i want to bring back nbc congressional correspondent julie tsirkin on capitol hill for us. julie, the white house met with the congressional hispanic caucus yesterday. were they able to provide any reassurances here in these negotiations? >> not really. i'm told by sources who are in that meeting, part of the congressional hispanic caucus, that includes their leadership, hispanic senators, they were pretty frustrated. i think they were worried that the white house is getting closer and closer to agreeing with some of these provisions that they have set before. they are moving in the direction of trump era policies, especially when it comes to restricting what the administration can do when it comes to parole authority, when it comes to deporting migrants or detaining migrants, all proposals which have major sticking points at this hour, i am told, but all that are on the table. i recently heard from the chair of the hispanic caucus who told nbc news in a statement in sponse to our reporting about the meetg yesterday, she said, quote, the white house and administration have n

. >> joining us now from capitol hill is nbc's julie tsirkin. e, first, the talks there on the hill, where do things stand right now? >> reporter: just a couple hours, ana, negotiators will go back to the drawing board, back to the table to try to close and narrow some of the gaps on these major sticking points that remain between democrats and republicans having covered the talks all weekend. they are making progress, but there are key differences that remain, like on parole. republicans want to limit unilaterally what the biden administration can do in terms of granting temporary humanitarian parole to mieg gantz who need it. again, that's not just from south america, latin america. that is applied to ukrainians who have been granted temporary status and protected as such just a couple months ago. also key issues remain on enhancing expanded expedited removal of migrants. there are some key differences here. progressives and hispanic lawmakers have pushed back on a meeting with the white house on saturday saying they're concerned they're moving

joining me now to talk about this is nbc capitol hill julie tsirkin and jackie alemany, good to have ll start with you. we know pressure has been mounting for congress to strike a border deal. is there any hope, optimism that they can land on something in early january? >> hey, merry christmas. they are still negotiating over this holiday break. they took some time off to celebrate the holiday, but i'm told the three senate negotiator from the republican, democrat, and independent side will get right back to work come wednesday in the hopes that they can strike some kind of framework to get all of the sticking points ironed out so they have a product when the senate comes back in early january, and then of course the republican-led house need to be able to accept whatever they've negotiated and that's one of the biggest issues here. they still are far apart on issues concerning parole. republicans want to limit or restrict entirely the administration's ability to unilaterally grant humanitarian parole to migrants from latin and south america, but also to refugees from ukraine, afghani

nbc news' julie tsirkin joins me now. julie, what did we hear from lawmakers?ere were several family members of victims of gun violence, not just the shooting that took place in sandy hook, but also other shootings that took place since. we heard from one mother, kristen song, who lost her son ethan in 2018 when he had an accidental shooting involving a gun at a friend's house. all four lawmakers here were part of the connecticut delegation. listen to what some of song had to share. >> what's heart breaking is ethan's death was 100% preventable. if that gun owner had taken seconds to lock up his three handguns, my son would be alive today. i would not be serving a life sentence and he would not be serving a death sentence. >> reporter: just painful words from song. she said that lawmakers in that room were there to hold her hand as she cried when she lost her son. one of the lawmakers said they were running out of words. >> a lot of advocates are looking for broader legislation on guns. what's the latest on capitol hill and beyond? >> reporter: a law named afte

nbc news capitol hill correspondent julie tsirkin joins me from washington with more. being here. happy holidays to you, historically, julie, is this a big number, is part of this cyclical, what is going on with this wave of retirements and such? >> reporter: hey, sam, merry christmas to you, as lawmakers are home for the holidays, oftentimes lawmakers make those diggss when they're with their family and with their friends. being a member of congress comes with a lot of personal sacrifices, members have to travel very often, they have to leave loved ones behind, they have young kids they have to worry about at home. so that is part of the decision-making when we usually see these retirements every year or so, but this year we also have a very dysfunctional congress, one in which a historic number of bills -- a low historic number of bills were signed into law this year. you'll remember, we had many weeks where we didn't even have a speaker leading the house. it's because of that you have lawmakers now deciding to take a step back, either to pursue different careers in

