i want to bring in john miller, cnn's law analyst, this is extraordinary right now. there is an extraordinary level of detail in this indictment. it goes back years.. all the way to 2018. full stop, there is a presumption of innocence, we know this very, very well. yet this is damning as it's written so what is standing out to you most of all? >> what's standing out to me is not just the socking allegations, or, laura, the factor that as you pointed out already, here is a member of congress and now a leader in the senate, who has literally been in the shadow of various investigations for more than 20 years but behind all of that is not just the basics of an allegation of businessmen giving alleged bribes to a significant public official. but the spectrum of foreign government being behind that. just imagine: the back end of this case, and this is not something we see charged, which is that a u.s. ally, a significant player overseas in the middle east, within who has been a partner with us in the formulation of u.s. and mid east policy going back decades, that that co

let's talk about this with john miller. let's talk first about these store closures.ine target stores. what are these stores dealing with? we're talking about cities like san francisco, portland, seattle. what are they dealing with when it comes to theft and organized crime? >> well, they're dealing with organized retail theft which is groups of people that actually make their living this way and we're seeing this new trend, which you kind of described a little bit, where a group of 30 or 60 people will come in a caravan of cars, do a smash-and-grab or just a grab and go as they like to call it. and that intimidates employees. it intimidates shoppers. if you look at the surveys that the national retail federation did this year, 81% of store employees believe that organized retail theft has become more violent than it was in the year before. and 54% of them believe that criminal justice reforms which make these crimes misdemeanors where nyou're not held on bell, where you're going to get a ticket and let go, where you're not going to face jail time, has encouraged the

joining me now is cnn chief law enforcement and intelligence analyst, john miller. john, a man hunt, this is someone is convicted of stabbing someone 38 times in front of two young children, sentenced to life without parole just last week. the question, of course, is what are you learning? how did this even happen? >> well, we don't know how it happened and we are waiting to hear a word from the chester county prison where he escaped. we have been told that they are investigating what happened there. what do we know about the prison is that we they have staffing shortages, the sheriff's department has staffing shortages, they are short 40 deputies. people talk about having to work long overtime and things like that. but, what we do know is that the hunt is on for the chester county detectives who investigated this case and they want to back in the united states marshal squirrelly the expert in manhunts and escaped prisoners. of course, the pennsylvania state police that have a lot of experience in this, laura, why? because we had the two escaped prisoners from the ph

. >>> i want to bring in cnn chief law enforcement and intelligence analyst john miller now. , you were at the fbi during an investigation into senator menendez when he was in the house. tell us about that and what your reaction is to these charges. >> well, this was the 2006 investigation, which ironically, boris, was started by the then u.s. attorney in newark, who was chris christie, now presidential candidate on the republican side. but christie's investigation focused into a property that menendez was renting to another entity that he was also trying to obtain grant money from, and that case ultimately did not get prosecuted, but it was followed by the 2015 case, which was a years' long investigation into bribery allegations between menendez and a florida-based doctor. that ended in a hung jury. menendez walked away from those charges, which then led into this investigation involving the three businessmen and these alleged bribes. so senator menendez has been literally in and out and under investigation in varying probes for years. >> john, i want to dig into part of the

and joining me now to discuss this story is cnn's chief law enforcement and intelligence analyst john millerhn, what does this video show us? what's your assessment? >> so, on august 14th, there was a car chase of eddie ir zaire ri, a 27-year-old man who was according to police driving erratically. what you saw there was it's only five seconds from the time that police actually make that stop, as he goes the wrong way down a one way street, until they open fire on the car with irizarry inside. how does this happen, why does this happen, and why do police give an account that turns out not to be true. as you see, they approach the car. what we don't hear here is the partner of the officer who fires the shot yells, he has a weapon, he has a knife. and what we see, by a careful examination of the video, is what appears to be a knife in the hands of eddie irizarry, as the car is being stopped. here's the problem. nowhere in the philadelphia p.d. tactics or training is it authorized to shoot somebody whose car door is closed with the window up because they have a knife. it's not a direct threat t

to help us figure it out, john miller. the video is jarring. and i think it tracks with things we have seen in other cities around the country. but why is this happening? is it connected in some way? >> well, what we saw in new york when we had the two nights of looting after the george floyd protests were very similar, which is we had protesters marches. the looters came in vcaravans o cars. they had lookouts on scooters. they weren't there to protest. they were there to steal. they were talking about we are here to get paid. and in philadelphia, you see the protests they had yesterday. these weren't the protesters. these were young kids, teenagers, early 20s. same thing, caravans of vehicles, a plan to go hit specific stores and get specific goods. they were able to kind of fly under the protest radar maybe as part of it, but that's according to the police commissioner of philadelphia, not what they were there for. >> i know this is the issue in california. i don't know if it's the law in philly and they also showed minneapolis. in california

