to cancel projects here in indiana. it is a big sports and entertainment town with a big convention. business and there was a real threats to tourism industry here in indiana. the business community rose up and opposition to the law and demanded it be scaled back some. some of the few cases were i have seen pence actually reverse or bow down to calls that he moderate on social issues, he did sign a fix to the law that essentially prevented it from overwriting local nondiscrimination ordinances that some cities here in indiana had on the books. it was sort of a compromise with the business community and it was a situation where i also think you saw mike pence's propensity for message discipline to backfire in a way. he appeared on some sunday news programs to defend the law at the height of the controversy and really stumbled when asked whether the law would allow discrimination. he stuck to his talking points over and over and over again rather than really addressing the question and that caused him some problems. while

the reason is called the healthy indiana plan 2.0. it replaced a prior plan that had a small number of beneficiaries. so it allowed for a more aggressive approach to that population. it wanted to provide a value-based decision making approach through a health savings account. this health savings account is referred to as a power account. it wanted to promote disease prevention on that. and it wanted to use private market coverage mechanisms to do that, not state hhsc departments. finally they wanted to have a work requirement that people who are receiving public assistance are actively looking for work and also have resources for that. so let me just finish here on highlighting just a few of the things that we think again might give a picture to some of the elements of what's in the healthy indiana plan. about a year ago there was the discussion of a plan called the texas way which had many similarities between the healthy indiana plan. it's not been presented or passed through our legislature. and likely won't in its current form, gi

mike pence, the current sitting governor of indiana simply handed over millions of dollars in indiana state tax credits and tax breaks to carrier in order to temporarily, we don't even know what the terms of it are. are they going to lose their health insurance? how do they choose who gets -- mike pence did the actual deal. keep your stadium in our city, don't move it to another city deal. but because it is sidelined, the pence wing is picking whatever billionaires they want to execute the tax cuts and the corporate tax cuts for their friends, but the trump wing, the bannonite wing still needs something to do. he likes to go to rallies and receive the adulation of his fans. build the wall, lock her up, he gets them whipped up. but pence is married to somehow executing those policies. i don't think there's almost any limit to what trump fans will believe and what they'll accept and what they'll go along with. but at some point what he's saying at some of those rallies, some of those things are going to have to happen. >> he just needs 49 more governors. before we break this segment, i

my husband is from indiana and i know exactly who those people are and those are great jobs for indiana he has not taken office and he is already creating jobs in the country, or say let's say creating the environment for there to be jobs. let's move forward on a positive note. as far as the crony capitalism, let's stop talking about things like that that don't matter. there are thousands of jobs that are saved in indiana and that's going to turn into thousands and thousands and millions of revenue for indiana and for the federal government. that'sow we can do the infrastructure jobs, and that's how we can turn health care around in this country and that's how we can make america great again and donald trump is already doing it. >> on one hand trump campaigned against giving corporations tax breaks that allowed them to go overseas and getting away with not paying their fair of taxes but it seems in the first deal right out the gate he has given carrier a tax break to keep these jobs in the united states and some say it's political posturing? >> no, tax reform is right around the corner.

india indiana, they moved to indiana. we put $15 million on the table so they could modernize their factory. we do that all the time. i'm not faulting mike pence for doing this. he did the right thing as governor of indiana. what i'm saying is for donald trump to take credit for this is ludicrous. because these were all state benefits. nothing he did in any way. the big promise of taking the income tax rate down from 35 to 15% is meaningless to a company like utc because of all of the tax credits and tax expenditures. they only paid 9% effective rate last year, i think 10% effective rate over the last 15 years, so for donald trump to take credit for this is really ludicrous. mike pence should have been the guy up there taking credit for it. >> do you think there is something to be said, though, for the idea that if trump were to apply this model going forward, the next carrier, the next company that's talking about moving jobs somewhere, there's the tax incentive side of it, but there is also the side of it that maybe if
