i want to get evan perez. evan has some news. evan perez our justice reporter. >> we got some new information on what the plan is. we know as i mentioned just a little earlier that the grand jury has been released. they have been sent home. we know at 4:00 p.m. central time, that's local time we expect we'll get a notice from prosecutor's office that they are planning to release the decision later on. gives law enforcement a little extra time to prepare. we know that nationally around the country now police departments, federal law enforcement has been put on alert because they expect that there will be protests not only here, not only here in clayton, in ferguson, in st. louis, but also around the country. we know some groups have already said that once a decision comes they will go out to the streets and they will make their voice heard. so just as, again, not because they are expecting big trouble, it's just they want to be ready in case of anything. >> before the announcement for the george zimmerman verdict people were sayin

with me evan perez our justice reporter who broke this news for us. i want to ask you about this, about the timing, evan. do we know anything about the timing, when the announcement will be made and tinting point here i'm sure that you can speak to the difference will be finding out if the officer has been told to surrender. that will give us an indication of what the decision might be. >> right. exactly. that's the big question. i think we're reaching out to his representatives to find out because obviously if there's an indictment he would have to be notified, he would have to be told to surrender and that would have to happen in the next few hours. we're told an announcement is coming later this evening. we know officials are preparing to, obviously, deal with whatever the public reaction will be, don, and obviously this is something that they prepared a lot for and we're ready to do this on sunday but we know everybody is getting ready to make those announcements later today. also the other thing that's in the plan as part of the plan is to release

. >> we want to bring in evan perez. he's our justice correspondent, he's got a big development, a new head for the justice department. evan, tell us what you know. >> michaela, the new attorney general that president obama is expected to announce very soon is loretta lynch. she's right now the u.s. attorney in brooklyn and she's very well regarded. she has been u.s. attorney since 2010 under president obama and previously served in the same job in the clinton administration. now this is obviously the big -- a big announcement for the obama administration. eric holder is stepping down, as you know. he announced that last month and there's a lot of big cases that they're looking at, including the investigations into the shooting of michael brown. now, loretta lynch handled a very important case similar to the michael brown case in the 1990s, if you remember the haitian immigrant abner louima who was sodomized by some new york city cops. she handled that case. so that's going to be an interesting thing for -- experience for

let's get straight to our justice correspondent evan perez who is live in ferguson and on phone with sponse agent for fbi. we'll get his perspective. evan, to you first. just start w-tell me what you know. >> reporter: the concern goes beyond here, beyond the streets here in ferguson,

evan perez joins me now on this report. evan? >> this is something from interpol which told the a.p. yesterday that they have seen signs of people, jihadists, who wanted to join the fight with isis in syria trying to evade some of the security checks that have been built up in the last few months to try to stop the flow of fighters. instead of going through by air through the airport at istanbul, they take ferry ships from neighboring countries to try to get to turkey and then to syria from the northern syria border. this is obviously a very big concern for american officials. obviously they spent a lot of time trying to stop the flow by air and if they are trying to find ways around that, that's a very big problem. obviously there's also a second problem. a lot of these passenger ferries are carrying american tourists and you never know when these guys might turn their attention from just using this for transportation and perhaps carrying out attacks against westerners and against western tourists on those same ships. >> hang on

evan perez, sara sidner and jason carroll are all standing by. evan, you've been camped out here for weeks awaiting the decision that we could learn any moment now. what can you tell us about the decision? >> we know that there's a plan in place now. we know that at 4:00, we're going to get an especially announcement from the prosecutor's office. we're also expecting to hear from state and local officials who are going to put the word out that they want to make sure -- this is central time. they want to make sure that everyone is aware that they want calm on the streets. they want to make sure that people know that law enforcement is prepared, that the state has made all the preparations necessary to protect people's property, protect people's safety. that's the message they want to send out. they were ready for this to come out this weekend. so this is just really a short delay. >> evan, the grand jury has heard more than 700 hours of testimony but still the grand jury asked for a few more hours on friday to deliberate. have you heard anything mo

