the hearing begins shortly in sacramento, and jessica castro from abc mornings that has the charges and the investigation. jessica? >> reporter: that much anticipated court appearance happens in two and a half hours. at 1:30 this afternoon, in fact, in sacramento. it will be his first public appearance since being arrested as the suspected golden state killer, and the 72-year-old arraigned on two counts of murder in sacramento, held without bond, and he's on suicide watch. new at this hour, we've been able to learn more about the tedious work that went into capturing him. they learned the task force looking for the golden state's killer had his dna sample from a murder in ventura in 1980. they were killed in their home in ventura, and their daughter now lives in santa cruz. prosecutors say that ventura county dna sample tracked down deangelo partially matching dna that a relative gave to a genealogy website and worked backwards using relative dna to find the suspect who was the right age, gender, and lived in the area, and eventually, they staked out his place and have current dna evide

our jessica castro is live in mission bay. >> reporter: good morning, matt.ty and officials look for the illegally parked scooters. it's the scooters you can find with one of your cell phone apps. this happen to be the lime bike app. you can see there are a lot of scooters that say they're in our area. we just drove down the street, couldn't find any on the sidewalk. it appears any that were left out overnight either were charging or perhaps have been confiscated. they are certainly looking for aything that is parked illegally. what a department spokesperson yesterday said is, quote, a flagrant disregard for the rules when they're parked on the sidewalks. san francisco department of public works confiscated 61 dockless electric scooters off the streets less than 24 hours ago. last week 66 scooters were taken after complaints that they were blocking public sidewalks. many people have complained that they're a nuisance. we've even seen them stuck in a tree in jackson square. the board of supervisors voted to require the scooter share programs to seek permits fo

i'm jessica castro. first responders were able to pull the man to safety after tense moments. as huge waves came dangerously close to the driver, all happened about 8:00 this morning off highway 1. it's in an area known as devil's slide. abc 7 news reporter amy hollyfield was there as the man was rescued. >> reporter: hi, jessica, no one out here can believe he survived the plunge off of this cliff. this man had all the luck on this friday, the 13th. so what happened was let me show you the cliff, look behind me. went flying off this cliff. they don't know why. they estimate he fell about 150 feet and landed in the ocean of the he was able to get himsel out of the car and swim or climb over to the rocks and wait for rescuers to repel down to him. they estimate he was down there for about an hour and a half. the luckiest part for him, not only he survived, of course, but someone witnessed him going off the cliff. rescuers say when they reach a car that crashed, it's been there for hours, if not days because no one witnessed it because this is such a remote area, but someone saw

jessica castro died in the fire last night. she was in her 70s and have lived in the downstairs unit for more than 15 years. >> the whole neighborhood loved her. she was always going around the neighborhood. >> reporter: around 10:00 p.m. the upstairs neighbor smelled smoke. >> there was a la-z-boy recliner that was earning really bad. >> reporter: the woman was on the porch watching the fire and was confused. >> he ran upstairs to call 911. >> reporter: the fire quickly grew with as many as 100 firefighters trying to keep the fire from spreading. some of the spray -- flames spread to the homes on either side of the building. about 15 people were displaced by the fire. as some of those displaced residents packed up their belongings, neighbors expressed gratitude to firefighters. as more people came out to hear of the passing, their thoughts turned to the woman who they described was a fixture in the neighborhood. >> she was very outgoing. >> reporter: people are in shock that someone with so much life and energy did not survive