also here, john miller, former nypd deputy commissioner. it out there. 8:50, he escapes. an hour later he's seen walking in a t-shirt along the street. how does a guy get out, a guy convicted two weeks ago. how does he get out? >> so, if you look at the big picture in pennsylvania, you know, we had the bern m escape in january -- july, rather. july 6th. he was captured on the 15th. we had the two inmates from philadelphia who escaped a philadelphia city jail, also one wanted for murder, gang members. they were able to sneak out of their cell, use a lookout, climb over two sets of barbed wire fence and literally have an uber -- not kidding now -- an uber waiting for them called in by a fellow gang member. they were also captured. so, what you're seeing here is prisons under pressure because of staffing levels, funding levels, guards having to work overtime, system breakdowns. but each one of these has to be looked at and examined. you can't have murderers walking out of prison. so, you've got chester county detectives looking for them. you'v

let's get more on this, joining us, our law enforcement analyst john miller and john ramsey.le capture involved k-9 dogs and we see that new pktur and an aircraft picking up cavalcante's heat signal. what can we learn from the way this manhunt finally ended? >> that they used every resource from every available source. you had fbi s.w.a.t. teams and fbi technical people with the databases who came up from the philadelphia office. you had equipment being staged from washington. you had the united states marshals and their team and their technical resources and they're specialists in the man hunt business. of course, you had customs and border patrol on the ground with bortac which is a highly specialized s.w.a.t. team that they use including this k-9, and you know, using the k-9 as a less than lethal option to separate the suspect from the gun is probably what allowed them to take him alive, but you have to remember that for customs and border protection, i think they've lost about nine of these k-9s in the line of duty. it's dangerous work for them and dangerous work for the

. >> with me now is john miller. new pictures and a new search area. what's the most important thing here? >> so the good news is things that were suspected and speculated on that he had a carefully planned escape and a network of associates on the outside and could be making his way to the border and support in cache and cars is not true. the bad news is he did manage to get out of the perimeter that was their main search area, but that's allowed them to shift to where they know he was just hours ago. and he doesn't have much going for him. you can tell he's managed to pickett up some clothes, a backpack, some items he found loose or was able to steal in a structure or a car. but he's not set up to last long. >> he got out of the first perimeter. and the the police weren't brushing over that, but i don't think they emphasized that. he was able to slip through the perimeter they fist set. and he has a backpack. does that indicate he's been able to get inside a house or car? >> it's a strong suggestion he either got into a car or a house somewhere where

. >> joining me now our chief law enforcement intelligence analyst john miller and nypd deputy commissionerfor a while. how do you think it all unfolded? >> it was fascinating to watch it unfold as it did. at one in the morning when the dea surveillance plane is circling, this is a team usually following drug dealers looking for a drug transaction or money problem. here they are circling the woods at one in the morning, and they spotted a heap signal and say that it looked like a person. looks like a person crawling. that was a real indicator to them that it was not another false positive, like a deer moving through the woods or something. they set up around that. we have also learned a lot more about his four-hour interview with u.s. marshals talking about -- and what he told them, how he operated on the run. >> what do we know? >> you know, it's some of what we expected. he was sticking to the woods, hiding in the daytime, moving at night, trying to steal things from houses, came up with a backpack that had some clothes and shaving gear, which made it easier for him to get rid of the bear

joining us to discuss is john miller and also casey jordan. thank you so much. and, how does that shift the law enforcement approach and per spec it i have here? >> it won't shift their search strategy.spec it i have here? >> it won't shift their search strategy. it raises the risk factor. which is they were chasing an unarmed man and now they are chasing an armed man. and that includes the rules of engagement now. they were authorized to use deadly force before they knew he had a weapon. the difference is knowing that he has a weapon and law enforcement would be hesitant in most circumstances to shoot at someone who is running away as opposed to posing a threat directly at them when that person has two murders on the docket and a rifle, that is now within the game. >> i'm totally fascinated by the fact that the "new york times" went to rural brazil and talked to his mother who basically said the way that he was raised, very poor, many times he went to bed hungry, he has learned to survive a lot. when you hear that, does that make you think that he is even doing

. >> and daniel, john miller made the point earlier if the pattern continues that he hides out in the day and then makes move and travels to make the moves in the evening as the sun goes down, and i wonder now, as there is this kind of the new reality of th the.22 caliber rifle that the community is locked down and ter roa terrorized by him? >> well, the community needs to be aware and schools close and the pennsylvania state police have a great structure there with the law enforcements and the fbi and the u.s. marshals who are experienced in capturing a fugitive, and the best people are there. i am sure that there are assets provided to the community. he is looking for opportunities to enter a garage and opportunity to get into the vehicle. and there is absolutely no reason to believe that he won't conduct some violence towards a civilian. these people are, you know, this fugitive is definitely armed and extremely dangerous, and everything from a hostile encounter all of the way to the safe capture needs to be considered by law enforcement, and the law enforcement in the area is clea
