. >> abc 7 reporter david louie is live at the reid-hill airport with more on this terrible tragedy right before christmas. >> reporter: it truly is, dan. that plane was headed to the las vegas area after taking off from here at reid-hillview airport. weather conditions at the scene in the bakersfield area may have contributed to the pilot losing control and declaring an in-flight emergency. the joy of christmas is on display outside this gilroy home. however, neighbors and friends in shock and mourning after the loss of the price family who lived here. friends identified them as james and olga price. jason price was at the controls of a rented piper similar to this one which departed san jose saturday morning headed to henderson, nevada, for a visit with friends. a distress call is the only indication something was wrong. just before the small plane crashed near bakersfield. >> mayday, mayday. >> reporter: veteran flight and ground instructor larry reed at aerodynamic aviation heard that weather reports in that area warned of ice conditions. >> if you get ice on the leading edge of the w

abc 7 reporter david louie with more. >> reporter: larry and ama, this is where the ill-fated flightriginated on saturday. no one knows yet the nature of the emergency that caused the small plane to crash. the pilot was able to alert air traffic controllers that he was in distress. it is difficult for the friends and neighbors to acknowledge all five members of the price family perished. friends identify them as jason and olga price and their three children. their home is decorated for the holidays. they were often seen together tending to the yard. >> they were a lovely couple. we loved and respected them, the kids played on the block every day. >> reporter: jason price was piloting a piper pa-32 similar to this one which left saturday morning from sjson's reid-hill view airport bound for henderson, nevada. but the plane crashed just south of bakersfield. larry reed says older aircraft such as the pa-32 may or may not have been upgraded with newer cockpit warning systems to alert a pilot of a malfunction. >> it depends on the sophistication of the system. it may have some alarms in.

abc reporter david louie looks at reservoir levels and why they don't seem to be rising. >> reporter:t as simple as filling a bathtub. a reservoir can store 19,000-acre feet of water, yet it's only at 13% of capacity. the rainfall we've had is getting absorbed by the drought-parched soil and not releasing run off. the water district board said rainfall across the state is crucial since only a fraction of the supply is captured and stored here. >> it's stored in san luis reservoir, which is that big reservoir you see he when you are driving to los angeles. a lot is stored in shasta dam. our storage here locally it's small and don't forget because of the seismic issue at anderson we can't store as much water as we would like. >> and it can be deceiving when you look at percolation ponds, such as this one. water is moved around to recharge underground storage. the water comes out of lexington and they started refilling it about midsummer. >> the prospect of rain and run off has steve holmes hospital mystic that they will in time see chinook salmon and steelhead spawning here again. >> be