our justice reporter evan perez has been working his sources as we wait for word on the grand jury decisionlive from ferguson. what else are you learning, evan? >> reporter: wolf, the word is anticipation. we know that the grand jury came in here today, the focus is on the grand jury room, on the second floor of the justice center behind me. we know that law enforcement officials have been told that they should prepare for a decision to come out this weekend. we don't know whether that decision has been made. we don't know when that announcement will come. we were at a briefing just a couple hours ago inside the county building across the street, and they were talking about some of the rules of engagement that the police officers are being given. they've had these meetings with some of the protest groups. they've been told that they're going to respect people's constitutional rights. however, you can already tell, wolf, that there's some disagreement as to whether or not the police are really holding up their end of the bargain. there's complaints about police wearing armor when they confro

we hear from evan perez that they may not give the 48-hour notice. as soon as they reach that decision, an official might come out and say what that decision is. we are talking about whether officer wilson will be indicted or not in the shoot death of teenager michael brown. as far as the community here, one might think that the streets of ferguson were on fire if you looked at the media coverage. that indeed not the case. yes, there are still protests going on. still angry protesters. not much violence. a few people arrested in the course of those protests. usually 30 or 40 people have protests here every single night since the shooting happened. but from the media coverage, you might get a different idea of what's going on here on the streets of ferguson. people are watching closely when the decision will come and what that decision will be. of course, the people who are in charge of keeping everything safe here, they said they are preparing for the worst and hoping for the best. that decision from the grand jury could come at anytime after they re

our reporter evan perez begins the coverage.re learning more about the tension between federal and local authorities. >> reporter: all this violence has really exposed all the infighting that's been going on behind the scenes. not only among federal officials, there's tension between federal officials and local and state officials. you have all these jurisdictions for trying to secure this city. you have the feds, you have the st. louis county, you have the state, which is in control of the national guard. and what happens on monday night, there was a period where the police pulled back, if you remember where our stephanie elam was right on the scene. you saw the police pull back and almost cede the streets to some of the rioters. a lot of that is being looked at as to what caused that. you're hearing local officials who are complaining that, well, we tried it your way. there was a lot of criticism of how the police handled protests back in august, that it was too heavy handed. now you have local officials saying we tried it you

let's bring in our justice correspondent evan perez. nd who calls are they allegedly listening into? >> this is a program run by the u.s. marshals and what they are doing is trying to find suspects that they are looking for. usually felons that are at large. there are other uses for this, for instance, similar devices were used to capture, to help find the location of el cha el chapo guzman, the cartel leader last month. these devices that pretend or act as fake cell phone towers, all they are capturing are data on location to try to triangulate where you might be. so your phone is in communication every few seconds it sends a signal to a cell phone tower to determine where you are and to say, you know, i'm still here. that's how this works. >> i feel like there are going to be people that are dead against this. what are we hearing from critics? >> there's already another fight over another device, called the stingray. typically law enforcement uses it in vans, going around areas trying to figure out where a suspect might be. they have t

cnn justice reporter evan perez hear to tell us. what are weigh expe expecting?retta lynch is the expected pick. the president likely to make that announcement when he gets back from his trip to asia. he leaves sunday. she's the first african-american woman to serve in this job and she's a longtime prosecutor inside the justice department, very pop lar popular inside the department. she's not well known not even in new york. she's done a lot of things including serving in the clinton administration in the same job and since 2010 under president obama. >> so you'd say she's not terribly controversial, right? >> she's not going to be controversial which was frankly a problem with some of the people that the president was looking at includes his former white house counsel. and so -- and tom perez, the labor secretary. now that the president has to deal with a republican congress, this is a safe bet. this is somebody who is coming from outside and doesn't have any of the washington baggage that a lot of cabinet nominees will have. >> she really is going to have her w

cnn justice correspondent evan perez has more details this morning. good morning, evan. >> reporter: good morning, carol. it's almost every day we're talking about these attacks. they say this attack targeted four weather-related websites and shut them to cut down key ser riss to the airlines, military and wall veet forms noaa says its systems are back to normal an it's delivering forecasts to the public. u.s. officials say they have traced this back to china. earlier the u.s. postal service revealed it was the target of a major attack that affect 3d million customers and 750,000 employees. that attack also was believed to have come from china. the government agencies waited weeks before they notified the public, and that's bringing criticism from some members of congress. the chinese embassy says there's no proof of chinese involvement in these attacks, carol. they say cyber attacks are quite common and jumping to conclusions about its origin without hard evidence is not responsible at all. >> evan perez reporting live from washington this morning. th

