stand by, kaitlan. i want to see what's going on. russian forces are in what are being described as offensive movement around kyiv. what's the very latest, phil. what are you hearing? what are you seeing? >> reporter: ukrainian forces are pushing back. in recent days they've shifted their positions with some success, notably around the capital kyiv, to the west, to the east as well. now a russian general, a senior russian general has suggested what was said on the battlefield so far has been a deliberate diversion, a distraction to weaken the forces. he said russia is approaching an encircling the bigger cities not that it wants to take it but in an effort to tie down ukraine forces. once that's done russia can tie down what he says is control of the eastern country in the so-called donbas region, where russia has recognized the independence of two breakaway republics there. all of this is very different to what much of the world, to what experts say russia has been trying to achieve here in recent weeks. they say russia thought it c

kaitlan collins live with more. kaitlan, let's break this in two. do we know anything about this call between the two presidents? >> reporter: we haven't heard yet that it ended, john. they just got on the phone again in the last hour. we know this is, of course, part of the larger discussion that's been ongoing between the united states and ukraine about these efforts to continue to help ukraine, something that the president said yesterday they are going to continue to do despite these russian claims of scaling back their military operation, of course given what ivan just laid out there and the white house says they have no evidence that is actually happening. and instead they think russia is preparing for a major offensive, again, maybe in a din participate of ukraine. this also comes, john, as they have declassified this new intelligence they have that they believe there is this widening gap when it comes to trust between president putin and his top military advisers. they believe there's a lot of mistrust there because they believe putin feels h

kaitlan is with us as well.e know president biden, he gets emotional at these kinds of moments. >> he is. when he ran for office, that's what we talked about, that is a factor that allies say believes works in his favor. this is something where the president, you know, he has a lot of experience with ukraine. this was his portfolio when he was vice president. obviously when crimea was illegally annexed by russia in 2014. so, all of this is playing into what the president -- his background is in. when he was talking yesterday about how he was disappointed, that was the word that he used, that he can't actually go into ukraine. a lot of that, he wanted to meet with these women, these ukrainians who have been displaced from their homes, had to flee and had their lives divided as a nation. that will be the aspect of it. you notice the white house has blocked off several hours for president biden to go and meet with refugees. it will be here in warsaw at the stadium, not far from where wolf and i are sitting here. th

kaitlan collins joins us now from the white house. kaitlan, what more are you learning tonight about the weapons we were just talking about that they're sending to ukraine? >> reporter: yeah, this is big because we have confirmed that the united states has sent hundreds of these stinger anti-aircraft missiles to ukraine in recent days. and remember, anderson, that comes after last friday, president biden had signed this order sending about 350 million more dollar in aid and security assistance to ukraine. and this is notable, given about 200 of these, we were told, were delivered on monday alone. and it's noteworthy for two reasons, one that this can still get into ukraine because obviously it's become a lot more challenging since the invasion started last week to get that aid there. and they're not sure how long that's going to happen or if the russians will try to disrupt that, of course. so, there's not this lethal aid getting to ukrainians. and two, because of these stengel anti-aircraft missiles, which obviously, they can take do

kaitlan, thank you.s call with putin believe the worst is yet to come. explain what you have been seeing today. >> reporter: well, anderson, it's already been a bad few days but i would say today is the worst we've seen in terms of the types of material that are coming in, videos posted online from all around the country but particularly in a town called cherniv, about 70 miles north of here, where there were multiple strikes, vast residential apartment building apparently targeted. in one video i watched a man is shouting, what means it was a pharmacy or drug store targeted and then you hear a woman screaming from another part of the area, screaming which means children, children, so the video is very graphic, i don't think that we can show it ubut you can see the bodies of civilians lying on the ground. hearing from local authorities that more than 30 people were killed in those attacks and also closer to the capitol just close to the northwest the town of boravyanka, minister saying there were many ci

