kpix 5's jackie ward is live in san jose on the claims they plan to file. jackie. >> reporter: as you can tell behind me, clean-up is far from over here in the coyote creek neighborhood in san jose. there's a long list of flood victims we expect to hear from later this morning. the press conference is happening here at rocksprings park because this was one of the areas that had to be evacuated last winter. a lot of horror stories came out of the situation. thousands of people in the coyote creek area lost everything and some of those people are suing the santa clara valley water district, the city of san jose, and santa clara county. the city of san jose estimates the flooding caused $73 million in damage. and since march, the city has hosted public hearings to talk about its responsibilities and how all of this happened in the first place. san jose mayor sam liccardo has spoken to us in the past about how the city had failed its residents and how they should have done a better job of evacuating people safely. jackie ward, kpix 5. >>> a santa cruz county tow

let's get to kpix 5's jackie ward who just arrived on scene. >> reporter: the fire is out. but san jose fire says their crews will be here for hours. take a look at what's still going on behind me. as you can see a lot of fire trucks and fire engines are still here. the fire started around 2:20 this morning and developed into a three-alarm fire. this two-story building on williams road is abandoned and boarded up. it used to be a dentist office. witnesses say they think they saw homeless people fleeing from the building and the captain of the san jose fire department says that the homeless population is a problem here in the city of san jose. san jose fire can confirm that fireworks did not cause this to happen. the fire started in the inside somehow. an exact cause hasn't been determined. so thankfully there are no injuries to report. and right now fire crews are just monitoring the scene hoping that no hot spots flare up. in san jose, jackie ward, kpix 5. >>> the 4th of july celebrations around the bay area went well into the night. here's a look at some of the fireworks

kpix 5's jackie ward is live in san jose with the details. reporter: parking is actually getting more difficult around here because there are no longer dumpsters. instead, it's just piles of trash because the community is still trying to rebuild nearly five months after it was under water and its residents had to be evacuated. this morning, some of those people are putting the blame on the city of san jose, the water district and the county. the rocksprings park neighborhood was under four feet of polluted water at one point, and there are still about 100 people displaced from their homes. a plan to protect this area from flooding in the future is in the works including floodwalls and levees upstream of coyote creek. but residents are skeptical because of what has happened in the past. san jose mayor sam liccardo has said that although there is still work to be done, there's still about 100 people that are displaced, he wanted to recognize the fact that at one point, nearly 14,000 had to find temporary housing. in san jose, jackie ward, kpix
