our coverage begins with eyewitness news reporter dave evans live in lower manhattan. >> reporter: we're going to see a lot of this. department calls pile and haul. front end loaders will take the snow and move it over here. we have one of the large melters, set up in lower manhattan at the corner of broad and also water street. and of course then the snow is turned into water. it will come out the bottom of this large melter, and then go into the sewer system. the mayor today telling us several different things you need to know about, first of all digging out your car, and also keeping sidewalks clear and last but not least, how the clean up is going so far. the mayor said he is pleased with plowing operations on major roads and avenues. also he said things are going pretty well in manhattan, the bronx and brooklyn. he admits he looked at coronoa and side streets and plows can't get through. front end loaders are being moved in, and the snow is instead of plowed. despite all of the problems in queens, the mayor and school chancellor decided to open all schools today. the mayor said one

dave evans, channel 7 eyewitness news. >> a best way to get a sense of what streets have been plowed and what haven't is a bird's eye view. >> shannon, you're in richmond hill, queens. looking there? >> i will say a lot of areas are phenomenal. this is not one of them. these two poor guys have been out here, they just freed someone with pure brute strength. they're digging out a second car. all of this, the intersection of 86th and 104th street. we want to give you perspective out. we do want to give you just a glimmer of hope because we're going to show you all of these streets look exactly the same and unfortunately it's a sheet of ice underneath them. just a little ways away this street here, 96th coming in at 85th looks exactly the same. looks like the plows haven't touched it yet but on the top part of the picture, there it is. the long plow we've seen through the area, starting to dig through the street but there's a lot of not yet been touched and this lone plow isn't going to do it. we've got a lot of work ahead of us before these people can get freed and really if there's an

eyewitness news reporter dave evans is in harlem with the latest. david? >> reporter: liz, as you mentioned, that tip phoned in came in at two different locations to police in philadelphia yesterday afternoon and here at the 32nd precinct in harlem. the tip was a 36-year-old man with a criminal record threatened to shoot a police officer and the tip mentioned the word isis. police brass alerted all nypd officers warning them of the threat. police are interviewing the man we are told up in the bronx. they want to interview him and find out more information. the tip may have come in from a rival gang member seeking retaliation. but they have to treat it as a serious possibility because of in philadelphia by a man pledging allegiance to isis. the man wearing muslim garb attempted to assassinate a police officer. the officer was miraculously hit in the left arm and is recovering. >> one of the phone calls indicated isis, not to philadelphia but the phone call to new york and we are taking it serious based on what happened in philadelphia a couple of weeks ago.

dave evans tweeted about the story as the governor released the plant and joins us from the upper west side with the details. dan. >> as you know, the governor is promising any extra money for the mta, and a lot of projects we have heard about before. what is new today is the governor wants a much much faster timetable on many projects and also while some of the subway stations might appear old and quaint, the governor is now promising a technological revolution on our subways. instead of 20 stations getting a makeover, it will be 30 the work at night and on weekends for 42 weeks, some may have to be closed for 8 to 10 weeks, and the work will get done more quickly. the big news is the mta is promising wi-fi service by the end of the year in all subway stations and cell service by the end of next year. instead of a metro card at some subway stops we'll be able to pay with a simple swipe of our smart phones. what has many people excited is the ability someday to charge your phone while on every bus and subway car. >> it's an improvement for the modern day age. i don't think the older pe

dave evans was in coney island earlier and we saw you interviewing mayor de blasio. has conditions changed where you are, dave? >> reporter: well, the snow is a little deeper. i wanted to point out something that we're going to see a lot of in the next couple of days, this big pile of snow. this is part of what sanitation calls pile and hall. they only do that when we get above 12 inches. they pile will come in and melt the snow. i want roger to be careful here because of the traffic. you can see some people are ignoring the travel band that took effect at 2:30 this afternoon. the mayor is very, very concerned about that. he said he's concerned for a couple of reasons. he wants this ban in effect because number one so that emergency vehicles can get through, ambulances and police vehicles and so the plowing option can continue. we asked how serious police will be about this. we talked with him earlier this afternoon. this is what the mayor had to say. >> is there some wiggle room? >> no. let's be sure. people need to get home right this minute. they should have heard

dave evans is in the newsroom. >> reporter: after the iran nuclear deal we were supposed to be getting a kinder gentler iran. iran launched a rocket test and now today's incident. iran has taken possession of two small navy boats and their crew of ten. tehran has promise that had both the vessels and crew will be returned safely and promptly. abc news is reporting that senior defense officials are claiming they have been told the vessels will be allowed to resume travel when it is morning in five hours. the two boats with the ten sailors aboard lost contact with the u.s. it happened as the boats were moving between kuwait and bahrain near farsi island in the middle of the persian gulf. apparently there was some type of mechanical trouble and that forced the boats to run aground and that's when the iranian revolutionary guard supposedly arrested the ten sailors and took control. now we're told that one iranian official is accusing the sailors of snooping. a news agency late this afternoon was saying that tehran is now reporting that iran actually rescued the american sailors. >> we've r
