julia, let's talk about that advisory from dhs. what are you learning about the details that prompted them for the first time ever to list domestic terrorism concerns? >> it's striking because without naming names, they don't name groups, but they do specifically point to ideologically motivated domestic violent extremists, people who don't have ties to foreign terrorism, the kind of things we're used to hearing about from our department of homeland security and intelligence bulletins. this time they're saying that people who were motivated by outrage over covid-19 restrictions, who believe that the 2020 presidential race was rigged in some way, and who have other problems with presidential authority are now coming and not only are they responsible for things like the january 6th attack, but they say they are continuing to mobilize, to incite or commit violence. that is what dhs is saying. i will point out that this is a bulletin. it is not an alert. an alert would be if they had an imminent or credible or specific threat. so this

nbc's julia ainsley joins us now with more on this. julia, talk us through this story. it all? >> so, this is back in 2017 when el paso was doing what we now know as the pilot program for family separations. they began to separate parents and prosecute them for what would have been misdemeanors and those parents were not able to find their children. there was a prosecutor there who had been detailed to el paso named joshua stern, similar name, who said that he did not feel comfortable doing this and he was really worried about the fact they could not find the children of these parents. so he actually started to try to help the defense do that job. well, his bosses got upset. they went to main justice and said we want to get rid of this prosecutor who has been detailed to our office. the person they had to go to to get rid of to end his detail early is montie wilkinson. he's feeling in temporarily until merritt garland is confirmed. we have details that showed he signed off on reassigning this joshua stern because of his objections. and the justice department told us in

julia was talking about deterrence.e case is small as trespassing or big as conspiracy, you have to not only arrest people, but you need public coverage on cnn and "the new york times" and "wall street journal" telling people if you do this, if you put your feet up on the table with a cigar and brag, you go to federal prison you'll also lose your job. you need the broad messaging beyond the president and those who support him to disappear. that's why the debate about who goes on about how much hate on twitter is important. whether isis or domestic extremism, the characteristics that you see about how to combat this are the same. almost identical in my world. >> julia, i want to ask you about the visible and physical changes in terms of combatting this and protecting, being proactive and protecting the government in washington, dc with the capitol. how much longer to keep all the fencing barriers up around the capitol. what would you advise? >> so it has to be based on the threat and risk. so maybe it's a little bit high
