gordon chang is author of "the coming collapse of china" and he knows more about this than virtually ody in america. gordon, thank you for coming on. so what is the state of the play on negotiations with china? what do they want and what do we want? what is most likely to happen? >> i think we will have a long period, tucker, of negotiations. i know that president trump wants a deal but on the chinese side, xi jinping has a lot of powerful motivations not to come to terms with the united states. they do not want enforcement mechanisms. xi jinping is in trouble politically. so i think there is going to be a very long period here. we may well end up with no deal. >> tucker: you said he is in trouble politically. what does that mean? >> well, he has an economy that is not growing very fast. maybe 1%. maybe even contracting. as we saw from the numbers from may and june. also, he is being blamed for this trade war. and i think that he had real trouble in trying to impose on the rest of the chinese government and communist party the solution he wanted. we sort of know that because his trade

gordon chang is in studio, an analyst for asia. nice to have you back. three times in three months.j? >> there are a couple things going on. north koreans what a re leaf from sanctions and joint military drills. the north korean playbook, the kim family playbook is to be belligerent and hostile. china might be putting them up to it. the chinese trade talks aren't going well for beijing. beijing has traditionally dangled cooperation on north korea in return for something. now the chinese want a lot from president trump on trade. so i think that there is a certain amount of -- >> bill: is it possible that beijing is encouraging chairman kim to do this? >> i think so. we don't know. we've seen them work in coordinated fashion before. it wouldn't be a surprise if they're doing it now. xi has a lot of things going wrong for him including hong kong. >> sandra: the president was leaving the white house en route to virginia, stopped to talk to reporters. his language on china seemed to change a bit. what did you hear from the president? >> it was really important and also his three-part twe

gordon chang joins us live in studio this morning.e'll get to your new editorial in a moment. you hear short range missile tests. that sounds like very non-threatening. but these are significant because these missiles show or at least the second one shows all of south korea could be in range. >> certainly. the missiles that north korea fired a few hours ago are considered to be first strike weapons. clearly south korea has got to be concerned. you know, also these tests although they're short range, they are violations of u.n. security council resolutions as were the missiles fired off in may by north korea and clearly north korea thinks it can escalate without cost. until we start enforcing those resolutions north korea will be right. >> jon: what should the u.s. response and the world response be? >> it should be go back to the security council, toughen up those resolutions and the u.s. should start with its maximum pressure campaign again. the one that was in force through may of last year when we were vigorously enforcing sanction

to get some clarity, let's bring in gordon chang, the foreign affairs journalist and author of "nuclear show down, north korea takes on the world." i want your thoughts on this "new york times" report saying there's a possibility the trump administration would look for a nuclear freeze instead of denuclearization. your thoughts. >> i was very surprised when i read that. i didn't think that it really reflected what was going on in the trump administration at this point. you know, if you go back, the clinton administration of george w. bush and president obama were accused of the same thing. those reports were not correct. so what we're hearing is essentially the same thing. a report like that does not deserve the attention its been getting. >> i know you have passionate thoughts about president trump going into the dmz. some argue, gordon, by him doing that, that he was signalling kim jong-un that it's okay just to do nothing, to not denuclearize, to just do nothing. but i want the play you some sound. this is from the director of korean studies at the center for national interests. list

gordon chang, best-selling author what all of this could mean. gordon, what do you think?nomy flirts zero, that is really where they're going, neil, it becomes more and more difficult for xi xinping, the chinese ruler, to make a deal. remember he owns the trade war politically. he owns the problems in the chinese economy. if he comes to a deal with the u.s. which isn't 100% win for china it makes it very difficult for him to survive politically. so i think, president trump is absolutely right. we're a very long way from a trade deal with china. neil: we were just showing numbers in latest quarter, china growing at 6.2% annual clip. that is the slowest growth we've seen apparently in decades. i never know how to trust numbers like that but if you accept at face value it is going, slowing, rather than, rather than down digit growth china experienced years ago, what does that mean? >> it means that, for the communist party it is issue of legitimacy. china showed numbers of june, manufacturing sector, purchasing managers indices are showing contraction. bellwether car sales we

