joining me now is nbc news senior capitol hill correspondent garrett haake and political contributor >> part of the reason is simple. they weren't going to be able to have everybody there. mitch mcconnell was not able to attend today but part of the reason is more complicated. it is usually not the members themselves striking the deals but their staffers. these underlying staff negotiations just aren't close enough to generating anything that could be described as a deal or a break through to merit putting the principals in the room. you could kind of hear and sense the frustration that mccarthy has we have gotten to this point when we spoke to reporters yesterday to him retreating back to blaming the white house with where we are. here is some of what he said about this delay yesterday. >> i have not seen from there a seriousness of the white house that they want a deal. it seems like they want a default more than they want a deal. >> now, the speaker knows his own chief of staff is currently negotiating with the white house about getting to a deal, but this is the kind of posturing

i want to bring in nbc news senior capitol hill correspondent garrett haake. arrett, this is a complex issue. are lawmakers even talking about what they could possibly do, or are you finding it seems difficult to get lawmakers to discuss this let alone find common ground. >> reporter: there's plenty of conversation on this issue, and frankly, there has been for years. one republican lawmaker involved in these talks described it to me as saying immigration is the issue on which congress has never failed to fail. there's been tons of ideas put forward about how to approach this, and there will be more next week when house republicans are hoping to put their big immigration bill on the floor. the thing that might be most responsive to this particular crisis is a bipartisan bill put forward by senators tillis and sinema, they started talking about this yesterday to try to give president biden the same expulsion authority that exists in title 42 but without the public health component, basically stripping all the covid language and giving the president authority to

i want to begin right there in washington with nbc's senior congressional correspondent garrett haake. so garrett, where do things stand right now? >> reporter: well, chris, when we woke up this morning, negotiations were stuck, and right now, the house negotiating team is over on white house grounds trying to unstick them, kevin mccarthy spoke with reporters this morning, he describes the two sides as far apart on a number of key issues, most notably the big one on spending. mccarthy has been clear that's his red line, unless the u.s. government spends less next year in real dollars than it spent this year, there can be no deal anywhere else. and so getting through or around that obstacle has been the key point, but i wanted to ask him something that i have been hearing from democrats and others, this idea of whether or not mccarthy is boxed in by his own conference, given how little the far right has given him room to move beyond what they have already voted for in a debt bill. here's what he told me about how he sees the deal coming together and his ability to negotiate. what do yo

garrett haake is following this garrett, what more do we know? >> lester, tonight we learned that justice department prosecutors have charged new york republican congressman george santos with at least one federal crime, according to three sources familiar now one of those sources say santos was just informed that he is being charged today and the details of the case are still under seal now in december, two federal law enforcement sources told nbc news that santos is under investigation in the eastern district of new york for possible campaign finance violations, all focused on disclosures and loans that he made to his campaign in 2022 santos stepped down from his committee assignments earlier this year amid an ethics committee investigation in the house of his campaign and of his acknowledged fabrications about his background congressional republicans, most notably the speaker of the house have largely stood by him, up until this point lester >> do we know when he'll turn himself in? >> sources say that's still being negotiated, but it could ha

joining us first is garrett haake. the speaker coming out and saying, we can reach an agreement, we don't have to default, putting it on the president and citing a cnn poll, which is one of the two polls that came out today, very different views about that. we will talk about that in a minute. not saying where there could be agreement. he keeps saying, as i heard him -- you questioned him -- no family would -- without money, with a debt this big, would spend more next year than we are spending this year. he means the '22 budget. that involves a big cut in discretionary money if you are not including social security, medicare and defense. because of inflation. >> reporter: you are right. the speaker has been very consistent to the point of repeating stories that many of us in the press corps could repeat from memory now about his view that the discussion is about cutting spending. spending less money next year than we spent this year. the problem for democrats as you laid out is of all the things that are fenced off, th

. >> and joining us this morning with more is garrett haake. also with us, cnbc's dominic chu. mccarthy seems optimistic about a deal. what are you hearing from the democratic side? >> no, that's exactly right, jose. on the fitch part of this specifically, democrats are frustrated. they see this as republicans playing games with the u.s. economy that could have real consequences with that warning being exactly that, a warning of the sort of -- how deep this could go if a deal isn't reached. now on the question of how they feel about what the white house is doing, right now democrats are frankly frustrated. they're shut out of the negotiating process. they're waiting to see what kind of bill lands in their laps, knowing that some democratic votes at least will be necessary to pass it. and i just asked hakeem jeffries, the house democratic leader about whether or not he believes president biden can hold off some of the worst of this from the democratic perfective. here is what he told me. >> it's clear to me that president biden is continuing to hold the line as it relates to the

i want to bring in nbc news senior congressional correspondent garrett haake, also with us "new york s" chief white house correspondent and msnbc political analyst peter baker. okay, garrett, top gop negotiator congressman patrick mchenry said no in-person meetings planned yet today for debt ceiling negotiations. so what is happening? >> well, chris, it seems like we might be in a situation where the two sides are trying to make sure that whatever deal they think they are close to agreeing to that they're also then able to turn around and sell to their respective lawmakers who are going to have to pass it. i mean, the universe of things to discuss in this deal has always been quite small, and once you agree to a top line number, which has always been the trickiest part of this, it's just a matter of kind of turning the dials to see where the sweet spot is to, you know, extend the debt limit and for how long and at what cost. there's been a lot of reporting around the idea of a two-year extension to the debt limit with two years worth of spending caps attached to it. we tried to ask pa

