keith goldberg was murdered nearly four years ago. his body dumped in a national park near las vegas. his family found a trained volunteer search and rescue group to find keith.but the park wouldn't let them in. the parksworried about liabiliaty issues--- refused to allow volunteers in to look they required the goldberg's to get 1 million dollars in liability insurance to enter to the park. in all--- it took fifteen months to begin the search. and once inside only four hours to find keith. senator mark warner says bureaucracy shouldn't get in the way of finding missing people. his legislation would require premits for volunteers be issued within 48 hours of applying. sen. mark warner, d-virginia: "you shouldn't even have to pass a law to make this happen. god willing next time someone's lost in a national park well be able to get these teams of experts in." this bill has been making its way through congress for a couple of years now--- but now that it's passed through the house--- warner is hoping the senate will soon follow suit. rep