kaitlan, let's talk a little bit about what we're learning. know you're doing some excellent reporting on this. what have you learned that is actually taking place so far behind closed doors? >> reporter: one of the most notable things right now is they're in the second summit of the day. this is the time it's with the g7 leaders. of course, those industrialized nations. president biden is preparing to leave here at nato to go to his third meeting of the day. all of these focused around ukraine, and ukraine's president zelenskyy has addressed them twice now. first, of course, virtually on the video conference as they met with the nato leaders earlier this morning. then he addressed the g7 leaders as well. he's a very clear message which is that ukraine needs help from these nato allies, from the g7 leaders. more help than what they've gotten so far and he has thanked them for the support they've gotten so far. he's still calling on, saying ukraine needs more jets, fighter jets, more tanks. he's called on them saying you've got thousands of fig

and in washington cnn chief correspondent kaitlan collins. first, i want to give a quick overview of the developments we saw today from orrin leiberman. >> reporter: tonight russia increasing its attacks on the western part of the country, fire and smoke on-airfields near the polish border. it's a scene that played out in cities all across the country as russia unleashed a barrage of attacks in the early morning hours. in the central city of dnipro, fire poured out of a factory, debris litting the ground. an explosion destroyed a soccer stadium and nearby library. this crater shows the force of the impact. in a city near the border with russia, a strike destroyed a home for the disabled, many whom are elderly. and there's growing evidence that a town in eastern ukraine has fallen to russian forces and their separatist allies. russian troops are seen running through the decimated streets. russia has falsely accused the u.s. of supporting experiments in ukraine with biological and chemical weapons. ukrainian president volodymyr zelenskyy says i

kaitlan, this was a pretty revealing moment. tell us more about what the president of the united states had to say. >> reporter: well, wolf, he's really echoing these intelligence assessments on what's happening inside russia and apparently a state of tensions between president putin and his top advisers, although when president biden was speaking with reporters today he did add one caveat about what the u.s. is hearing. >> there's a lot of speculation, but he seems to be, i'm not saying this on certainty, he seems to be self-isolating, and there's some indication that he has fired or put under house arrest some of his advisers. but i -- i don't want to put too much stock in that at this time, because we don't have that much hard evidence. >> reporter: and wolf, when it comes to the self-isolating aspect of the president's comments we should know president biden and president putin have not spoken since this invasion began and i asked the white house today if they made any plans for the two of them too speak and basically said n

. >> kaitlan collins and cnn reporter natasha join us. kaitlan, let's start with you. beyond these new sanctions, what else is the u.s. expected to say, the president and the white house expected to say about the possibility of sending more u.s. troops to nato posts? >> we are expecting some kind of announcement on that, poppy. it's not clear yet what that's going to look like. it doesn't seem like it's been finalized. likely that will happen once president biden is here on the ground speaking with these nato allies about this. but we do believe nato is going to increase its force posture. likely that would mean the united states doing so as well. we've seen him do that over the last several weeks since this invasion started on the eastern flank, with a lot of those countries that are nato allies that are very close to ukraine, very close to russia as well, given the obvious concerns they have because of this invasion and how that has happened. so this is something that's likely to come out of this full day of meetings that president biden is going to have while he's h

kaitlan collins joining us with more on that angle. so, kaitlan, we're waiting for that announcement later this morning from president biden. what do we know about specifics in terms of the military aid in that package? >> reporter: well, it is definitely by design. the president will be speaking just hours after president zelenskyy makes these appeals to congress where we know he's going to thank the united states for the support they provided so far, but he's also going to ask for more. more from the west, that is something he has echoed in other speeches he has given in recent days, it is something he's expected to ask for today. and so in a few hours president biden will be seen as a response to president zelenskyy and the request he is making for more assistance. and so what we do know president biden will say is that he is providing this $800 million in new security assistance from the united states to ukraine. that's on top of the $200 million that he authorized a few days ago. so in the last week, that puts the total of what th

let's bring in our chief white house correspondent kaitlan collins.he's also here with us in warsaw. kaitlan, do we expect to hear from the president when he delivers what white house officials are calling a major address tomorrow? >> reporter: wolf, what we're hearing is that it will be a culmination of the president's time here in europe. from what he has seen with these diplomatic talks with allies when we were in brussels to today seeing the human toll of the russian invasion of ukraine and the millions people displaced and millions coming here too poland which is why president biden chose to come to see up close what is happening and to meet the polish president would has been sheparding this situation and being briefed by the humanitarian officials who are on the ground dealing with this day in and day out. we're now a month into this. and president biden was talking as he was getting his briefing, he wishes to make one more stop but indicated he wasn't allowed. listen to what he said. >> part of my disapproval is that i can't see it firsthand l

