san francisco minutes of the transit agency to exchange the state and local partnership funds for doyle for an equal amount of regional improvement funds from the central subway project. this works to the benefit of both pride is because the state- local project funds were available sooner and would be immediately available to central subway, while regional improvement plans funds are available at a time consistent for doyle drives. so the request is to approve the swap of funds i have just described and to further reaffirm the commitment of the transportation authority to the original funding plan for the doyle drive replacement project. we are requesting that reaffirmation of previously approved funding, primarily, to provide reassurance to the federal highway administration as they consider an application for a tfia loan. the transportation infrastructure finance innovation act, which is a low interest loan to projects that are inevitably financed. the presidio park when does qualify. -- innovatively financed. commissioner campos: thank you. colleagues, any action on this item? let's

tackled a number of high-profile projects including doyle drive and the marina. and continues to be a strong voice of the residents of the marina district. as her children grew, miss brown discovered her passion in public education. as a p.t.a. board member, she helped support programs and funding leading to sherman elementary school's success as the best school in the district. in early 2010, the district facing $113 million deficit, miss brown and five other p.t.a. mom organized a 500 person meeting which brought many elected officials to the table to discuss solutions facing our local crisis. as appear plied to sub public education worsened and it became evident that the solutions lay in sacramento, crystal and seven other mothers found educate our state. a campaign demanding high-quality education for all children in california. the mission of educate our state is to unite californians in providing k through 12 public education and demanding real change. after one year e.o.s. has amassed 20,000 supporters and every representative in the district. she is a 17-

in october of 2009, doyle drive began its construction project. just south of the toll plaza within several hundred meters of the south end of the golden gate bridge on a ser pen teen outcropping. a lot of vegetation was cleared. this exposed a wonderful plant which was noticed by a young botanist. this was considered extinct manzanita. in the middle of a billion dollar construction project. the manzanita was moved about a mile to a new spot for its own protection. it's best if that location is kept secret. i look at remaining natural habitats as the original skin of the earth. and there's very little of that left in san francisco. and to actually find one of the anchor and key plants that originally existed in san francisco and to be able to save it meant a lot to anybody who works with plants and the environment. as they prepared the plant for moving, they had to clip off some of the edges. all that material was given to five different botanical institutions to propagate from cuttings. when the material arrived it looked much like little branche

doyle drive is $1 billion plus. that should encompass the significant amount of hiring. there should be a minimum at least. when you mix state and federal dollars, that handcuffs us. >> it does to some degree. we have had some successes there and are working to create more. we're working with the transportation authority and caltrans to look at their rules and regulations to figure out how we can work within the context to get more local hiring. trans bay is another where we're doing the same. these projects are great ones to start looking at expanding how we are defining construction. they have large construction management contracts attached to them. they have all lot of other opportunities. we're working to identify not only the trade side, but other ways we can help folks get some in planet. -- other ways we can help folks. the legislation moving forward, and the local hire does go all the way down to the subs. in terms of the requirements put forth looking forward at mandatory local hire, that is a big part of the legislation. in this economy, our strategy is to tur