nbc's julie tsirkin is on capitol hill for us for more on that. julie, good to talk to you.can we see movement on that resolution, and which direction it's going to hit? >> yasmin, that could happen as early as wednesday. also, on wednesday, is the day where the committees expect at least to hear from hunter biden behind closed doors for that long awaited deposition they subpoenaed him to appear for. they've threatened to hold him in contempt of congress if he does not appear. but you'll remember that he and with his lawyer, abbe lowell, had said before, they are willing to appear publicly and the committee wants to do this behind closed doors. so, if he does not appear, i think that will give republicans a lot more ammo to move forward on this vote to formalize the impeachment inquiry. remember, this is not launching on formal impeachment articles against the president. though speaker johnson said he is willing to go that far, perhaps, in the new year, but this is a step to formalize the process that was kicked off by ousted house speaker kevin mccarthy back in september. a

. >> joining me now, nbc's julie tsirkin in washington. julie, welcome. what did we hear from trump's legal team overnight? >> well, trump's legal team is arguing, alex, that the former president was acting in his official capacity as presidents, and not in his personal capacity as a campaigner for presidents when he questioned the election results of the 2020 election. they said in this legal brief that, quote, the indictment against president trump is unlawful and constitutional. they say it must be dismissed. they also, side which was interesting, is the former president was ensuring, quote, election integrity when he made those judgment calls, questioning the results in several states of the 2020 election. they're also saying that if the house had impeach the former presidents, and if the senate had convicted him, which the house did impeach the former president the senate run by republicans did not, then maybe jack smith would have a chance here. a leg to stand on in this election subversion case. still, the former president is getting the backing of

joining me now for more, nbc capitol hill correspondent, julie tsirkin.e only one in those halls. it sounds like the senate will be around for a little while. the house has gone home, senate is, they're open for business, monday senators meeting today and tomorrow to continue negotiations. any word on what the negotiations are going to be? >> they will meet later this morning, katie, this comes after multiple meetings including two yesterday with secretary mayorkas, the presidents border chief want to try to get in the room with easter negotiators. james lankford on the republican side, chris murphy on the democratic side. of course, independent senator, kyrsten sinema, in the middle trying to bridge the gap between the two sides and also communicating to the house. yesterday she tees that she was in talks with speaker mike johnson as well. trying to make sure everybody knows what is on the table when it comes to this proposal. again, this is an issue that congress has not been able to form consensus over for nearly four decades. i got a chance to talk to

nbc's capitol hill correspondent julie tsirkin is joining us right now. another welcome to you. team trump has responded to this. what are we hearing? >> they sure have. they are not denying what was said in the recording that the detroit news is reporting. nbc news has not verified the reporting ourselves. it's important to point out, the trump team is not disputing that these calls had happened, had information that the detroit news had reported out of the calls. it did occur. they are, however, continuing to say that the 2020 election was stolen. it was rigged, which we buy, now of course, know that was not the case. in michigan, they did, the republican-led legislator themselves have said that that did not happen in michigan. nonetheless, the former president's campaign team now putting out a statement saying that it is biden and the democrats that allegedly tied the leak of this reporting, something we also again do not know. he did, however talk to the michigan secretary of state about this, i want to hear what she had to say to you. >> there is lot

nbc's julie tsirkin is on capitol hill for us. os curbelo is an msnbc political analyst. so julie, what do we know? what's the latest on these talks? >> reporter: well, we know that republicans have given another offer to their democratic negotiators including independent senator kyrsten sinema yesterday. we also know that that offer was tepidly received. chris murphy left the meeting with a sour look on his face. again, we don't know the concrete details of what's in this offer yet, it's something we're talking to sources about and trying to nail down. the bottom line here is it still appears according to conversations i've had, that this is still going a step too far in a direction the democrats and the house and senate might not be willing to accept. and of course then you have the dynamics of the republican-controlled house, a very slim majority for speaker mike johnson and growing slimmer by the minute with mccarthy, the former speaker set to depart. is that something that is even going to be put on the house floor. all the wh