let's bring in cnn's justice reporter evan perez. good morning. >> good morning, carol.lly works like a cell phone tower. it pretends -- it's like a fake cell phone tower in the sky, essentially. when your cell phone is communicating with cell phone towers every few seconds, this device basically picks up that signal and that signal can tell where you are exactly. we have a picture on screen right now of a device called a stingray which is a very similar device that the fbi and local police, a lot of police agencies around the country have used for years, again to pinpoint and triangulate the position or the location of a suspect that they're looking for. the government says this is something they use only to find suspects that they're trying to arrest, however, this is not a very smart device. it basically picks up everything, including your cell phone, even if you're not suspected of any wrongdoing. >> still, it's disturbing. is it legal? >> well, you know, so far yes. the government has not -- this has not been tested anywhere to see whether or not the government need

and then when will we syntheses people reunited. >> evan perez is was. s been there any indication as the protocols of this release? where they will go? how long it will take. >> the government is being tight lipped right now. i've been checking as to when we might expect do see them. i suspect the news slipped out a little before the u.s. government was raeld to tell it. all we know the director of national intelligence jim clapper is the one who went and got these two americans and is now bringing them home. i suspect we'll hear a little more when they arrive here back in the states. and as elise pointed out, his involvement is something of a surprise. certainly the north koreans are very suspicious of the u.s. and intelligence and military here. so it is going to be very interesting to see why clapper was the one that was chosen to do this negotiation with the north koreans. and why he had to go there and get these two americans to bring them back to their families. >> usually in the past, you know, we've seen people -- very prominent people like forme

. >> evan perez is "outfront" in clayton, missouri, where the grand jury has been meeting. you have been told to expect a decision tonight. is that still the case? >> reporter: that was the last word we heard. they expected a decision today because they were bringing the grand jury back for what they thought was a final session. we know the grand jury came in today. it is on the second floor of the justice center behind me. they would hear final bits of evidence from the prosecutors and begin deliberations. and like a regular jury, this grand jury has been able to discuss the case all along. so the leaf from the local authorities was that the decision would come fairly quickly. we got some hints today from officials that they believe something was imminent. we were told by some law enforcement officials that people were being told to cancel any plans this weekend in case they announce on sunday. >> so obviously we don't know. but you are hearing it could be imminent. in terms of who the jurors are. i know they are 12 of them and our jurors understand them, the basics about

. >> and evan perez is "outfront" in ferguson. and officers are preparing for what could be challenging and frightening days ahead. >> reporter: that is right, erin. the concern is nationwide because we have groups that say they will have protests around the country. and the federal protection, they are guarding federal buildings. and local police are bracing for possible problems. so the concern is really nationwide, not just here in ferguson. >> evan, you were the only journalist to witness michael brown senior filming that public service announcement, what was it like in the room, what were the emotions like? how many takes did it take? >> reporter: he did a few takes. he was very emotional. he brought his three little kids with him to the studio. and one of the things he's concerned about is that there is this need to talk about police conduct, especially in the black communities, but also very concerned because he doesn't want the demonstrations to get out of hand and doesn't want his son's memory to be hijacked and make sure

i want to bring in cnn's justice correspondent evan perez and i also want to bring in state representative jeff roda, a business manager for the local police union. what can you tell us about this press conference, jeff? what stuck with you? >> what was remarkable is that the mayor of ferguson told reporters that he hasn't talked to governor nixon, the governor we just heard from at the top of the show, since august. and he said he was calling last night to see if he could get some help from the national guard deployed to the city. couldn't get anybody on the phone. now, it's just a really fascinating thing here where it seems to be a lack of leadership where you have the governor who can't answer the question of where the buck stops and mayor knowles also seemed to have the same problem of, who is to blame? the city is burning and he can't seem to be able to communicate with people. >> he tried to get through to the governor to get national guard deployed to ferguson and he didn't get a return call? >> he didn't get a return call. keep in mind, the governor has been criticized for declari

evan perez is in the show me state. evan, the grand jury still meeting?eporter: well, jake, we don't know if they're still in the building. we know that they came in here today to meet for what was supposed to be their last session and we expected their decision would come at any moment. we know that the local authorities are bracing what they say is for widespread unrest and obviously officer wilson is also waiting for this decision because everything hinges on that decision, where or not he steps down hinges on that decision. he has been holding back simply because he wanted to make sure that he didn't affect the grand jury's deliberations. he wanted to make sure that he didn't suggest that perhaps he had any blame here in the shooting of michael brown. >> all right. evan perez, thank you so much. despite the many efforts to keep the peace in ferguson once the grand jury decision is revealed, one state official is afraid those efforts will not be enough. i'm joined by missouri state representative jeff roorda, also the business manager for the st. louis

