delia goncalves is live at national harbor. one area that is going to be affected by the lack of a deal. how so, delia? >> reporter: absolutely, andrea. lawmakers spent a good portion of last night's session debating a proposed billion dollar cuisine knee here at -- casino here at national harbor but they say they will only revisit the issue if a special session is called. governor martin o'malley left no indication last night as to whether or not he would call that special session. he says, quote, the republic was not built on gambling gimmicks so clearly he is not a proponent of the gambling casino here and he called it a distraction last night. the consequences are pretty severe if a deal isn't reached. that means the state must balance its $35 billion budget through cuts to schools, libraries, and police departments among other programs. montgomery county stands to lose $41 million if a deal isn't struck. prince george's county $65 billion. the county executive there says a casino would save them financially. >> you're talk

our delia goncalves is live at the scene to give us an update. delia? >> reporter: monika, we have great news for riders specifically for those who ride that blue and orange line in the rosslyn area. crews worked overnight through the night and some good news, the trains are back up and running and crews don't anticipate any major delays on the blue and orange line for your morning commute into work so that is certainly some good news for those riders, thousands who will commute early this morning. the derailment happened yesterday towards the tail end of the evening commute. it was a six-car train at rosslyn heading outbound toward franconia springfield and it just hopped the track. metro estimates there was about 1,000 passengers on the train at the time. no one was hurt. and fortunately they were able to offload everyone safely in about ten minutes but it's another bump in the road for a metro system trying to dig itself out of an operational hole. >> one set of wheels on one car came off the track. crews will be working throughout the night and as l

what do we know so far, delia?reporter: we know just a few hours ago in the early hours of this morning, police arrested three people in connection with a robbery that happened over on 9th and u. even though the investigation is in its early stages, investigators do tell us they are looking into the possibility that all three robberies could be linked. the first happened outside serendipity three restaurant on m and wisconsin in georgetown. it happened 1:00 p.m. sunday. two employees say they were on a smoke break in the alley. they tell police that three young black men wearing green or blue t-shirts approached them, asked them for a cigarette and then quickly returned pulling a gun on the victim. >> i'm very concerned for them. they're young guys. they come in early. so they're shooken up. anybody that get as gun pointed at you i think is going to be afraid. i'm just surprised that it would happen so late in the afternoon. i mean, i'm just surprised it happened in georgetown, period. i know it does but it's a big

good morning, delia. >> reporter: good morning. that senator is calling this a complete embarrassment to the white house. we now know up to 21 women were signed into that hotel room in colombia. not only by 11 men, 21 men. the men we're told are from high ranking members of the secret service and ten members of all four branches of the military. the men were apparently partying at a strip club less than 48 hours before the president's visit to colombia. they reportedly were drunk and paid the women $60 to return to their hotel. the scandal erupted after one man had an argument with one of the women over payment. prostitution is legal in colombia. officials are now telling us it is unlikely there was a security breach but congress is simply outraged. >> it raises questions about the culture. it's also very hard for me to believe that this is the only time that this has ever happened. i am worried that this is the only time that they were caught. >> what has gone on is very embarrassing and i think it's clear there are investigations

delia goncalves is live at police headquarters with more on this story. delia? >> reporter: andrea, a violent weekend indeed. the shooting started friday morning and by the time they ended sunday morning, eight people were shot. three of them died. the first incident friday. the only victim i should say rather who has been identified is 19-year-old lester flores. he died we're told during a shooting on woodberry street. however, three people shot friday night at an apartment are expected to survive. then police tell us saturday evening two women were shot at a suitland apartment building. the woman inside the apartment died. the other we're told was shot in the leg. she ran to a nearby liquor store for help. then police tell us just a couple of hours later they were called to fairlawn street outside a carnival held there for a report of gunfire. there they discovered two juvenile boys. >> we haven't been able to confirm a shooting. it appeared that the victims of the type of injuries they sustained were bruises. we're still looking as far as suspect information.