let's bring in nbc's julie tsirkin, who's been following this all day for us. if you will, julie, is there some optimism that the work can get done? >> yasmin, there has been optimism for days. now all we keep hearing's progress is being built on. negotiators are in the room. nobody has left screaming or throwing their paperwork in the air. file accounts, the fact that they're still in the room, the fact that they're still meeting and talking about this is a good sign. is it enough to get them to a vote next week? like leader schumer wants? that's a different question. i have some reporting with our colleague, kristen wellford, in the last few, minutes that they still have significant gaps on pretty major issues when it comes to reforming the immigration and asylum systems. some of those things have to do with tightening the parole system. republicans want to get rid of it altogether. they also want to expand expedited detention of migrants. expedited removal of migrants from nationally, new york city, chicago, big cities where this provision never applied to be

want to bring an embassy's julie tsirkin standing by for us on capitol hill. where are we this hour, julie, and the likelihood that anything can actually get done? >> yasmin, a lot of things on the table here. some provisions that immigration advocates, the progressive lawmakers and frankly hispanic lawmakers have said that they vehemently oppose. remember, this is really something that can get the votes of enough republicans in the house to pass. that is on the minds of the senate negotiators in the room. a meeting that just dropped a couple of minutes ago. between senators kyrsten sinema, chris murphy, and james lankford. again, these are the principles that have been meeting to try and come to an agreement to try to come to a place where they can release a framework before the senate comes back monday evening so they can try and take this proposal up at some point next week. all that being said, they are still big gaps, yasmin, as we talk through the last hour, that remain. that includes the parole system, administrations parole ofhe dorothy unilaterally. de

. >> nbc's julie tsirkin is on capitol hill for us.and right now. are there any points of agreement we know of? >> reporter: well, the negotiations are progressing. they are making good progress. that is what senator sinema told me just a couple of minutes ago. i was staking out a meeting between the three negotiators, senator sinema, senator langford on the republican side and senator chris murphy that lasted several hours with department of homeland secured secretary alejandro mayorkas. this is the third time this week he made a trip to the capitol to get in the room, you see him on the screen leaving the building this morning. sinema told me they plan to gather again in just about two hours from now to huddle and try to hammer out details of this negotiation. i spoke to chris murphy, chris, a couple of moments ago, and he did tell me that in order to get this done, they have to essentially put text on paper, wrap that process up by the end of the weekend to get a bill with this immigration proposal in it next week, which is of cours

s julie tsirkin is joining me right now. so truly, mccarthy says he standing by president trump in this election. will his endorsed mick a difference at all for trump? >> that's a good question, but it's certainly not clear how it would, because remember, mccarthy was ousted by a handful of conservative hard-line rebel rousers, if you will, who certainly do support the former president, though, for his, former trump did endorse mccarthy's first speaker bid, you kind of stayed out of it the second time around. it didn't really publicly defend him when he was at risk of being ousted, then, actually ended up backing others for the gavel, including, of course jim jordan, whose judiciary chairman leading the charge of impeachment. it's not clear if his endorsement will help trump. it's not necessarily surprising that he took a step, but it's interesting he waited until he left, until he announced he was leaving congress, resigning from this part of his life, of his political career to say he will back with former president and he

nbc's julie tsirkin is on capitol hill for us. what are lawmakers saying today? >> reporter: chris, i spoke in a rare interview with senator sinema who's the independent. senator chris murphy on the democratic side, and senator james langford who have been in the room at it for weeks, trying to solve an issue that congress has not been able to address in three decades. she told me as much today this is something that's complicated. it's going to take time to get right. the proposals are ones that spanish lawmakers, immigration advocates are unimaginunimagina cruel, putting a back up provision like title 42, the covid era policy that allowed migrants to be turned away, discussions lawmakers don't want to have. here's what sinema said today. what do you say to hispanic lawmakers who yesterday called the proposals on the table, quote, unimaginably cruel. >> what's unimaginably cruel are the folks and the images that we see of folks and families sitting in the desert, you know, down at lukeville, there were individuals sitting out in the desert, without access to res

