casey on capitol hill. great to see you, good morning. house speaker john boehner sunday said that there are not enough votes in the house to pass a clean spending bill, even if he was to take it to the floor, the exact opposite of what president obama said last week. has there been any reaction from the white house? >> well, the white house has reacted stephanie, with disbelief and not only telling reporters they don't buy it, also taking their message to social media, tweeting about it, jay carney tweeting about it yesterday. they say speaker boehner should let this clean spending bill go fort. the question is are there the votes and is there any way that speaker boehner can do it that wouldn't be politically toxic for him. we heard a shift in message over the weekend. speaker boehner is not just talking about the federal health care law, he also talks about the debt ceiling and say that needs to be tied to spend in cuts, so a little bit of a pivot here. some have said this is republicans flailing around for some way to gain ground and find some concessio

they insisted this linkage occur and john boehner has gone along with it and it is now day two. >> now to libby casey on capitol hill. libby, what are the expectations here? is either side in a mood to compromise? >> reporter: well, i think it will be a listening moment, and we'll know more as the even progresses, but at this point we're not any closer to a deal than we were when the government shut down a day and a half ago. what has gone on today is the house republicans have put forth a serious of bills, some of them are repeats from last night. they failed last night because they were fast tracked now they're going through a length lengthier process. for example, veterans affairs and getting that funded. national parks and museums and also the city of dc. they tacked on two more national guard and reservists and then also the nih. here is the name of the nih bill, it tugs at the heartstrings, research for life saving cures. it is try to get the public interested in specific sectors of government funding. this may pass the house but democrats will largely vote know. here's the sense of what we hea

casey is live there. libby are you there? >> reporter: i am, john, i think here. >> let's talk about the house debate tonight. really it wasn't much of a debate. i think what surprised me, what surprised me the most was what mike has been describing now is total capitulation on the part of republicans as they go in to the home stretch here. >> reporter: yeah. i mean, they'll certainly be revival battles, we got a sense of what some of months battles might be in the last 48 hours in the weeks to come. but this is a done deal. they have folded up camp and are going home for the night. we heard some chatter about speaker boehner heading in for the final round here tonight and he just was pretty mitch saying he's ready to go home. so that is the general sentiment and feeling here. now, we did get a sense of what some of the upcoming battles will be, some of the tea party republicans are beating the drum about the federal health care law which they call obama care. we saw senator mitch mcconnell the top republican in the senate talk today about mandatory

casey hunt in washington. how is it the shutdown's resolution impact the leaders of the republican party, what do we do now? >> the men of the hour are speaker john boehner and senate minority leader mitch mcconnell. john boehner saw a swell of support from some of his conservative members yesterday and the house was able to speed up that vote late last night. but you're already seeing some signs that those members could turn on him. there are conservative blogs that are already talking about how he gave up what he called the good fight. on the senate side, senator mcconnell is facing potentially the re-election contest of his life. and behind the scenes, those close to him are privately saying that the fact that he stepped up and helped cut this deal really proves that he's more interested in governing than he is worried about the primary tea party challenge that he has back home. but the reality is mcconnell's also concerned about taking back the senate potentially. and this was just terrible for the republican brand. >> so why is the tea party so unaware of that, or are they just simply as we've talked about just don't care? >> well, there is

john boehner. about the way both sides are locked in here. we are reminded that things shift and there is movement. bby casey. libby where is the fight over. a week ago we were talk heard it this fight is over the nation's debt. what is the fight over. >> it does feel like a moving target, tony you are right. what got the government shutdown and the march toward the debt limit date. it start with senator cruz and letters saying that we need to he city fine the healthcardieto. we need a vote on raising the debt ceiling with spendin spend. you think back to the fiscal cliff crisis and we were healthcare again and again, we have to think about the grandchildren and the legacy they will receive and if we don't make the spending cuts as the debt grows and grows. this is a popular line that senator boehner has had success with in the past. we are hearing an entrenchment. both sides are saying i'm willing to negotiate at the end of the day it's not happening, tony. >> if we are talking about a moving target and the crux is not over the affordable care act and it's really about the deficit, does that mean that we can stop having this discussion ab

john boehner. going to fema talking about what's needed there talking about the dire impact that this shut down is having. >> mike viqueira joining us live from washington. mike, thank you very much. >>> libby casey covering capitol hill for us. libby has congress made any compromise towards a compromise or are we as mike mentioned marching towards that debt ceiling? >> we are not seeing any sign of compromise. we are in the middle of the are shut down and the debt ceiling, coming ten days away. this may be the quiet, the calm between these two very serious storms. i loved it when you said they are fieting their battle through the media. both sides making their arguments. hearing more today, really a tit-for-tat. the real question people are asking is who is going to get the blame for this and who is going to get the public ire and so therefore be more incentivized to come to a negotiated agreement. we saw recent po poll numbers ot from gallup. saying who are you blaming? it's interesting 70% say they are worried about the government shushutdown, they do see it, formulate% from 1995 when it was at the height of that week long government shutdown, more people are concerned because they are blaming