i would, before turning it back to you, anderson, i would comment on what kaitlan collins said earlier air targets. they are to a degree, those are low altitude weapon systems. they can take and engage fighter and see helicopters at low altitude, but eventually you'll see russian air forces probably bombing from higher altitudes and unfortunately, the ukrainian military does not have the kind of missile systems like a patriot or an arrow like the israelis have so it is going to be problematic and you're likely going to see even more of this kind of destruction. >> and general hertling, i should have looked this up and not just asked you this but is the stinger, is it one and done or is it, one use and that's it? and i believe the javelin is that way, correct? >> that's correct. both of them are very technologically advanced system. they are going to hit what they aim at, and in fact, i read some intelligence import from a ukraine friend of mine a little while ago that said they estimate they have engaged russian armor with over 350 javelins and had close to 320 kills. that's about what

kaitlan addressed this, but today nato said this. it says it's activating and reinforcing defense systems for all these threats. so enhancing that capability to try to prevent the most harm should these weapons be deployed, but said further decisions will be taken at the next nato summit this summer. are you surprised, ambassador, they're going to postpone making further decisions? couldn't this summer be too late to make those big decisions? >> summer could definitely be too late. i agree. and i imagine that they actually did have conversations about the possible nato response or individual nato member response. we remember that in some -- in times past where chemical weapons were used, there were strikes, military strikes against those forces that used those chemical weapons. and that must be -- since it was done in the past, it might be done again. might be on the table again. but i would imagine we wouldn't want -- that the u.s. government would not want to broadcast what it is they are planning to do, but i'm sure they've got pl

kaitlan collins, do we know what has said on the call. >> reporter: no.about an hour and 50 minutes. though it did end before 11:00 a.m. earlier today. we still have not gotten a read out from the white house on what was said. we've heard accounts from state media about what xi jinping told president biden. it is four months since they last spoke and since russia invaded ukraine three weeks ago. president biden and the united states is hoping to deter beijing from helping the kremlin out. they've made request for economic assistance, they've asked for military equipment, including the by encouraging him not to help back phil when it comes to military equipment and what shortages are. not to help when it comes to the sanctions that they are facing from the west and so those are the big questions coming out of this. is whether or not president biden was successful in that or if he go got a good read on whether or not china does plan to help and if they do the white house said they will pay a steep price if they help putin out with his invasion. >> kaitlan c

now to kaitlan collins. you've been talking to officials about this massive convoy and the possible ratcheting up of forces from the russian side. what are you hearing? >> reporter: they're obviously monitoring it closely. they see what direction it is headed in and how long it is. it's made up of russian military vehicles. you can put two and two together what michael is talking about the fears. it's not just the convey the white house is concerned about, don. it also the increase in violence that we've seen in recent days. the civilian casualties, the killings that are happening as michael is saying there is a concern things are going to get ratcheted up, that's a concern that is shared here at the white house because yes, we have seen this fierce resistance from the ukrainians so far that surprised many people who have been watching this and analyzing and predicting how quickly the capital like kyiv could fall to the russians, something that's surprised the russians but in the end, still looking at the nu

chief white house correspondent kaitlan collins is here in warsaw and barbara starr reporting from the pentagon. we'll get to her in a moment but first to you, the schedule is clearly changing a bit because of this emergency landing that the president of poland had to make. >> reporter: we should note, his plane landed safely. he had to come back to warsaw delaying his visit with president biden. air force one is on the tarmac for half an hour or so as president biden was on board with senior staff. and so basically, this is just shifted the white house schedule a bit, wolf, and reversed it where president biden is now going to be going and meeting with members of the 82nd airborne division here in poland talking about this effort of course and highlighting how they really bolstered the nato forces here on the eastern flank in eastern europe since this russian invasion began and that will be highlighting that effort, of course, a huge topic during the emergency meetings that the president held with nato allies yesterday and then you're going to see the president go and get a briefing o