nbc's julie tsirkin is following all of those negotiations on capitol hill for us. welcome again, julie. i know you spoke to the key negotiators just moments ago, tell us what they're saying? >> alex, i told you last hour, the plan must have staff continuing to meet they actually added another meeting that will start in less than an hour with the three senators who have been negotiating this. again, that is senator james lankford, senator -- kyrsten sinema. without secretary mayorkas, and i spoke to the negotiators as you laid out there, the biggest headline from this is that langford actually told us, they need to have a framework by the end of the weekend, in order for leader schumer's plan to have the senate vote and take this up the immigration bill along with a foreign aid to ukraine. to israel, to gaza next week. the problem is, we already heard from republicans, who said no way that is the framework it'll be enough for them to vote on this bill. especially since this is such a thorny political issue. and also just practically, very difficult for these lawmaker

joining us now is nbc's justice and intelligence correspondent ken dilanian along with julie tsirkincapitol hill and former federal prosecutor, former senior investigative counsel for the january 6th house committee. ken, this is a sweeping indictment. what else is in these 56 pages? >> good morning, ana. you know, hunter biden had a chance to resolve these tax charges by pleading guilty over the summer to failing to file a return in a deal that called for no jail time. but that deal fell apart, and now prosecutors, as you said, have thrown the book at him. they're charging him here with tax evasion and fraud saying that he had the money to pay his taxes but instead spent it on a lavish lifestyle that included drugs, escorts, expensive clothing and luxury cars. and when he finally filed the tax return in 2018, they say he lied about business deductions to lower his tax burden. the indictment says he sent a $10,000 wire transfer to his accountant. that $10,000 was used to purchase a membership in a sex club. prosecutors say while some of this conduct came while mr. biden was addicted

nbc news capitol hill correspondent julie tsirkin is live for us this morning. good morning.s good to see you. let's start with what happened with liz mcgill, congresswoman elise stefanik posting online, quote, one down, two to go. what are you hearing from other lawmakers about the congressional hearing and the resulting resignation of mcgill? >> yeah, katie, it's good to be with you. it's not just elise stefanik and it's not just the white house out of democrats. we heard from several democratic lawmakers in the house and senate expressing outrage to this hearing. it wasn't just the upenn president who took part in it. you had two others from m.i.t. and harvard. one of them had a viral exchange with at least stefanik, the president of harvard, claudine gay, where she was asked multiple times whether antisemitism, calls for genocide against jewish students violated the harvard code of conduct on campus. she refused to answer that to the standards, any standards for republicans, for democrats, for anybody watching the hearing. stefanik and virginia foxx, the chairwoman of the

julie tsirkin is watching this for us with the developments overnight. e granted 31-year-old kate cox the ability to get an emergency abortion. texas has some of the harshest laws in the nation restricting the procedure, but they have medical exceptions. that is what cox and her lawyers say she is the exception. at 20 weeks, she is suffering complications. she wants to desperately grow her family, but due to a fetal abnormality, the doctors say the baby will not survive. >> we are going through the loss of the child. there's no outcome here that i take home my healthy baby girl. it's hard. you know, just grief. >> reporter: you can hear how difficult this has been for her and, peter, she has been leaking amniotic complications, she has been rushed to the emergency room several times in the past few weeks. attorney general ken paxton says this is not a case where her life is at risk of death. with no timeline for the decision to be made by the texas supreme court, her time is running out. peter. >> julie tsirkin, thank you. >> we will keep our eye on that.