evan perez is joining us with details. when you look at the candidate here, loretta lynch, she's the second best-known federal attorney in new york. tell us more about her and how the president came to this decision. >> well, jim, loretta lynch is a long-time prosecutor in the justice department. she's well-liked and very popular inside the department. outside in new york and nationally she's not well known often overshadowed by the prosecutor in manhattan. she served in the clinton administration in the late '90s and has been a u.s. attorney in brooklyn since 2010. she's not going to be controversial for the republican congress that will take over in january. we expect that's one of the reasons why she probably rose to the top of the president's list. she is well-known for a couple of things. she's done a bunch of financial cases against hsbc, citi group in the last couple of years and oversaw a major prosecution of a terrorist a few years ago in new york and more recently she indicted republican congressman michael grimm

cnn justice reporter evan perez has been talking with people close to these talks. what are they saying? >> reporter: good morning, carol. you know, all these developments are coming to a head today. we're told darren wilson has been in negotiations to resign and one of the things he's been waiting for is for the grand jury to wrap up hearing evidence. today we expect the grand jury to return here to the justice center here in st. louis county, they'll hear some final bits of evidence from prosecutors before they begin deliberations and could make a decision later today. we expect that officer wilson will make a decision on whether to announce his resignation. he has told his friends, his associates that one reason why he was going to do this was to spare his fellow officers from some of the pressures that they've been facing, because you know, carol, there have been protests almost daily here, there have been a few arrests overnight even and so everybody's bracing for what the grand jury decide this is weekend perhaps. >> evan perez reporting live from clayton, mis

cnn's justice correspondent is evan perez, and he's here now with more on that. mohammed hamza khan held without bail today because he is a flight risk, and you learned some new information about his plans to join isis and bring others with him. tell us about that. >> reporter: that's right, don. this was quite a bit of a bombshell in court today because the government revealed that mohammed hamza khan, who's 19 years old, was planning to bring his siblings, who are 17 and 16 years old, to fight with isis in syria. he was en route from chicago o'hare airport to vienna en route to turkey, where he was set to join up with some recruiters who were going to take all three of them into syria to join isis. >> so clearly beyond this one family, right? they want to trace a broader network. and to that end do authorities know yet where he got the money to buy these tickets? are they learning anything about a possible larger threat. >> >> well, that's the big concern right now, is they're trying to figure out whether there were some recruiters who were helping them. we know

evan perez is our justice correspondent. talk about the officer first. the officer, how does darren wilson move forward? we're hearing he wants to resign. >> he wants to resign and step down mostly to ease pressure on his fellow officers. they're getting a lot of pressure because of him and he feels like he can't come back to the force because it puts not only himself but also his fellow officers in danger, so that's one reason why he wants to do this. however, he wants to make sure that any agreement he makes for the city also makes clear that he did nothing wrong. he believes he did nothing wrong, obviously the grand jury has now cleared him of any wrongdoing so he wants to make sure that is established in any agreement that he makes in resigning. he had planned to do it on saturday, the grand jury finished work then. >> what you're hearing is what i heard from someone who is close to the? officer last night saying that he believes that he has been unduly made out to be a villain and wants to change that narrative and also he's concerned about last nig

let's go to cnn's justice reporter evan perez. he's on the scene for us in clayton.ere the grand jury has been meeting in missouri. they were supposed to get a decision on friday. they couldn't over the weekend. presumably they were considering more facts. now they've met again and they've reached a decision. is that what you're hearing, evan? >> reporter: that's right, wolf. the officials here are getting ready to make a public announcement. on friday they -- instead of asking to see more evidence, they simply said that they wanted to think about it some more. they wanted to discuss it some more. that's why they were back here today to finish their deliberations, to finish the decision making. we're now told by sources that they are getting ready to make that announcement later this evening. they want law enforcement to be prepared for a possible announcement. it won't take much but they want to make sure that they can remind the public that they've got enough resources to protect the public and make sure that everybody keeps calm whatever the decision is, wolf. >>