. >> nbc's garrett haake is on capitol hill, brendan buck is former aide to republican speakers john and an msnbc political analyst. okay, garrett, there have been conflicting reports that i've read about, first of all, what caused the meeting to be postponed and whether this represents a positive or a negative development in the talks. what are you hearing? >> i don't know that i could put it on a binary between skpoz negative. i can tell you it just shows where we are on the time line of getting a deal done. the principle reason you can't get everybody back in a room today is that one of the participants, we believe mitch mcconnell is not able to be here today, there's a funeral that he's attending back home. he was not going to be able to be around. the bigger problem is that you just don't have enough of a deal in place to even have the principals in a position to shake hands on it. the biggest secret in washington is that most of everything that people think their elected officials are doing up here is actually done by staff. it will be staff who hammer out most of the details o

. >> with us now to take a closer look at all of this, garrett haake and brendan buck, who served as press secretary to former house speaker john boehner and as chief communications adviser to former house speaker paul ryan, also now msnbc political analyst. so, garrett, what do we know about this potential deal that seems to be taking shape? >> reporter: i got to show my work here a little bit. because what we know right now is coming in little bits and pieces and experience based on past negotiations i can tell you speaker mccarthy just arrived back at the capitol. he said he's not spoken with president biden now in several days and he is in close touch with the negotiators. he said no deal is imminent. he didn't have anything to announce right now. he continued to strike an optimistic tone and shared no specifics. it felt like he's someone who is jogging in place a little bit while negotiators continue to work. now, we are getting some hints of an outline coming together, perhaps a two-year deal that would extend the debt ceiling for past the 2024 elections and put caps on discreti

i want to bring in nbc's senior capitol hill correspondent garrett haake. peter baker is "the new york times" chief white house correspondent and msnbc political analyst. matthew dowd is msnbc's senior political analyst. good to have you all. so, garrett, i understand you just caught up with this speaker ahead of this meeting. so what did he tell you? >> reporter: well, chris, going back a little bit, we know there was a meeting among white house staff and the staff of some of the congressional leaders late last week to set the ground work for these negotiations and one of the things that i and other reporters have been keeping an eye on is whether the white house would push to extend the debt limit for just a short period of time into the early fall so they could have negotiations on spending, without having negotiations on debt and that the spending negotiations and debt would all line up sometime in september. kevin mccarthy was back at the capitol today. i had a chance to ask him about that possibility and his answer was not encouraging if indeed that's

earlier today our colleague garrett haake was on capitol hill where he got to speak to speaker mccarthy who republicans will focus as their point man on what this conversation will be about today. here's speaker mccarthy. >> i hope it's different than it's been for the last 97 days. february 1st i went to the see the president, sat down with him, saying we should work on the debt ceiling. so we wouldn't get to this day. unfortunately, it's taken 97 days to finally come back. after that meeting he tweeted that he would meet with us and see about the budget, but he just kept changing things so hopefully the attitude has changed. >> the president is saying it must be a clean elevation of the debt ceiling, not bringing negotiations into that and that budget discussions can happen separately. >> kelly, if an agreement is not reached how will this impact our day-to-day life outside washington? >> reporter: the treasury secretary and her team are estimating this. it could be extended into the summer. not a hard and fast date but default on the u.s., good credit, would likely trigger recession,

we're going to ask garrett haake about it in a moment. there's also the question of whether enough house dems will sign on. the conventional wisdom is yes. that there's no way democrats will allow a default under a democratic president. but ro khanna, a progressive from california, is warning a quote large majority of dems are in flux. the margins are narrow and stakes are high. so what happens if a deal fails? is the discharge petition still a pipe dream? and what happens to kevin mccarthy? only takes one member of the house to call a nonconfidence vote. and last night on a freedom caucus conference call, ken buck of colorado openly flirted with that so what was the response he got? joining me now is nbc news senior capitol hill correspondent, garrett haake. so garrett, we got a lot to ask you. let's first talk about the rules committee. what's your sense of whether this will make it out? >> my sense is that it will eventually, but this could be a long night for rules committee members. you mentioned two of the hard line republicans on t

