hancock, harrison and jackson. cnn national correspondent david mattingly is live in gulfport which has been getting pounded with wind and rain for hours. talk us through the situation there. >> reporter: well, we've seen tropical storm force winds and rain since about midnight and it's not letting up at all. make no mistake about it, this hurricane is a marathon. we may not be seeing the worst problems yet here on the mississippi coast because we still have a ton of rain coming town. right now it's not raining that hard, but at times during the evening it's just been blinding with the rain out here. the wind has also been coming directly out of the east as the storm has sort of stalled off louisiana there. so coming out of the east, we haven't had that big of a storm surge yet either. i just walked down to the beach which is right across the road from me down here. the water is lapping up to the seawall in some places, not really pounding hall against it, but again, the wind is all pushing it straight that way. so

don harrison has more. >> reporter: it is now the house of delegates turns to step up to the plates. this session is a double header. lawmakers are dealing with two separate issues. the main thrust woulden expanding gambling, possibly adding a sixth casino in prince george's county. the other is to draft some legislation concerning responsibility of all dog owners. supporters of expanded gamble in maryland believe it will bring in jobs and revenue. delegate frank turner isn't sure. while they are investigating the new casino, he has in the lost sight how this will affect the existing casinos. >> we can't just force anne arundel and baltimore city to pay a 6% to 7% if they're going to approve a sixth site. if that's the case we'll have failed casinos. >> reporter: john leopold has a bis stake in the special session. >> this is an extremely ill advised unfair legislation that will take a big bite out of the market share. >> the power to be will push this at all cost. we'll see if this gearns the constitution -- garners the constitution alma joart required. >> reporter: in annapolis, do

don harrison said pitbulls and gambling will be on the table. >> reporter: maryland lawmakers will convene for their second special session, this time to discuss dpam belg and pit -- gambling and pitbull legislation. the legislator will address the possibility of allowing a sixth casino at the nagsal harbor in prince george's county. they will also talk about changing the tax law. adding the use of live dealers and other games will also be discussed. delegate ron george is the head of the anne arundel delegation and has heard from other members, the difficulty of holding the session. >> there are others on expensive vacations that they planned with their families, and they're going to go ahead and go on vacation. >> reporter: delegate george is concerned about thership working together. >> leaders at the house. other people have their ideas, and it means that we have a lot of work to do. >> reporter: senator said they should not have an issue with passing the gambling bill forward but he is concerned about the different factions coming together. >> the question is what will be in the house
