h.r. mcmaster and nikki haley outlining what will be a very get-tough approach next week when the u.n. general assembly is in town for their annual meeting. both of them indicating early on that this is a military option for north korea. one that is on the table. they wouldn't telegraph that. the president made some references to north korea earlier but not telegraphing what he would do. this comes at a time, a second time, in almost as many days that north korea has fired off another missile. that's got the japanese firing off the sirens. they said that they're going to militarizing to deal with and the south koreans are planning joint military exercises with the united states and other key players in the region. this is escalating. the president will be at his north vacation home as they call bedminster, new jersey. he will be leaving shortly. he's not indicating exactly what is in store for north korea. we might get a sense of that from fox news chief white house correspondent john roberts. he's obviously not going to tip his hand but he seems to be exaspera exasperated. the options

h.r. mcmaster obviously didn't make any sense.lear it up and go away but it didn't really work. >> wanda, to you, the defense department says it will start releasing guidance on how the military will implement the president's ban for banning service, by transgender individuals. but part of that, general mattis says he's going to start to allow transgender service men and women to re-enlist, at least for the time being. to separate policy and politics. from a policy standpoint, is this a period of study? or is this a period to try to convince the president to reverse this ban? >> obviously, this has been kind of a major shift. when the president announced his vision on transgender individuals serving in the armed forces, he did so without limited contact playing out in the pentagon and how that would happen. so i think general mattis is trying to reassure there's a stability here. keep in mind, this is a policy decision. it's been criticized even by members of the president's own party, senator john mccain who has the senate armed

h.r. mcmaster insisted there is a u.s. military option for dealing with north korea.uess the serious question is, is there a real military option that wouldn't necessarily guarantee the deaths of thousands or tens of thousands or hundreds of thousands of south korean civilians and american military personnel within a matter of a few hours or days on the korean peninsula? >> i think that would be a decision unfortunately for the crazy guy in north korea, determining if he wants to survive say if there's a retaliatory strike against a nuclear capacity. he would make a decision that would end his life. the united states and south korea and our allies would win a conflict, but it would be messy and bloody if he decides to engage in that. this is why we're desperately right now trying to use the diplomatic and economic instrument of power to prevent the military power, but it needs to be clear that the military option is a real possibility, not just in rhetoric anymore, but in reality, because if we allow north korea to use a nuclear weapon or threaten with a nuclear weapo

h.r. mcmaster said that was by design to get everybody's attention. what's your understanding of the psychology of kim jong-un? is he trying to get everybody's attention when he says these sorts of provocative things or is he just so unstable that having provocations coming from washington makes that situation that much more dangerous? >> well, i think in every contentious situation, whether it's a negotiation over a hotel contract or, in this case, a situation between the united states and north korea, it's imperative that our planners put their selves in his shoes. and what would we do if we were in that situation? and probably we would do exactly what kim jong-un is doing. try to develop a fail-safe protection and in his situation, he perceives to be these nuclear weapons coupled with these intercontinental ballistic missiles. and so the tough rhetoric, the very close bellicose rhetoric gives him motivation to develop his nuclear enterprise and his rockets. the problem here is, we need to back away from that. and i really would help that the presid

h.r. mcmaster, u.n. ambassador nikki haley wrapping up their comments to reporters there, talking about the president's schedule at the united nations general assembly next week, also taking questions about this morning's latest ballistic missile launch by north korea. let's bring back sung-yoon lee, professor of korean studies at the fletcher school at tufts university sir, thanks for sticking with us you heard nikki haley there. she says these latest rounds of sanctions are dramatic, there's no way north korea doesn't feel this, 90% of trade will be cut off, 30% of oil. is that enough to get them to the table? what more could be done? >> it could be enough. but it needs to be maintained. pressure needs to be sustained north korea's not going to feel the pinch within the first few days of enforcing sanctions. the real danger is, as we've seen in the past, the u.s. has been prone to prematurely relax sanctions for fake concessions, lies on the part of the north koreans. re remember a very hard-nosed u.s.
