justin andrews liv in oakland for us this morning.reporter: yeah, they're fed up because they say they never really even wanted to go on strike. in fact they were waiting last night for the district to come up with a new proposal but that did not happen. so they're saying they're forced to strike. this is been going on for about seve days now and they've en trying to come to an agreement and thi is affecting 34,000 students in the school district. think haven't had a new contract sinc before the pandemic. the district have proposing that every teacher gets a raise of 13% to 22% depending on experience and a one-time bonus the union is demanding a 23% raise but says the negotiations are more than just the money aspect of things. teachers say students deserve smaller class sizes, counselors at every school, and better classroom conditions. so we're looking at the numbers when it comes to salary. and according to the california department of education, the average starting salary for a teacher in the state is just over $51,000 a year. in

justin andrews has been out there all morning long talking to teachers, parents and students. justin, how is everyone feeling this morning? >> well, you know, obviously it's a lot going on. these teachers are frustrated. they have gathered here outside of city hall in oakland. this is where a rally will be getting underway in about an hour or so. there is already -- that rally is planned. we heard from some of the teachers, liz, that told us that they don't want to be on the picket lines but when the district didn't come up with a solid proposal, they didn't have a choice. one teacher we met, she says she has been teaching for 10 years. she and other teachers were waiting for a promised proposal from the district and teachers say they didn't come up with one so that's why we are seeing the signs and hearing the chants outside of more than 80 bargained in good faith and it will continue to in an effort to reach an agreement. they want common good proposals and they are focused on compensation which the district says is something that the teachers wanted most. the district propos

justin andrews is at skyline seeing more of the same thing. justin, this follows back and forth bargaining with no deal reached what are you hearing from the teachers? >> reporter: we were men'sing this morning that they are fed up. we are seeing more than two dozen are at skyline high schoo because they want better workin conditions. they chose to be outside striking instead of in the classroom teaching this morning. they are demanding better working conditions. unio leaders say teachers were waite for a promised counteroffer fro the district at 5:00 p.m. yesterday. teachers were willin to stay up all night to reach a deal. obviously this morning there is no deal. so, now, the district decided to strike. the district doesn't know how long it will last but it will continue to bargain with the union in an effort to reach an agreement. they are proposing a raise of 22% -- >> sounds like we lost justin there. we will keep going with it. >> reporter: so, the district i proposing 13 to 22% for every teacher depending on experience and one time bonus
