north dakota. it comes through south dakota and it comes down through nebraska. the keystone x.l. comes just to the west. i point that out because for the balkan oil play in north dakota and montana, it is very important that we have the ability to put oil into this pipeline. we're looking at putting 100,000 barrels a day of united states crude into this pipeline so it can get to our refineries. in other words, it's not just about being canadian crude to our refineries. it's about bringing our own crude to our refineries. why is that important? it saves wear and tear on our roads. it's an important safety issue because it reduces the truck traffic. we're talking 500 truckloads a day, 17 million truck miles a year that we don't have to put on our roads, we don't have to have the traffic issues, the safety issues or the road issues in our country because we have the ability to move the product with this pipeline let's take a quick look at this time line. september 2008 -- i know this is hard to read

yesterday i was in north dakota. for those of you who may not be close, this may look like a lump of coal. it's not a lump of coal. it's oil. this is oil. this is how we get oil in north dakota. we fracture this piece of rock, and this piece of rock has oil floating around in it, whether you believe it or not. i have a hard time believing it. but they've handed me the oil, so i guess i can believe it. we have something called hydraulic fracturing that is being used dr we have hundreds of thousands of wells that have used it over the course of tile. now we have horizontal drilling with hydraulic fracturing and we're producing an energy boom. i was just at one of the wells and they told me in tie yoga, north dakota, their light, sweet crude, which is a premium commodity on the market sells at a discount of $32. why? because they can't get it to market. we have a president of the united states with this knowledge that mexico within five years will be an energy importer, not exporter. that's 1.5 million barrels a day. ve

instead of trucking it, we can exploit the balkan fields in north dakota. north dakota, the center of the exportation is now the third state behind texas, alaska and california even. california is a big oil producing state. while u.s. consumers would still be susceptible to surges in global oil prices, we'd end up sending some of the cash to north dakota rather than to saudi arabia. i think that's what this issue is all about. so don't be confused about the debate of the world oil commodity product. if you accept my friend's premise, more supply for commodity products, demand stays the same. the price is lower. that's true or the crude oil and true for corn and true for beans, that's true for pork. that's true for any commodity product. you increase the supply, demand stays the same, prices go down. so even if you accept his premise, oil going on the world market is a good thing. more oil going on the world market is a good thing. i would argue that the better thing would be for our refineries to take the crude oil and then refine it into the various produc

in north dakota there is an explosion of oil available.t is on private land and the liberals cannot stop them from developing it. they believe they have 25 times -- not 25%, 2500% more oil reserves in north dakota than they thought they had 20 years ago. the current unemployment rate is 3.5%. that is actually a mistake. there are 16,000 to 18,000 jobs available. they have a mismatch that is really a training problem, not an unemployment problem. revenue from oils have gone up so fast. they have had seven straight tax cuts. they have a multi-billion dollar rainy day fund. you would think that barack obama would look at north dakota and would say, wow. we could create jobs. we could create energy. we could strengthen the national security. we could get royalties to the federal government. no. this administration is actively trying to slow down and make expense of the development of oil, even on private land. the u.s. attorney for north dakota, obama's appointee, he filed a lawsuit over a eight migratory birds. they have not filed any lawsuit

north dakota is an important part of this story. north dakota a few years ago wasn't producing much oil. today north dakota produces about as much as ecuador. ecuador is a member of opec. i don't want to suggest north dakota's going to join opec, but it does give you a sense of the context, how big that increase has been. looking out over the next decade, when we look at the potential for the u.s. and canada combined, we see the potential for u.s. and canadian production from 2008 to 2020. over that 12-year period, to grow by about 4 million barrels per day. that's more than what iran produces today. that's the potential, it's quite significant. on the demand side, we've seen peak demand. we believe u.s. demand for oils peaked in 2005. and given these supply and demand trends, imports in 2020 are likely to be well below what they were as likely in 2005. and for illustrative purposes, if you've seen the price of oil's $100 in 2020. and given these demand and supply trends, the u.s. import bill for oil could be about $182 billion less