significant thing the republican majority has done -- >> joining me now, nbc news correspondent julie tsirkinon capitol hill. how is the white house reacting to lawmakers leaving town without passing this crucial aid package for israel and ukraine, and any word about a backup plan? >> well, katie, it is such a good question. remember a couple weeks ago, even i reported along with my colleagues, according to sources, if they don't pass aid to ukraine and israel by the end of this year it will be that much harder to get that done in an election year in the new year, because of speaker johnson's fragile republican majority. because so many of those hard-line conservatives do not feel the need to continue funding ukraine, but what is really the centerpiece issue here is, the problem at the border. the migrant crisis with record high numbers continuing to spike nearly every other day, just this week another record on tuesday and this is an issue that republicans especially want to solve, but the white house and president biden also making it clear they want a deal on this. i spoke to senator linds

i want to bring in nbc congressional correspondent, julie tsirkin, on capitol hill to talk more about this. where are we today, it looks like mitch mcconnell threw some cold water on a deal getting made. what goes on from here? >> a couple of hours, senate negotiators are trying to gather in person, in the capital, along with secretary alejandro mayorkas. that process is still moving forward. you'll remember yesterday, we were talking about how they needed to have a framework. some kind of product that they could show the rest of their senate colleagues before they head back into town tomorrow evening. look, this is what we agreed. on here are the proposals that we've signed off on. now, let's get ready to translate that the bill text. now they're not at that step. they are still major issues where the two sides are very far apart. i'm told those buckets include the issues like tightening parole system, also reforming the asylum system, trying to expand enhanced deportation of migrants beyond the border, going into new york city and chicago, all of these areas. democrats, especially h

. >> nbc's julie tsirkin is reporting for us on capitol hill, back with us is matthew dowd. ed, as you heard, of dire consequences for kyiv if this doesn't get passed. where do negotiations go from here? >> reporter: given that republicans are not going to relent off their demands that border affixes, immigration reform be tied to any aid to ukraine, that was illustrated to me by senator lindsey graham, for example, one of the fiercest hawks to sending aid to ukraine, who told me, he thinks the border is more of a concern than ukraine, given all of that, they really have three options forward. according to my sources. the first is they somehow get a deal done on reforms to the border that could be mustered by republicans in the house, before they leave for holiday break. they end up passing that with assistance for ukraine and aid to israel and taiwan. that really seems like an unlikely option now given that the clock is ticking. they're set to be out on break next week, and we really don't even have a new offer from republicans that they had presented to democrats. the secon

let's go to nbc's julie tsirkin, who's reporting on this from capitol hill for us. julie, welcome. tell us who is there and what's the latest on these talks? >> yeah, just across the capital, i just came from taking out that meeting, which involves the three senate negotiators, chris murphy on the democratic side, james lane on the republican side, and kyrsten sinema, of course, an independent from arizona, who is trying to bridge both sides while staying in communication with house members. remember, that's where she came from, she has those relationships and those bonds, including what speaker mike johnson, who she told me she has spoken to, and she has kept -- at least somewhat of the contours are looking like right here. what's on the table here is certainly overhaul of the current status quo, immigration system, as we continue to see these record numbers on the border. it's things that progresses -- progressives antisemitic lawmakers are certainly called about. they're calling it unimaginably cool, and in response to that, sinema told me just yesterday they are saying that bec

we have a couple reporters now covering both those headlines on the hill, nbc's julie tsirkin is tracking latest on that impeachment vote. let's start with ryan nobles. you were there as he made these remarks. let's talk about what we heard from him and what we know about what's happening on the hill right now. >> reporter: yeah, there's no doubt that this was a pretty dramatic public relations effort by hunter biden to show he was here and ready to answer questions from the oversight committee and their investigation into his father and his business dealings and whether or not the two are connected. to be clear, that's not what the committee was looking for today. they had asked him to appear under subpoena in a closed-door deposition to answer their questions about his business dealings and whether or not they connect to his father. they said at some point later, they would be willing to allow him to testify publicly, and so this was an effort by hunter biden to show that he has nothing to hide, that he's willing to answer those questions, but it's probably not going to move house repub
