i will have it out with supervisor farrel when i meet him. i think people should be there to support their legislation, just as we saw with the president being here. i also think there is probably a really good reason for it. separately, a supervisor farrel probably thought this was taking care of, and there was an emergency that took place, and sometimes you can look up to the heavens and wonder why things are going against you, so i think there is a reason for it, but i think that is a good point. it has, previously. i do not know if it was for the same reasons or not, but it did seem that there is just a disregard for the small business commission, and i certainly have sympathy for that feeling, and we will certainly make that known drug the corridors when i am talking to the supervisors. so that said, do we have a motion to support this legislation? commissioner: i do not think i can do this. commissioner: i will make a motion. commissioner: second. president o'brien: ok, let's of a roll call. clerk: the motion from commissioner kasselman

one of the reasons i will be supporting this package going forward, however, is because i do believe there are good parts to it. part of this process is going to have the discipline of understanding with the ongoing maintenance need of this project will be. this is very important to me, and i am very pleased to hear the private developer come and speak about the commitment to make sure that the rincon hill is paid for by that finding, as this is crucial. however, i do still have some concerns that i hope the department or the office of economic work force development and others will be able to address for us. one is a deficiency question from city planning. i would like to get some more information. second of all, in terms of the incineration, if you want to reiterate that, i am not interested in creating a said the redevelopment agency. that is not something i think would be in the best interest of the city, and i would like to see how we plan to administer these kinds of programs going forward. supervisor kim: first of all, i just want to thank the supervisor's office and mr. yarne

at this stage where we are at, i will be voting against. supervisor chu: we have not taken a vote on the legislation, just the amendment. the vote is to include the ceqa requirements. and then we will reflect a change in the underlying contract. and finally, the minimum annual guarantee has been increased. on the amendment, without objection? now on the entire piece of legislation as amended. i appreciate the conmentments made by committee members. we have read it very intensely. i think a lot of the questions and issues were raised. overall, taking a look at the financial aspect of this, i think the components are solid. we will be seeing contributions. and we would be potentially avoiding a $1.7 million replacement cost. i think it is a very important goal to speak to. the recreation and parks department has had a long struggle with making sure that the capital improvements are maintained. the other departments that have been maintained over time, i am thankful that the emphasis on capital is there in the contract negotiation. the other th

i will mention a few facts here. maybe we will go into more detail. as you can see, the redevelopment agency is 5% of the total net after they pass through the increments they are initially allocated. they were eligible -- the maximum tax increment was about $53 million more than that. we are an unusual jurisdiction in san francisco. we have just one city and county and redevelopment agency at this point. the county retains the budget approval authority over the tax increment funding, which allowed a decision by the county not to allocate the entire maximum tax increment. $53 million was not allocated through the budget process. it does appear likely, depending on what happens with this discussion about redevelopment, the way things are trending, tax increment financing requirements are likely to grow, as we anticipate there will be new activity and bonding relating to hunters point, treasure island. it will be further discussed on the financing district. those are some of the general facts. now i will turn into amy for more detail. >> thank you. supe

we will pursue that with your staff. i hope something good will come out of it. i do not know that this is done anywhere else. this would be another groundbreaking event for san francisco. finally, on the matter of what customers that for the value, you had some discussion of the last time. as i recall, it's sort of focused on getting reliability out of wsip. it does not do a lot for water supply. it is mostly reliability so we do not have 60 days without water. that is a good point. but there are other beneficiaries of the work that you do and we do. if you look at not just the value added but the true benefits, everybody benefits from greater reliability of the system by that i mean -- reliability of the system. by that i mean residents, people with jobs. everybody benefits, current and future. you look at water conservation. who benefits from that? a lot of our communities are investing in water conservation so they can accommodate future growth. it is not the existing customers necessarily who benefit. it is future customers. some agencies are now building tha

i will be honest. one of the discussions i think we need to have and i look forward to having in the near future is what is happening around our community policing efforts. there's a purpose for providing what has happened in the very recent past. it is not necessarily something that, on its own, can lead to the policing we want to see. it has to be community engagement. i think there are some issues there. i look forward to engage in the police department through this committee and through the police commission in that discussion. i don't think the level of community policing is where it needs to be, and whether it is foot patrols or general community engagement, i think we can do a much better job. when you have numbers like the ones we have had for the first month of the year, it is a concern because, notwithstanding the low number of homicides you point to, if this rate continues, it would be problematic. >> i totally agree with that. supervisor mirkarimi: 2 that point, we do share your optimism. re

i will go into more specifics. we have a matrix of the general policies that will guide us at the state level. mark watts, as the expert in the state budget, he will give you an overview of what is happening with a proposal on the redevelopment agencyc. . our most important issue, to name a few, are reaffirming the gas tax. this was approved in march 2010. this is a swap where the sales tax was decreased with a compensating increase in the exhise tax, and this was to allow the state to use these revenues to repay general obligations for bond debt service on transportation bonds, and the sales tax could not be used. it retained the sales tax for public transportation. the intent was to hold tra nsportation harmless. what this does is puts stronger protection -- on transportation with prop 26, prohibiting the increasing of the tax without two-thirds approval of the legislature. the swap needs to be codified by the legislature. it has general fund issues as well and this is a hot issue. one that will be addressed in t

i usually just speak off the cuff to you all. in our negotiations we will need to have the ability to work creatively as we've seen as i noted earlier, we don't have firms in the marketplace that are capable or able to provide everything that we've asked for in the past that are rates lower than pg&e's. so we need to be close on program requirements and we have been closely examining the program in marin and what it executed and looking not as a model to start from. i want to be clear on what type of flexibility we're talking about here. what we're talking about is for one, we need to focus on getting fixed prices. we know it's something customers care a lot about, prices where we know what the performance guarantees are for what we're getting went have a road map for those prices. that would be different from having a hard cap on prices, if it's not a certain price, then we don't move forward. the other is really keen and the getting the choice for customer so they have the opportunity to have energy supply that has a high renewable content. and we're goin