here's someone who knows what's going on, senior fellow gordon chang. it's great to see you again.like to give the audience a sense of some of the ways that the chinese regime is engaging in that totalitarian surveillance and direction of its citizens. >> by next year, they plan to have a nationwide social credit system in place. this will give every chinese citizen a constantly updated score based upon observable behavior. jaywalking or social media post about the chinese ruler, all of these will change scores. people with low scores will not be able to put their kids in private school, buy a home, get on a plane or train, they are meant to be able to just restrict people to their homes which is what they are thinking about. when you put together the concentration camps in tibet, this really is a social control, totalitarian state. >> let's just look at one bit of that. you mentioned jaywalking. let's unpack that. how do they know. how can they use that to affect your social credit score. they're putting surveillance cameras in place. this is going to be a totally observe society

i want to get back to gordon chang now, talk about north korea. so what do you think of the optics of this? meeting with kim jong-un in the midst of the china talk that was kind of a spontaneous thing for the president to do. what do you think? >> this shows something which people haven't been talking about and that is president trump, through an act of will, forcing kim jong-un to do something which was historic. i think this shows china and it shows other countries around the world that trump can change the narrative on very short notice. this i think is a good thing if it leads to actually denuclearization, disarmament of north korea. that remains to be seen, david. but at least right now, i think we should all rejoice in this historic reconciliation between north korea and the united states. david: i agree with you. it's kind of the nixon and china thing. it took a conservative republican to do something that a democrat liberal couldn't bring himself to do. >> right. well, you know, this is interesting because power in north asia is shifting.

and the guy literally wrote the book on this and many, many years ago, gordon chang.t weekend of this sort of stuff, eighth straight week, what's going on? >> well, i think in hong kong right now, this started over a particular piece of legislation, the extradition bill and now it's going beyond that and going to the whole issue of universal suffrage and freedom and some people are talking about independence from china. so the conversation has really moved away from beijing. and neil, you were showing the images of russia before. this is an issue of contagion. you know, i don't know whether the people in russia were inspired by folks in hong kong, but i can tell you that the leaders in beijing are worried about hong kong protesters inspiring those in mainland china itself. neil: and i think if we still have this stuff earlier today of what was going on in russia and moscow, you're given a slate of candidates and that's it. you look at the slate of candidates and check them off, but they wanted opposition candidates or other candidates to be on the same ballot so they

and joining me now is gordon chang asia analyst and author of "losing south korea."g now between the u.s. and north korea. what do you think that means? >> i think president trump is talking about his good relationship with kim jong-un the north korean leader. he knows that the working level talks are going to start very soon with steve, his envoy on north korea and they may be looking for a small deal. a step-by-step approach. that's something that president trump said he would not do. matter of fact he walked out of the summit in vietnam in february because he wanted the big deal. but maybe there is a new way forward for the president. >> alicia: can you explain what that small deal is and how we got to this point where it may become more acceptable to this administration? >> it's something short of the complete disarmament of north korea. all of its missiles and nukes. you know, we've had big/small deals and small/small deals. the agreed framework of president clinton 1994 was a big one. president obama's deal in february 2012 was a small one. none of the small de

gordon chang, who keeps abreast of this situation, joins us now. i call them triads, gangs, thugs.ccurate? >> they are certainly thugs. they are like triads. this is a homeowners association which uses violence and basically, they are immune on the police. the police are afraid to go into their areas in the new territories. essentially what's going on here is that law and order is breaking down in hong kong. the police are not able to deal with the situation. stuart: in beijing, chinese state media has started to show these protests, show what's going on in hong kong. why would they do that? >> at the same time, they are blaming the united states or black hands stirring up the chaos. they are doing that because they are preparing themselves to bring in the troops in hong kong in a major way. i'm not saying they want to do it. but i think they are laying the groundwork. the hong kong police is not able to control the situation. i think beijing probably pushed this thug violence yesterday or the day before, and if this doesn't work, then beijing doesn't have very many options to main

what do you think this means for next round of trade talk next week gordon chang out with a pretty goodl basically saying that now china is seeing donald trump differently. and is behaving differently what's your take on the next round of trade talks here? >> well, on the huawei issue this is something that's been going on for a few months now. you know, originally huawei is asserted that fedex diverted a couple of packages that were going from japan to china diverted them to the u.s. and there was this investigation that looks like this investigation that chinese are now saying you know uncovered that it was a lot more than a few packages so i would call, you know, what is coming out of china today and escalation these accusations that fedex is in the middle of the whole u.s. china huawei fight it doesn't help the next round of trade negotiations. you know, the president when -- when he met with president xi in at the g20 meetings a few week ago said they were going to ease up on some of their sanctions on huawei and that continues to be a thorn in the side for both sides you know fran
