joining us a perfect person to break it down, co-founder of punchbowl news jake sherman. jake, good morning. despite another day of defeat for mccarthy there does appear to be some movement behind closed doors and i know you have broken a lot of that news so tell us where we are about where negotiations stand, how many votes has mccarthy perhaps won but how many is he still short? >> he's still short a lot. i think he's won, john, between 6 and 10 is what most republican aides suggest. here's the thing, mccarthy's got to step on the gas here. this deal is done. meaning he has an accord with his opponents and it's time for him to really close this out or else as chris stewart indicates, and i think he's bluffing a little bit, the moderates want him to be speaker so they'll have a lot of patience here, but the longer this deal hangs out, the more reason people will find to have problems with it so i would imagine today, tomorrow, sometime over the weekend he makes a real big push on the house floor to become the speaker. will that be successful? i don't know but if it's not

joining us now is jake sherman, founder of punchbowl news and msnbc contributor. you are our eyes and ears on the hill here. what do you know is happening behind closed doors right now, and what is the speculation about mccarthy's chances tomorrow when there's another set of votes? >> so, alex, these are tired eyes and ears at this moment, but they are -- kevin mccarthy has basically dispatched some emissaries to try to figure out if and what deal, if there is a deal possible and what that possible deal might look like to get people on board. here's the way mccarthy sees it. there are 200 people, 202 people who have voted for him for speaker. that is 90% of house republicans. he does not feel like he needs to cave in to the 10% of house republicans who are not supporting him. so unfortunately for mccarthy the game is not winning 90% of the house republican conference. he needs 218 votes. he doesn't need 203 votes. so he's going to try to spend the next day or so working to see if it's possible to turn some of those no votes to yes votes for him or to present votes

with us thousand to talk about this and more is jake sherman, founder of punch bowl news. republicans preparing for what is expected to be a huge political fight. >> a massive political fight. and i think they are not preparing yet, which is probably of some concern. now republicans say they want very badly to get corresponding budget cuts. that's something joe biden has seen in the obama administration. i think that's going to be very difficult and republicans raise the debt limit under president trump multiple times without any concessions. so this is a somewhat new standard for them. >> so let's talk about that. so they raised it a number of times. what's changed now? >> a democratic president is in the white house. this is the posture that republicans tend to take when a democratic president is in the white house. but i would have to say there are other ways they can raise the debt limit. they can do it through a discharge position, to take every of democrat and just about five republicans to discharge a bill from a committee. it's basically a way to bring the bill to

joining us now is jake sherman. what are you learning?rter: this comes after a meeting with george santos and kevin mccarthy where we're told that kevin mccarthy encouraged this, encouraged him stepping off these committees. remember, if santos is indicted, we have know idea if he will be, if he's indicted he needs to step off those committees. he's taken the pre-emptive step. the only question is politically why not do that a week ago, two weeks ago or a month ago? i don't know why the republican leadership thought it was a good idea to allow this narrative to go on for all this time and boot him off the committees anyway. that's above my pay grade. george santos will not be sitting on the small business committee and the science, space and technology committee. these are two relatively minor committees on capitol hill. it won't have an impact in legislating or governing. it does signal that george santos is becoming more of an out cast in the house republican conference. >> a new news day poll finds that 78% of voters in his district sa

jake sherman, let me go to you. live in this moment with us now, right, as we are looking at some of the conversations happening live on the house floor. based on your reporting and the many, many sources that you have in this building, jake, where is this going next? are we headed to ballot number nine? or is there a time-out so they can basically try and figure out something out so we're not doing jay va view all over again here? >> they would like to get a time-out. unfortunately, they don't think they have the votes right now to get a time-out, to adjourn. remember, there are no rules right now in the house of representatives. so they can either vote again, or adjourn. they need a majority to adjourn. the democrats don't want to help them out. so that's where we are. so we're probably going to a ninth ballot. maybe a tenth ballot. there needs to be an agreement if they want to take the weekend off, or else they just have to keep voting until they have a speaker. that's where we're going. from a broader sense, i

