john stossel has a special on the book tomorrow on fnc. what's the headline of the book?it the usual you want the government to get out of the way and have the people have the freed dom to fail or succeed on their own. s is that right? >> yes. and how it works and how long it took me to learn that. i was a consumer reporter i used to call on the government to fix things. more regulation. it took me a long time to see it doesn't work. >> bill: dirty meat, for example. you don't want dirty meat. you want people who sell dirty meat to go to jail because they could kill people for doing it i don't object to that it's the intrusion of telling you what to do i believe that you object to in the book. >> that there are too many regulations well beyond dirty meat. they don't keep the food cleaner they just add. >> bill: like your lemonade stand got to get 15 permits. i i was reading stossel's book today and i came across a very interesting part about the pilgrims, the plymouth rock people who came over from england and tell the folks the story and the point you are trying to make.

john stossel is host of "stossel" on the fox business network and joins us now. examples, john. >> well, how about the tsa? we're all familiar with that. and again, it's intuitive that government can do things better and when we were all scared after september 11th, people said we got to have government take this over, tom daschle said you can't professionalize if you don't federalize and the senate voted 100-zero to create the sasa, so now they spend ten times what the previous screeners spent. are they better? you've heard the complaints. but what moved me was seeing the one big city where they allow them to still have private screeners to opt out of the tsa. and they do better. we interviewed people who say gee, lines are moving quickly and these screener, they're nice, and the tsa tested them and found they're more likely to find contraband. they do it better because they have contests, where a screener can win $2000 if he's better at finding things and repacking luggage well. the private contractor knows he'll make more money if his people do a good job, the

. >> one question for john stossel and then we're going to take questions from the audience. so the title of your book is "no they can't." how the does that relate to taxes? >> no, they can't was the take off on the obama slogan of yes, we can. and the sub title is government fails but individuals succeed, and the much governor talks about cutting spending first. i would agree with that. i think you lose people in much of the discussion as soon as you even say depreciation or carry forward, even defined benefit. most of the public stops listening. maybe in kansas, they're scared. i think in the upper westside outside this building, this he don't think there's a problem and they're just happy to go forward spending as much as possible. a simple budget proposal that says government capital do these things, go back to basic principles we feed a department of defense, even an epa. a census, a justice department to enforce the rules, and that's about it. we'll start over. but i don't think the public's ready. maybe after greece, riots again in japan blows up, maybe then they'd be

john stossel? >> i like kevin's idea. i hadn't heard that before but i would just say simplify the damn thing and whether it's flat tax or a consumption tax, get rid of all deductions and that will create growth. >> you know, lots of great ideas. we're going to explore. al and sworts raised this notion of something that is sustainable. and you know, we've heard this time and time again today that there's a lack of certainty. how do you get certainty into a tax code you the know, without a constitutional amendment or maybe it does require a constitutional amendment? steve? >> you get it through a consensus. i think paul ryan made a point earlier today in one of his interviews that if you're going to make a substantial change whether it's entitlements or the tax code, you first have to take it before the voters the way ronald reagan did in 19 0 with a 30% across the board tax cut. you get the mandate for it. therefore, it has legitimacy. that's the only way you can do it. but if you want permanency, franklin was right. taxe
