let's talk more about this with ivan today k cabrera. the damage is pretty bad. >> the center of the storm won't get within 100 miles of the islands and still devastating impacts. numbers are quite impressive. by the way, if you arehonolulu,r storm, so this is a big island event here and perhaps maui. but we're really focused on the big island because that is where now we're getting word from the national weather service there of over 40 inches of rainfall since wednesday. just devastating rainfall. we're now basically entering hurricane harvey territory in texas with some of the numbers. 65-mile-an-hour winds, that is at the center of the storm, but what do you notice here? where is the weather? nowhere near the center of the storm, it is with the rain bands that have just been punishing the islands over the last several hours. and through the overnight, we picked up as much as a foot of rainfall as a result of the rain that won't go away. i'll focus in on the big island. you see these yellows and oranges, it just will not let up. and l

cnn ivan watson is there too, reporting for us. tell us about the reaction once it was learned about this new report? >> reporter: well, you know, mike pompeo the secretary of state, he spoke to journalists in the morning here in singapore before cnn learned about this confidential u.n. report. so he did not directly address that with reporters. he may do that in the hours to come. but in his comments, he did allude to some of the issues and, in fact, some pretty details in the report that he seemed to be alluding to. for example, the ship-to-ship transfer of petroleum, that's something that he's singled out. he said he raised with that southeast asian nations here, saying they've got to he ep with trying to make sure that a united nations security counsel resolution is blocking this, that they are enforced. so programs he knew about some of the details of this united nations report he had interesting messages coming here to singapore less than two months after president trump had his historic first face-to-face meeting with kim jo

ivan watson, cnn, singapore. >>> let's talk more about this report with our guest. and thank you so much forring about it. now we are learning that it is involved in illegal ship transfers of coal and also selling weaponry to an arms trafficker and not denuclearizing. what do you make of this? >> as understand, it is not particularly surprising. sanctions have been applied for some time and they have been working trying to undermine and violate them in order to basically have their survival. and in some attempts the talks with president trump were the attempt to loosen up -- or decrease the pressure somewhat. and that did sort of work to some extent. it seems to have relaxed china and russia with the intensity with which they have been applying the sanctions. >> north korea started the year with an olive branch towards south korea which led to cooperation with the olympics, which led to a meeting between the two countries and then a summit with the u.s. has it all been just a big empl ploy do you think? >> if you put yourself in the shoour shoes of north korea, i th

what are you hearing about this report and what's actually happening, ivan? >> reporter: well, this wasn't a formal meeting. this was a gathering of diplomats from around the world, southeast asian nations. and secretary of state pompeo was there. the north korean foreign minister was there, but they didn't have a formal bilateral meeting. what happened actually was quite interesting. during a group photo with these dozens of diplomats, pompeo walked through a crowd of diplomats and reached out and shook hands with the north korean foreign minister and then had this letter from president trump to north korean leader kim jong-un, basically given to him to hand off to the north korean leader later. and so, while there were some of these diplomatic niceties and they were trying to make nice, there was also some criticism. pompeo saying that north korea's behavior has been inconsistent, as he put it, with kim jong-un's commitment to denuclearization, to getting rid of its nuclear weapons, arguing that all these southeast asian countries that were gathered there,

and for the latest cnn's ivan watson joins us now live from hong kong. good to see you, ivan. so what progress, if any, has been made regarding this ceasefire and what more are you learning about accusations by afghan officials that the taliban have kidnapped about 150 passengers from buses in kunduz? >> reporter: right. well, let's start with the ceasefire proposal, rosemary. this is coming from the afghan president ashraf ghani, who has proposed what could be a three-month ceasefire, something afghanistan really hasn't seen in a war that has dragged on and claimed lives. record numbers of civilians this year for some 17 years. in one of his tweets he announced, "we announce a ceasefire that would take effect from tomorrow, monday, the day of arafa, till the day of the birth of the prophet, miladunabi, provided that the taliban reciprocate." and that's pretty important there. the offer has been welcomed by the nato secretary-general, by pakistan, a major stakeholder in the afghan conflict, and by the u.s. secretary of state mike pompeo, who wrote in a statement, "we remain re