cnn's kaitlan collins is at the white house.lex marquardt is here in lviv. >> it's of nose because these are places we haven't seen hit too hard in the past two weeks. the vast majority of the areas that have been hit have been in the eastern part of the country as well as in the south, soda knee pro is in the center. there's been at least one person killed according to local authorities at a shoe factory. we saw a preschool, an apartment building that were also damaged. this is the first time that that city, we understand, was hit. when you look farther west, and we were woken up by air sirens earlier this morning, and that shows how much fear there is of what could come here. with the border of poland, lutsk, an airfield was hit by four strikes, we understand, and two people were killed there. and then just below us, in an area, another airfield that was also hit. this was done with high precision long range weapons which just shows there are no russian troops in the area, but they are going after what they believe to be milit

kaitlan, latest on the president's upcoming trip to europe? >> reporter: i don't think an overstatement, the most consequential trip he takes while in office. leaving wednesday, going to brussels. a meeting with about 30 heads of state on nato. thursday obviously coming out of that talking about what they talked about today on the phone with the leaders of france, germany, italy, uk, which is brute's tactics putin is using on ukrainian civilians. so then got several more meetings there. also going to go to poland meet with the polish president given they've taken in about 2 million refugees since the ins vasion started. the white house says they are hoping to have deliverables coming out of this. concrete takeaways from meetings between heads of state and still finalizing them and not ready yet. i think what you heard from president biden tonight could shine the light on what that looks like, anderson. he said he does not think ukraine needs anymore military wep than they have now as far as capability. u.s. assessments, nato assessments, based

we'll have reports from scott mclean, thrillia gallagher in rome, and kaitlan collins at the white house. we begin with our scott mclean live in lviv, ukraine, scott, let's start with the deadly attacks on the barracks, what's the latest. >> reporter: kim, this is footage taken by swedish journalists, saying it looked like five russian bombs were dropped on this military base in mykolaiv, it's not clear how many were taking cover in shelters, underground, wherever and that would have a huge impact on the death toll. but in the immediate aftermath it is clear there were casualties. you can see people from the barracks, rescuers trying to frantic to pull people out. one man is pulled out, miraculously, he looked, actually, uninjured. one soldier told that affiliate in sweden that there were some 200 people present at the time. and he estimates that the vast majority of them would have been killed or injured. it's possible that the number of casualties here is massive. again, we're not in a position to clarify at this point. mykolaiv is an important part of the russian advance in ukraine. i

sam kiley in kyiv, kaitlan collins at the white house, and ed lavandera in eastern poland. first an offerverview from oren liebermann. >> reporter: russia is broadening its attack, hitting tarts both military and civilian. in the capital city of kyiv, flames pour out of the remnants of an apartment building. firefighters evacuating the wounded. russian forces have not yet encircled the capital city, but they are trying. >> when kyiv fell, everything is okay. there are some shortages, but no desperate situation. but in town south of kyiv, some of them are occupied by russian forces, and some of them they are fighting now. and it's absolutely awful. >> reporter: ukraine's resistance has stalled russian's advancement on the ground. is russians have turned to long-range strikes. southern ukraine is where they have advanced the most. to the west, russian forces hit a military base used for training over the weekend. the strike killed at least 35 people, the local military says, and wentounded more than 100 others. >> it shows vladimir putin is frustrated by the fact that his for

for the very latest, we go back to cnn chief correspondent kaitlan collins in warsaw. kaitlan this seems to be focused on humanitarian relief. what's about to unfold? >> absolutely. that has really been the focus of the latter half of president biden's time here in europe. meeting with president duda. as you just noted there, poland is really shouldering a lot of the refugee crisis sparked by the invasion of ukraine. president biden said he doesn't think that should be poland's responsibility. the whole world should share in that. saw the steps the united states is taking to help with the refugee crisis. the leaders are struggling to cope with it because they've had a massive influx of refugees. over 2 million people have come into poland since this invasion of ukraine started. obviously, millions more displaced from their homes and the u.s. announcing they'll accept up to 100,000 ukrainian refugees in the united states. of course, it remains to be seen if 100,000 would like to come to the united states. the white house says they believe, maybe they prefer to stay here