casey reports from capitol hill, compromise is hard to find. >> reporter: the question everyone is asking is whether house republicans will be able to come up with a compromise solution. house speaker johnhner has a tough task ahead of him as he tries to bring together a broad caucus conservative tea party rememberepublicans, more moderae members, the moderate members would like to see the budget funded forward and live to fight another day and perhaps take the battle onto that over the debt limit that needs to be dealt with in mid october. the tea party members more conservative republicans and some relatively new to congress say they are willing to fight on. at this point it doesn't seem clear how republicans can move a path forward unless they think big. and will get bigger fights coming up in the next couple of weeks. anything they propose at this point isn't of interest to senate democrats and president obama. meanwhile, fundraising has been a big fundraising push by both democrats and republicans using this fight over both the federal government funding and the federal health care law to bring in the dollars. and some conservatives are benefiting from this fight so that doesn't gi

casey on capitol hill. libby, thank you. let's bring inbard brad blakeman, a former senior aide to george w. bush. >> thanks, john. >> i listened today to some of the debate on the house floor and heard a accurate screaming almost at the top of his lungs that all the house needed was 20 republicans to come over to the other side and this would end. is that pressure building on some of those moderate republicans? >> well, i think pressure is building to end this. i think on all sides. and look. the president, before having meeting with congress, what did he do? he called in the titans of wall street to the oval office and told them, i want to see some pain felt in the market did to add pressure to this. so the president and both parties are feeling pressure not only from their own groups but from the general population that they don't want to see the government shut down. so there has got to be some give here sooner or later, and i think there is going to be a global deal, john, between the continuing resolution and the debt ceiling. i don't think you are going to see one solved before the other. >> so this is lin

casey on capitol hill. let's turn to mike viqueira at the white house. what are you hearing there? the lines are open between president obama and john boehner. are they being used at all. the last entertainment they picked up the phone and called the speaker of the house was yesterday morning. it got absolutely no where and the only time that the president speaks with john boehner is he has to negotiate. they feel like this strategy around the hard line strategy the president is not going to be held ransom and his healthcare law is not going to be ransom for the simple function of funding the government or raising the debt ceiling, somethings that is the core responsibility of congress. that is starmtding to sink in among republicans and that is the belief here at the white house. est president obama is sitting down with local stations to do interviews includings richmond virginia's. which is part of the eric can't tore's district what is the president's trying to accomplish with these interviews. >> this is a messaging technique that the white house has used many times in the past whether it's the campaign for the healthcare law to get that

libby casey is live on capitol hill with more on the complex relationship between the two leaders. libby walk us through the history of the president and johner, because it has been a pretty rocky relationship at times. >> well, they have been described as the odd couple back in the day. it looked like these two very different men might be able to get along. president obama with the profess or attitude, and john boehner with his roots. there was an argument over the debt ceiling, the two men went golfing, and it looked like they might be able to come up with a grand bargain. it all fell apart, in part, because speaker boehner got a lot of pressure from the conservative blank of the republican party, and president obama wasn't willing to compromise on things like he really wanted to raise taxes on the wealthiest americans, he said he wasn't going to move off of that, and since then the relationship has deteriorated, and they both think the other can't listening or communicating very well. here is president obama on cnbc this afternoon. >> democracy is messy, but when you have a situation in which a faction is willing potentially to default o

casey is live on capitol hill. what's the reaction there, libby? >> reporter: it's a big sigh of relief from a lot of people, john a lot of these staffers have been furloughed. a lot of members in the house and senate have had to see their staffers stay home to some degree. so definitely relief here. and as the domino effect finally goes, we'll see people get back to work. we'll see washington return to normal. and then so many parts of the county affected by the shutdown return to normal. we heard senator dick durban who is part of the leadership team talk this evening about what he thinks this means. >> more than 80 senators from both political parties stood up and ended this 15-day ordeal. that has been suffered by the people of the united states of america, by federal workers and by those who depends on their good service. >> senator durban giving the positives of this, but we also heard a lot of detractors tonight, people up sit that the process dragged on for so long that, it really went to the 11th hour. and that there is still a lot of divisions that need to get hammered out as the next rounds of fights g

john. >> joie thank you very much. >>> after weeks of finger points and name calling on capitol hill, the mood in washington has been shifting. we go live to capitol hill where libby caseyanding by. libby, what is it going to take to get this done. >> well, it will take a little give on both sides and work by senate leaders to hammer this out and schedule it to their caucuses, watch for harry reid to talk to democrats tomorrow, and mitch mcconnell to try to sell it to republicans. house also be the really tough sell. but to recap. we're looking at a potential deal that would raise the debt element until february. it would get the government back up and running through about february. and make some tweaks to the health care budget. we saw a new poll come out today, and it showed that all political players in this drama are taking a hit, but president obama is actually faring the best. he still has a 53% disapproval rating, however. republicans only a fifth of americans approve, and democrats a third of americans are giving them any points for how they are dealing with the situation. republicans have taken the worst slide, but political independence a very important group