delia goncalves joins us from college park with more. why today, delia?> reporter: you know, the board of regents will decide and will vote a little later today, in just a matter of a couple of hours on whether or not they're going to increase tuition by 10% or 13%, it's a whopping increase from what they were considering. the board was considering a mere 3% increase but now it must make up for the $50 million in state funds that could be cut. that's because state lawmakers' failure to pass a budget forces the state now to balance its budget through $512 million in cuts to education, libraries, police departments, and other state programs. the governor blames the debate over a casino for stalling the budget vote. >> for crying out loud, there's more important things at stake here than whether or not we have a sixth site for gambling in the state of maryland. five, six, i mean, none of that matters as much to me as making sure that our children are given the best education they can. >> reporter: the governor says he will call a special session to finalize

tuition increases, no fun, delia. >> that is not good news for any student to hear. not only is the state dealing with the potential doomsday budget, students here facing a potential doomsday of their own. we're talking about a tuition hike, larger class sizes, less student services and the tuition hike amounts to an extra $900 per student every year. the board of regents was going to keep tuition at a modest 3% increase but now the board is considering a 10%, even 13% tuition hike to balance out the $50 million the school would have received from the state of maryland. you see, governor martin o'malley says lawmakers spent too much time debating a sixth casino site in the state and simply let their responsibilities with the budget slide. the only way to avoid a doomsday budget july 1 and more than $500 million in cuts statewide is if lawmakers reach an agreement in a special session. >> it really, really sucks. >> i might not be here. >> i would ask them to call back the legislature and pass a responsible revenue package. >> reporter: the students are not taking thi

delia goncalves is live at national harbor, one of the points of contention in this budget. good morning. >> reporter: good morning. you can also say it was one sign of progress that was made last night. it involved the national harbor and a potential billion dollar casino here that officials say would draw $69 million for prince george's county, alone. much more money for the whole state of maryland. lawmakers struck a deal to expand gambling for prince george's county and will discuss the issue that is if itself governor agrees to call a special session. governor martin o'malley gave no clear indication though about his decision on a special session saying lawmakers need to do the right thing for the future of the state, but also said, you know, they had 90 days to balance the state's $35 billion budget. >> for prince george's county, $69 million. there is nothing that will give us that type of revenue. i would have to raise, if i could, raise property taxes 10% in order to meet the type of revenues that we'll get from the casino bill. >> reporter: that's rushern baker, th

delia good morning. >> reporter: good morning mike, andrea. some new information just spoke to the public information officer with prince george's county police. just a moment ago. he indicated since investigators are still here on the scene several hours into this investigation that it appears there's much more to this story than we're able to report to you right now. and investigators as i said still trying to piece together exactly what happened and new information we're learning that police actually received a call for a breaking and entering. that was the initial call that brought them here to the lynn hill condo apartments here on the 3100 block of good hope avenue. however, when police arrived they discovered it was domestic disturbance instead. several people men and women inside an apartment involved in some kind of domestic disturbance. that's when the officer confronted the male suspect inside the parking lot. some kind of confrontation ensued. we do know the officer fired his weapon and we can tell you that no one was struck. the o

it couldn't get any closer, delia. >> reporter: i know, an extremely tight race. the incumbents sailed through reelection but a tight race with the councilman at large contest. so folks here at the board of elections inside judiciary square will be very busy later this morning counting thousands of absentee and provisional ballots helping to find an answer to this looming question who won that race. but the final result will still be a couple of weeks away. you can blame some of this tight race on low voter turnout in the district. for instance, in one precinct where about 14,000 democrats are registered, we're told only 1,000 people voted and cast their ballots yesterday. sekou biddle says those who voted want change from the scandal and corruption that scared the council, including the incumbent vincent orange who recently had to explain campaign contributions from d.c. businessman jeff thompson whose home was recently raided by the feds. >> the powers of being that want to deal with ethics should join me in pushing my bill to ban corporate contributions. >> i t
