erik wasson: there is a lot of wrangling about this. the war powers resolution, only 51 votes to get on the bill and it is likely it will get on the bill in the coming week. there is a lot of concern about what is being called a vote-a -rama. and senator corker was think that the house is not going to pass this and the president will not sign this. let us come up with something that everyone can agree to that will have some teeth to it. there is a debate about some -- about an amendment. limiting future arms sales. re trying to find something that can make it into law. there is also a senate resolution. a statement that the homage been that the prince is responsible for jamal khashoggi's murder. host: on the farm bill, the house and senate conferees reported that there was agreement on that. tell me where things stand on that and is it likely to be passed? erik wasson: i think it is likely and more likely it will be put on the spending bill if they run out of time. republicans caved in on their demands. to expand work requirements. back

. >> host: erik wasson joining us on the phone, a blooper congressional reporter. erik wasson, we reach this deal in the middle of the night. what happens today in the senate? >> guest: look, they're still the process of putting together sledges of language but were expecting votes today in the senate. the housemate adopted by unanimous consent without coming back to vote. that's the goal of house speaker nancy pelosi. it's hard to achieve. we did see a tweet late last that from justin amash, the lone independent panic the deal. he would have the ability to come back and plot unanimous consent. they may move quick enough he won't be able to do that. it's extraordinary if thes house would approve a $2 trillion package, i get the largest in this bill ever contemplated in the united states without an open debate and vote but the maybe what needs to happen because more and more members are self quarantining, two have already tested positive for the virus. both sides, republican-democratic side are looking to try to get this over the life and get those checks americans

host: erik wasson, on that same question. are you getting a sense that the momentum is for republicans right now, with the way things are falling out? >> it is still possible. it is unlikely, but still possible. it is striking that scott and i are both at the mccarthy victory party on election night when he came out and said that by tomorrow morning, we would know we are in the majority. and we still don't know. host: tomorrow morning is going to don and we expect house leadership elections. take us through the latest on that. is mccarthy going to see a challenge here? >> he may see a challenge from someone like andy biggs, from the house pritam -- house freedom caucus. but he only needs a plus one. the real problem will be january 3, when they come back. he needs to 18 on the floor. -- 218 on the floor. it only takes three people to bring him down. that is where we could see some negotiating ahead of that, where he gives some succession -- some exception to the freedom caucus group. there were some that one, like in new jers

host: to erik wasson now. point about the tea party -- bring this back to the current year funding, 2011. there's a picture of harry reid on the front page of the "washington post." regarding the 2011 plan, harry reid is seemingly not missing opportunities to mention the tea party and what he thinks is the influence they are having on speaker boehner in this short term process. guest: certainly the tea party plays a major role in american politics right now. we saw a big rally last week, and another tea party-related rally tomorrow on the hill. they are certainly calling for this hard-line. the republican h.r. 1 spending bill passed in february cut $61 billion in spending from this year's budget. the tea party caucus people, representatives michele bachmann, mike pence, for example, they are calling for a hard-line. behind closed doors, speaker boehner has encouraged freshmen and those on the right side of his party to really keep up the rhetoric. the idea did here -- there is a lot written about john boehner

. >> joining us is erik wasson. what caused him to change his plan? >> well, he had sought to get the consensus of all his democratic members on the partisan plan but was unable to do so and then decided to put forth the bowles-simpson person that he is going with. there is not going to be any votes on the plan that it's just beepg presented for discussion and there could be votes after the election. >> republicans have said again and again that the senate hasn't produced a budget in three years. doesn't this give them added ammunition? >> you have seen representative paul ryan today, the house budget chairman who doesn't resort to more personal attacks on conrad actually came out and said conrad is causing an embarrassing spectacle. i think republicans are jumping on this as evidence of irresponsibility whereas conrad thinks because of the partisan nature of the debate he -- resting up after the -- >> he has been a proponent since the recommendations. >> he likes -- support when it was presented. >> he is hopeful that it can provide a building block

. >> erik wasson joining us as congress returns from its summer recess facing a september 30 government funding deadline. the house majority leader steny hoyer in a letter to his colleagues announcing plans to take up a continuing resolution through the week of september 16. do you see any issues with congress not being able to fund the federal government this year? i am not worried about the governor as a government shutdown. i am a little bit worried about a shutdown in december or beyond. reprising the 35 day shutdown we saw. it will probably pass easily. there may be an attempt in the senate to pass the defense bill. there's interest to get that out of the way and democrats are telling me they don't want to let that go and be left with a threat that the domestic spending world would not get addressed. probably into early november or -- late november or early december at which point we will see a larger battle. in recent weeks we found out the pentagon has finalized its list of military project to fund trumps border wall. that's sure to be an issue. the military construction bill and

vonnie: with more on the stimulus, let's get to erik wasson. we finally did come out with language this afternoon, 3000 to 4000 pages. was there anything we were not anticipating? we know the broad outlines of what the house and senate would vote on. >>>> 5593 pages to be exact. one of the biggest congress has passed. it has a $900,000 stimulus bill. -- we also have a bevy of tax breaks, energy legislation, and the way the government evaluates air in the wake of the boeing 737 max crisis. lawmakers have very little time to evaluate. so it is an incredible piece of legislation when you look at it. vonnie: when are they boding exactly? reporter: they will have some procedural votes but we are expecting 9:00 or 10:00 for it to pass the house and go to the senate where they could move on it as quickly as 10:30 or so so it will be a tight situation with government funding. and of course right at midnight, it's not like everything ceases and federal workers stop working. that's what i would expect would happen in this case and it is pretty much a don