nbc news white house correspondent monica alba and nbc news senior capitol hill correspondent garrett haakee he says yet when it comes to something this financially catastrophic ears perk up and people are going to pay attention but the reality check here in conversations with white house officials, even from the podium today is that that is really not something that this administration wants to have to resort to using and that is why they are really positioning this meeting tomorrow in the oval office with the four congressional leaders as being about urging congress to act and do its duty. that will be the main message from the president tomorrow and not talking about some of these other alternatives, even though there have been conversations throughout this entire process over the last couple of months about what is on the table and in the last couple of weeks or so, many of the top officials involved in this have said nothing is off the table when it comes to this but, of course, the priority becomes a little bit about the political messaging here, and the white house wants to say this

nbc's garrett haake is on capitol hill. kristen, i understand you spoke with nfc spokesman john kirby there. what are you hearing from him about these negotiations going on while biden is obviously there at the g-7? >> reporter: chris, it's interesting because president biden's first stop was to hold a bilateral meeting with the prime minister of japan. they talked about issues from ukraine to china, but it was clear that this issue of the debt limit loomed large over that first bilateral meeting, and it will loom large over this entire diplomatic trip want the president at the conclusion of that meeting was asked by reporters, can he guarantee allies here abroad, that the united states will not default on its debts. he ignored those shouted questions. so i put that question to nsc spokesperson john kirby. take a listen to that exchange, chris. >> can you as an administration official guarantee that the u.s. will not default on its debts? >> what i can guarantee you is that president biden takes this responsibility extraord

ana. >> garrett haake, thank you so much for joining us from capitol hill. i want to get dr.. she's a rheumatologist and nbc news medical contributor. dr. azar, what do we know about these complications? ramsey hunt syndrome and encephalitis on top of shingles? >> they're both considered relatively rare neurological complications from having shingles. of course ramsey hunt would be considered less serious, more of a major inconvenience with paralysis. some people can experience significant air pain and loss of hearing, ringing of the ear and vertigo. it's not necessarily life-threatening. encephalitis can be quite serious in terms of, you know, the recovery and/or potential sequelae of having encephalitis, depends on the severity and extent as well as the person it's affecting. older individuals, people who are immunocompromised, anybody who may already have age-relate cognitive decline, there is of course a concern that recovery could be prolonged and maybe even perhaps a full recovery may not even be potentially possible. >> senator feinstein is 89. she's the oldest sitting

on board and joining us now from the white house is monica alba and capitol hill correspondent garrett haake. garrett, the rules committee gets this deal first and there are some big skeptics on the committee, republican chip roy among them who called this deal a turd sandwich. so how might this go? >> reporter: ana, i'm glad you took that quote so i didn't have to. >> it wasn't my words. his word. >> reporter: that's right so the rules committee is going to be our barometer for how big a problem this might face on the floor. we have heard so far the kind of grousing you would expect to hear from conservatives including freedom caucus members like chip roy in the colorful language you just laid out. the freedom caucus on the far right and not so far right are frustrated this bill, this compromise bill doesn't go as far to rein in spending as did their house republican only bill. that's the nature of a compromise. what we don't know and what i think the rules committee will start to show us is whether their frustration is the kind of thing where they'll vote no and grumble and move on or whet

. >> joining me now is nbc's senior capitol hill correspondent, garrett haake and brandon. ntial paths to congress raising the debt ceiling? the debt limit to cover past spending you should point out. my reporting from democrats is that some of them are beginning to pressure the white house to begin negotiating. you can't keep saying you're not going to negotiate because the crisis is pending. >> yeah, i think for a lot of those democrats and perhaps for the white house, it's how do you negotiate with republicans on the debt ceiling without calling it that. democrats are hopeful that republicans as we get closer to an ex date will blink and raise the debt ceiling without preconditions. that has happened in the past but might involve something like mitch mcconnell trying to get involved on the senate side. republicans are hopeful they can get mccarthy in a room with joe biden and negotiate some kind of package that raises the debt ceiling for our past debts while limiting our future spending. how much leeway mccarthy would have in those negotiations with those members is an o

joining me is garrett haake and kristin welker. garrett, let's get to you. that's where the action is this evening. a lot of optimism from the speaker and his lead negotiators on passing this deal. still, there are questions on the number of democrats who will be needed to make up for the republican defections. where do things stand? >> peter, i might find myself regretting saying this late tonight. it looks like this vote this evening could be a relatively low drama affair. we have been keeping track of the whip count for a couple days. only about 35 house republicans have said they would vote against this bill. that tracks with what hakeem jeffries told me yesterday, the speaker promised him 150 republican votes in favor of it. i asked the speaker about this. he was projecting confidence. he did not have the actual count, but he was quite certain that this would pass. his chief deputy, one of his chief allies who negotiated this bill with democrats, was especially confident this morning on cnbc talking both to his members, their audience, and the markets s