i want to bring in our justice reporter evan perez, who is on the ground for us in ferguson. jeffrey toobin. evan, you have new information about federal and local law enforcement being on increased alert right now, ahead of the grand jury decision being released. what can you tell us? >> wolf, the concern extends from coast to coast. but first i'll start with new information we just got from authorities here. st. louis county has sent a message to employees who apparently have been raising concerns about their safety when this grand jury decision is announced. and the message says they're planning to increase security at county buildings, including using the national guard to help boost security and protect employees. they are warning that some employees may not be able to get to their workplaces and they say that they're trying to make sure that employees are kept aware of events as they come on. now, as you said, the concern is on a national level. we know that the federal protective service, which does security for federal buildings around the country, is preparing for dem

let's go right to cnn justice reporter, evan perez, in clayton, missouri. s of no decision yet? >> reporter: well, fred, we know the wait continues. the grand jury was meeting yesterday. they left here last night, they were here at the grand jury room in the st. louis county justice center behind me. and whatever their deliberations were yesterday, they decided they needed more time. the question is whether they're returning here today, whether they're back here today, that is, or whether they're going to wait until monday or some other day next week to continue their discussions, to continue looking at the evidence, and making a decision on whether to indict darren wilson, the police officer, who shot michael brown. as you said, you know, the tension is pretty high in ferguson. we're a few miles away from there. we have protesters in town, we have people -- i run into people from colorado, people from new york, who have come here, waiting for this weekend, waiting for a decision from this grand jury. and that wait is going to continue for a little longer. >

evan perez has been at the justice center in clayton, missouri, not far away. what else are you learning, evan? >> reporter: we've been officially notified that they plan to have a press conference in a couple of hours. the state prosecutor, the county prosecutor, bob mcculluch, has officially notified the media that he plans to hold a press conference. for security reasons, he's not saying where the press conference is going to be held. i've been told to be ready and go witness the press conference where he will make the grand jury's decision official. we don't know what the decision is. we know the grand jury has finished its work. they've been sent home. we know that local and state officials are getting ready to hold a briefing in which they're going to urge the community -- for calm in this community because of concern obviously back in august when there was some violence after the shooting. you know that they're very concerned what the public reaction will be to this decision by the grand jury. we also know that law enforcement around the country have been

. >> cnn justice reporter evan perez has been looking into this. good morning, evan. >> reporter: christi, victor, good morning. it's the grand jury decision everyone is waiting for. they're set to reconvene on monday to decide whether to bring charges against darren wilson. they met here for several hours before deciding to go home for the weekend without making a decision. we don't know what the issue was. we don't know whether they wanted to simply hear more evidence or just needed more time to consider the charges that prosecutors have brought before them. law enforcement officials have boosted resources for the weekend. st. louis area schools have decided to cancel classes for the entire week. we have protesters in town who were planning to hold marches who are also now waiting. the entire region is waiting for these 12 jurors to decide whether to bring these charges. back to you, christi and victor. >> evan perez, thank you so much. later this hour we'll take a look inside the grand jury, the makeup, and how that might affect their decision. >

let's bring our justice reporter evan perez. evan, the mayor doesn't sound very pleased with what he heard from the governor. clearly there was a major blunder some place. you were at the news conference that the prosecutor gave last night. the governor simply said it was up to the prosecutor to decide the timing of the release of all of that information. the governor jay nixon walked away from that decision. that was clearly a pretty awful decision to release the information, no indictment, 8:00 p.m. central time, 9:00 p.m. eastern. >> well, what you see is passing the buck. you have the mayor of ferguson whose city was burning saying that he was on the phone trying to get the governor to send the national guard in. he says he hasn't talked to the governor of missouri since august and his city has seen these protests all along. then you have the governor saying -- blaming the prosecutor for having no communication. what this has exposed is all of these officials who are supposed to be working together and they really are not. th

