middle class. for the truth is, this bill will raise taxes on t