garrett haake following it all. good morning. >> reporter: yeah, no pressure. this bill overcame a key procedural vote late last night and the full house vote is expected to come later overnight. members of the far right and far left oppose this bill but president biden and speaker mccarthy have been confident they can push it over the finish line as lawmakers push to get something passed that can restore that historical fault. this morning the race is on to round up the votes. now just five days away. some hope on the horizon. now a compromise headed to the house floor today. but the 99-page bill which suspends the nation's borrowing limit entirely until 2025 in exchange for spending cuts and other conservative priorities is running into roadblocks on the right. more than 30 house republicans say they will vote against the measure for not cutting spending deeply enough. >> not one republican should vote for this deal. it is a bad deal. >> reporter: in a narrowly divided congress, this means democrats need to convince their side to get onboard and republicans c

. >> joining me now is kayla tausche, and garrett haake and john bresnihan. hat you know. >> there are two ways to say nothing, the one is avoid saying anything, and saying a lot but very little. the thorniest issues are the top line spending numbers. it's the idea of a significant cut in spending into next year and where that cut would fall, which based on the reporting we've been able to do is almost entirely on discretionary domestic spending. the programs that democrats care the most about and republicans have been eager to see cut. what we've been seeing it the camps going back into their corners, by that i mean everyone not directly involved in the negotiations themselves. democrats have done everything they can to paint these republican cuts as extreme saying they would be devastating and trying to draw attention to what they believe would be the real human cost of the dollars and cents cuts that republicans want to make. republicans, particularly those on the far right have been trying to, in their view, give mccarthy more backup but more directly inje

. >> let's bring in garrett haake, business and data reporter brian chung and "new york times" chief white house correspondent peter baker and chief economist of the president's council of advisors under president bush, douglas egan. garrett, how are you reading the signals? no one is sending up any white smoke indicating there's a deal. >> reporter: nobody has walked away from the table recently either. that's probably the most positive sign. the negotiators were back meeting between the white house and house republicans last night until close to midnight, we are told, trying to come to an agreement. the reality here is they are basically out of time. they need to reach a deal by close of business today or early tomorrow to turn it into a bill that can pass both chambers and be on president biden's desk before we get through the day on june 1st. we can quibble over what happens on june 1st if that bill to raise the debt ceiling is not signed. perhaps there's more time, perhaps there's not. that's really the deadline they are working on. the combination of a quick look at the calendar

i didn't make a secret of it. >> garrett haake reporting there. then, of course, there's the political backlash to that town hall, not just from democrats. speaking to reporters yesterday, a handful of republican senators rejected trump's positions on issues like the war in debt cei characterization of the january 6th insurrection, on what he called a, quote, beautiful day. >> does it worry you that he is leading as the presidential candidate? >> i don't intend to support him for the republican nomination. >> who do you want to support? >> i haven't decided yet, but it won't be him. >> what's the reason for you not supporting him? >> where do i begin? >> we as republicans aren't going to win unless we can convince independents in swing states why we're better than the mess that we've got now. and if you can't do that, i think you're not very articulate at what we should be saying. i think the american public is confused. you couldn't have more to work with than what the biden administration has dished up. and, yet, we're here pivoting on it being

joining us is garrett haake and monica alba at her post on the north lawn. garrett, to you. this bipartisan agreement is not guaranteed, even to make it out of the rules committee, to get a floor vote. what are we watching? >> reporter: peter, we are watching primarily the house freedom caucus, as we start the day. the reality is that these far right members were never going to vote for a bipartisan bill of any shape. the fact that so many of them are coming out against there bill should not be surprising. the question that we will watch as we get into the afternoon, as we see the freedom caucus members going after this bill, the question we will watch into the afternoon and potentially late into the evening is, are there no votes pushed beyond this idea of vote no and hope yes and are they going to try to take this bill down? the rules committee is their opportunity to do that. you can see some hard right republicans banning together with democrats to ban this. i think reality is, this is going to come down to a simple math problem on the house floor tomorrow night. are the

[ laughter ] >> nbc news senior congressional correspondent garrett haake is on capitol hill for us. garrett, this town hall maybe was a preview of what donald trump's 2024 campaign will look like. sounded a little like his past campaigns. what are you hearing from lawmakers right now. >> reporter: a lot of what folks heard is the kind of thing that donald trump has been saying to smaller, more right wing crowds for some time now, the kind of thing he's been posting about on his social media platform and talking about at rallies but it was forced in front of him, more general interest audience last night for the first time in several years and really just like the american public at large there are very few lawmakers that don't have a strong opinion about donald trump one way or the other. all democrats basically hate him. most republicans up here are broadly supportive but in the middle are some republicans who have been kind of on the fence about trump. that town hall last night pushed some of them off the fence and not in the direction that donald trump