. >>> in the meantime, evan perez was the first to break the news of lynch's pending nomination. we know lynch is a u.s. attorney in new york. beyond that, what else do we know about her? here's joe johns. >> reporter: as united states prosecutors go in the state of new york, the harvard-educated loretta lynch has flown under the radar. >> you're regretting these mic placements about now, aren't you? >> reporter: jeffrey toobin worked with her as a junior prosecutor in brooklyn in 1990. >> she had made her name as a workhorse, not a show horse. she is someone who tried cases as a junior prosecutor, ran the long island office and was promoted to be the u.s. attorney for all of the eastern district of new york. it's a job that is not terribly glamorous, especially compared to the u.s. attorney in manhattan. but it's a job that she has done twice. >> reporter: that's right. she's held her current job twice. first appointed by president bill clinton in 1999. at that time, she presided over the infamous abner louima case, involving a victim who was sexually assaulted by a new york pol

evan perez, thank you very much. evan gets more information outside where the grand jury made its decision, the prosecution, right now i want to bring in the president of the st. louis association. gabe, good to have you with us. is there anything you can tell us about your understanding of why this has been delayed and delayed? >> reporter: well, i can only imagine the am of logistical issues that our prosecuting attorney is dealing with. so i don't think it is anything intentional. i don't think we should read anything into it. just like the night before christmas. we all get a little excited. we get a little impatient. so on and so forth. i'm absolutely sure there's nothing behind this, other than just logistical issues and making sure that the ts are crossed and the is are dotted. >> today we saw a car emblazoned with the words, no justice, no peace. we the people, no justice no, peace. do you expect violence? >> well, you know, i would like to say that i don't expect violence. the law enforcement command here in

and we begin with nathan perez, where the grand jury has been meeting. evan, you broke this news, a time line of what will happen and what we are going to find out. names and information. the next 48 hours are crucial. >> reporter: that is right, erin. after all of the leaks, the street demonstrations we've seen here, friday is finally the day. the grand jury is returning to the building behind me, the justice center here in clayton, missouri and they will meet for the final time and we expect they will hear evidence from the county prosecutor and then begin deliberation. we expect the deliberations will be short and then they will make a decision. now prosecutors plan to hold that decision under wraps for 48 hours. they'll give law enforcement some time to get ready and make a final announcement on sunday. they will give michael brown's family some hours in the before they make the decision public. >> i find it hard to find they can keep this secret for 48 hours. >> right. >> but on that front, the prosecutor said, look, i'm going to make everything public.

. >> all right, evan perez, thank you so much.ouri governor jay nixon is hoping to get ahead of unrest. he's urging residents to remain calm and has a commission to study what led to the unrest this summer. rashid aldridge is the youngest member of the division. he's a member of the young activists of st. louis. if the decision comes down as soon as friday, what does that mean for groups like yours trying to make sure we don't see a repeat of what happened in august? >> well, thanks for having me. if the decision come down some time this week, everyone in the city is hoping for no indictment and the indictment of yes or no, people will be out there, and the youth are going to be out there peacefully protesting like we have been doing for the last 103 days. what most concerns you if officer wilson is not indicted? >> i think what most concerns me is the community that continue to not see justice served. the community that continues not to have justice on their eyes or on their end. i'm not too much nervous about the protesters beca

and a tunnel leading to highways were shut down last night and we begin with evan perez on michael brown sr.'s church. evan, excuse me. what are you learning? >> reporter: erin, this was a big surprise on monday night. there were stories burning, but nobody noticed that there was this church that burned which is very surprising to law enforcement and now we learned that the atf has taken the lead of the investigation because they have jurisdiction when there is suspicious fires of houses of worship and they are looking at because there is great suspicion that perhaps -- perhaps this church was targeted because of michael brown sr. he is a member of the church. and they say that there was a break-in and they saw that the fire began right near the front, right near the foyer entrance to the church. and so now the atf investigators are looking to see if there was accelerant or things used to make sure the church burned down, erin. >> evan, thank you very much. obviously that is a very sobering development as they look into that. and more breaking news. sara sidner interviewed the mayor of f

marijuana movement in general and other initiatives that were on the ballot yesterday is cnn's evan pereztart with pot and what last night means for what other states might end up doing in 2016. >> the vote last night in oregon and in alaska and in d.c. really sets us up for 2016 where california is likely to have this on the ballot. people who support this issue say that's going to be the big moment of trying to make marijuana perhaps follow gay marriage in gaining wider acceptance around the country. you mentioned florida. florida is very strange because you have the governor winning the reelection there by getting much less support than the marijuana initiative. florida has a law that requires 60% approval. they only managed to get 57%. and supporters say they're going to be back with that initiative in 2016 as well. >> so while you were talking, we popped up this graphic about colorado and personhood. i'll jump to that in a second but not before i just drill down on that whole d.c. thing. i think our viewers know by now that the district actually is run by the federal government, even