political contributor jake sherman. and "washington post" national political reporter caroline kitschener. ali, the two bills brought to the floor in about two hours, what are they? >> yes, katy, when you talk about speaking to the right-ward flank of the anti-abortion movement, that's what these bills do, though i have had several reproductive rights advocates point out to me this is not an outright ban on abortion. that is something that had been talked about over the course of the final months of last year. that's not where republicans are going first. instead, they're voting on these two specific bills, i can pull up for you some of the finer points of them on the screen. the first is to condemn attacks on so-called crisis pregnancy centers. these are places that are often known for disinformation around pregnancy and abortion. but it also, in the second bill, is a born alive bill, effectively saying that health care practitioners in the words of the people who wrote this bill, need to exercise skill, scare, and dil

joining us now is co-founder of punch bowl news jake sherman, an msnbc political contributor. let's start with those house committee assignments. how are democrats reacting to some of those controversial picks and was there any pushback at all from within the republican party? >> not really, john. i mean, i think thats feel like they had to see the them on committees. i think that marjorie taylor greene and paul gosar, you know, roughly -- they are well liked among most house republicans. the house republican conference has shifted to the right. and democrats of course say that they have no business on committees. they have made a wide range of offensive and inappropriate remarks, but is this the house republican conference. house republicans going into the majority saying that they would place them on committees. this is no surprise at this point that they are on committees and they didn't really wrestle with this, they were transparent that they would do and they made on that promise. >> and marjorie taylor greene was clear that she would get rewarded and that has happened.

my colleague jake sherman reporting he's looking up potentially trying to get some more votes. him getting six votes was a little bit more surprising. the andy biggs number not that big with ten. i think there was an expectation that he was going to draw some of those because he has been forecasting for quite a while that he was going to run against speaker mccarthy, but the big question here i have is do they go into another vote right away, which is what we expect to happen, but what is the change, the breaking point that either means that mccarthy's going to sway some of these people for himself or not? you see him on the floor right now. he's taking photos. seems pretty jovial, in a good mood. it's not as if the body language has changed. he still seems very confident despite this no confidence vote by many members in this vote. >> what's interesting know, he's fully aware the cameras are trained on him for the most part. granted they're not this moment. that said, we have been been watching him. he has, for the most part, kept a smile on his face. when you look at his top

also with me, jake sherman, brendan buck and steve israel of new york.s now director of the cornell constitute of politics and global affairs. rules packages typically get no attention in congress, but here we are. so why is this being mentioned and what's in this package? >> reporter: it is a lot different this time around, jose, in part because in order to win over the right wing of the republican party and the house of representatives, kevin mccarthy was forced to make a lot of concessions, many of which are going to be part of this rules package that's voted on later today. the most obvious example being this provision that would allow any member of congress to call for a vote to remove the speaker of the house and obviously with something that was mccarthy initially was not in favor of but then was kind of worn down by these consecutives and it's going to be adopted as part of the rules package tonight. a lot of other concessions that mccarthy made are being worked out in the steering committee meetings which is happening just down the hall from whe

our colleague jake sherman of punch bowl is saying that jim jordan is whipping on the floor. he got six votes. he's whipping to try to get more votes. and that kevin mccarthy wants to go right back into the second round. what do you expect to happen next? >> reporter: that would make a lot of sense. as so many people on this panel have said, the more time that elapses between these votes, the more that could work against kevin mccarthy. this is a group of people who have always been aware that this was going to be a slog. and they knew they were going to lose on this first ballot. as i have been talking to my sources, lawmakers, aids, freedom not, everyone is aware that the first ballot was just sort of the baseline. this is how we thought it was going to go, but really the question is how much moves as you look into the second ballot, potentially the third ballot. i think the thing that's important here is i asked kevin mccarthy this morning, how many ballots are you willing to go here? he's willing to break the record. he's saying he's not backing down. then there are those

we had jake sherman on early, even if the deal is struck is going to need to flip another six, eight, ten votes, that's a tall order. there's no sign this will end today. it likely will go through the weekend, and i think we're starting to see cracks from some of mccarthy's supporters, a few of his backers to this point have said that he might give up too much. that if he makes too much concessions and gives away the entire store, it might be more difficult to back him, and it might be time to look somewhere else. so some of that might be negotiating. some of that might be a bluff, but there is suddenly some real questions there as to how much longer mccarthy can keep this going. no one is going to jump ship today, it seems, sources we've talked to, but the clock is ticking. there's only so much longer he's going to be able to do this, even if he does merge with necessary votes, he's going to perhaps be the weakest speaker we have seen in generations, and even then, there's no certainty that he'll get there. days of days of humiliation, day after day of losing votes, and comes away wi