here's erik wasson with more.got the president's budget and it didn't balance the federal deficit within 10 years. the republican budget is supposed to. erik: the republican budget claims a balance in 10 years by cutting $5.4 trillion in spending in future years. what really counts is the next fiscal year. budgets are more of a policy statement. in the next fiscal year, where trump was calling for $54 billion in cuts to domestic agencies, the republicans are for a $5 million cut. they are looking to increase military spending by $72 billion. not big deficit reduction in the first year. republicans are very eager to -- thisof this budget is the first step towards comprehensive tax reform. ill in theare b senate -- they want to move on to a tax cut that would be popular with the base. likee: what are the optics when the gop fails miserably in its fourth attempt to repeal a law? erik: it will be very difficult. the house republicans are planning to move this budget in committee tomorrow. of chairwoman, diane black te

. >> erik wasson from "the hill." thanks for the update. we have a link to the cbo outlook. what is the latest news? >> the big news today is about the dire warning the cbo has issued on the fiscal cliff. this refers to a series of automatic spending cuts and tax increases that are set to take effect in january. cbo is now estimated this will cause a significant recession in next year. they are predicting 0.5% negative growth. a lay they had warned of a negative growth in the first half of next year. now looking at 3% contraction of the economy if congress fails to act on the fiscal cliff. >> what action might lawmakers take to address the forecast when returning in the fall, and what can they get done before the election and in a post- election lame-duck? to go the cbo director said just a few minutes ago that congress should act in september when it comes back, and acting sooner is better than later, because already the economy is the anticipating a fiscal cliff and growth is being stunted. unfortunately, the press releases from either side of the aisle right after the rep

erik wasson will be unveiling a $1.5 trillion stimulus package.splits the difference on a host of different issues, including the issue of unemployment insurance at about 450 million -- $450 per week, and it is something mcconnell and pelosi could not get their respective camps entrenched on both sides to agree to. we will see if there is a narrow path to agreement. tom: an important point, these moderates are people that really, really, really risk losing in this election. they usually when by close votes. does mcconnell and policy care about them? kevin: this is an opportunity for congressman scott hammer and congressman reed, a republican from new york, to really throw should they clout be able to secure this monumental political capital. it is also an opportunity rather for the white house to back a moderate proposal that could sell well in the districts. i think from a broader standpoint, many of these democrats, and i am sure they do not want me to say which ones, in the private -- problem solver caucus, are having conversations with senior

bloomberg's erik wasson what is with the interest or story. crypto stocks -- the infrastructure story. crypto stocks bouncing back. bitcoin is trading north of $40,000. elon musk saying he's going to allow transactions in bitcoin at tesla, but only if it can be done in clean way. mike mcglone joins us now from bloomberg intelligence. mike, we are still being pushed around by elon musk. give us a sense of what this market looks like right now, how much culpability elon musk continues to have to drive things around. mike: last week was one of the best examples that i've seen of a bell ring and hit the bottom because there's so much bearishness in a technically and fundamentally strong market. the way i see bitcoin right now is yes, it might get around $40,000, and i think it is heading to $100,000. if it goes up as much as ethereum this year, it is near $100,000. what he's pointing out is just the fact that bitcoin uses a lot of energy, but that is part of its strength. it is the source of energy that matters. it is all going renewable. it is id

. >> for more on the latest, let's bring in erik wasson joining us now. so many false starts.o much pessimism about whether they will get there in the end. does it feel different this time? are the stars aligning? >> the math is aligning a little bit. we are looking at 300 billion. if the gap is too small, the politics are still there and mcconnell is talking about a bill that is between $500 billion and 600 billion dollars and the democrats say the basis could be this 908 billion. side-by-side in the terminal shortly, mcconnell isn't talking about any supplemental unemployment benefits above the state level. this plan would have $300 per week through march. neither of them are talking about those $1200 checks that people have been excited about and talking about. as far as the stimulus effect, this would be best described as a relief bill. the main piece that they agree on is small business relief, pandemic paycheck protection extended, a double take where people who had taken alone before -- taken a loan before would have to take another draw and then pay taxes on the earlie

host: erik wasson, let's talk about foreign policy. what does the schedule look like in congress for oversight of president biden's decision to withdraw from afghanistan? guest: we are really looking at end of the month hearings in the house and senate with secretary of defense lloyd awesome -- lloyd austin and general milley. it will be a major event here on capitol hill. basically, austin refused to appear before the senate foreign affairs committee last week, and there were threats of subpoena. he later said it was scheduling conflict. but congress wants to hear from him on what went disastrously wrong with the pullout, why was it a black eye for the u.s. there's been a revelation in the new work by -- the new book by bob woodward and robert costa about his calls -- about general milley and his calls to china about u.s. actions there. there have been some calls for his resignation, but certainly he's going to get love -- get a lot of questions on that as well. next week we are expecting very big fireworks as far as oversight on afgh
