's initial goal was 50% reduction in carbon emissions.

and this certainly is an abrupt shift for senator joe manchin. sources telling cnn that manchin previously and throughout these negotiations he had been in support of these provisions, so, again, a huge blow for a key part of president biden's domestic legislative agenda. now manchin and his staff informing the senate majority leader chuck schumer that they are not on board with the energy and the climate provisions as a part of this bill and not on board with the supporting raising taxes on america's wealthiest and corporations. and his office pointing to rising inflation as the reason for this aboutface. now, this of course has set off democrats reacting in anger, shocked and stunned by the news, also climate change activists importantly and senator wyden, chair of the finance committee who helped write this bill, he says, quote, i'm not going to sugar coat my disappointment here. this is our last chance to prevent the most catastrophic and costly effects of climate change. we can't come back in another decade and forestall hundreds of billions

senator joe manchin breathed new life into the democrats' reconciliation bill and into joe biden's presidency when he agreed to hundreds of billions to fund climate programs and bring down the cost of healthcare. the helpfully named inflation reduction act of 2022 cobbled together with senate majority leader chuck schumer also calls for increased tax revenues from high earners and businesses to help trim the deficit. it is a long way from the president's far more ambitious build back better plan, and democrats still need to pass it without any republican help. the good news stops there, because the administration had to argue we're not in a recession, despite a second straight quarter of negative economic growth that usually foreshadows a recession. still, as democrats face strong head winds in november, this deal gives mr. biden a big victory to brag about and campa. as disaffected democratic voters >> i think we must stay in session for as long as it takes to get this plan done. >> we're in a recession. and it is not the time to increase taxes or spending. it is going to feed the fires of i

the lowest common denominator is joe manchin. and joe manchin has said he has two options.back in august 10th after the most recent or the newest inflation numbers come out and they could consider a big package. or alternatively, they could pass this bill right now, which allows medicare to negotiate drug prices and extends aca subsidies for two years. so faced with that option, it seems like an easy decision for the white house to make politically and substantively, because you don't know where manchin is going to end up in august. if you talk to aids in the white house and on capitol hill, they are a frustrate is not even the words i would use. they are flum moxed by joe manchin, who seems to have lots of viewsover lots of issues on given the day. but i will say this. this is not a surprise. this is the lowest common denominator, which manchin has always attempted to take. >> listen, the democrats have said openly that if they really do want to pass stuff, they have to elect more democrats who want to get on board with their agenda. i spoke with her last week, and i asked