. >> let's begin this hour at the white house and cnn's kaitlan collins. what more are you learning about the president's plan to help bring down gas prices? >> well, this is going to be the biggest release you've ever seen from the strategic reserves. president biden is going to announce this plan shortly. we got some details on what this is going to look like from senior administration officials who briefed reporters on this plan to release up to 180 million barrels of oil from the strategic reserves here in the united states. that's about a million barrels a day for the next six months. it is the biggest that you've ever seen from the strategic reserves that's ever been released since it was established in the 1970s. but there are questions of how quickly it can affect prices and what that's going to look like and how to replenish those reserves as well. the reason president biden is doing this is clear when you look at fuel prices. the average is over $4 a gallon compared to a year ago, about $2.39. when president biden took office. and ever since this

n nick paton walsh and at the white house, cnn kaitlan collins. just want to give you a broader look at the day from cnn's kristen fisher. >> russia is broadening its targets with new air strikes hitting the western city of lviv which previously had been largely spared. the mayor confirming missiles hit near the airport. the city is just over 40 miles from the border with poland and nato country and lviv has been a haven for refugees fleeing the conflict for a stop on the way to europe. and russia is not letting up on the capital kyiv with new strikes on the northern residential district, ukrainian emergency services say one person died after remains of a downed missile set fire to a residential building. in the northeast, fires broke out in this massive market in the city of kharkiv after it was shelled by russian forces. city officials say one rescue worker died. in the southern city of mariupol, 130 people have been rescued from that makeshift shelter bombed by russian forces. a theater with the russian word for children written beside the buil

kaitlan collins joins us from there. we understand just within the last few moments, we're hearing the president is going to take some questions, especially after some remarks made this weekend. he is sure to be questioned about that. what do you know? >> yeah, he is expected to take questions, according to the white house, which normally doesn't advertise that kind of thing when it's prepared remarks like this which will be on the president's budget proposal. there's a press conference. then he's going to take questions. they went out of their way to say he'll take questions from reporters this afternoon. of course, don, that comes after yesterday the president told reporters, no, he was not advocating for regime change when he made those famous remarks now at the end of his speech in warsaw on saturday night. of course, the remarks where he said that putin could not remain in power. those were remarks that were not initially in the prepared remarks for the president's speech. it's something he ad libbed and added there

cnn's chief white house correspondent kaitlan collins is in warsaw. kaitlan, some important meetings for president biden today, but he made a little bit of news just now, speaking to reporters at the top of this meeting with refugees. >> yeah, and what he's doing is talking and essentially getting briefed on the humanitarian crisis that's happening on the ground given, of course, poland has had to deal with so much of this influx of refugees from ukraine, abby. millions of people have left ukraine. over 2 million of them have come to poland. obviously it shares a huge border with ukraine. that's a big part of the reason why. we saw in the early days of this invasion how people were coming in by train, by bus with nothing really but the clothes on their back. so president biden is getting briefed right now by these humanitarian officials who have been dealing with this every day, day in, day out, on the ground. he did just say he is disappointed that he himself personally cannot go into ukraine and see this refugee crisis firsthand from the people who

kaitlan collins has details from washington. >> yeah, president zelenskyy and president biden both expected to give major speeches on wednesday. first ukraine president zelenskyy is going to address the united states congress where we know he is going to thank the united states for the support that they have given to ukraine since russia invaded. but he is also expected to ask the west for more assistance. and two of his major demands have been to create a no-fly zone over ukraine, and also to send the ukrainian air force more fighter jets. two things that have been firm no's from the white house so far, citing conflicts they believe that could draw the united states into, and the high-risk situation of transferring planes into ukraine as russia is attacking it. of course zelenskyy could ask for other assistance in this speech that he is going to give to congress. and we will hear from president biden later on where he is going to announce $800 million in new assistance to ukraine. that would bring the total in the last week to about a billion dollars in new lethal assistance that the unite

carolyn is in befo-- kaitlan cos is in brussels. what are you hearing about these meetings? >> reporter: most of them were pre-scheduled, which is pretty amazing given they don't usually pre-schedule these meetings. this is something president zelenskyy and president biden has called on the nato summit to do. they're also going to announce new measures to continue enforcing the sanctions they've already put in place, these concerns they have that people will try to evade or undermine the sanctions already intact. this will be another announcement from president biden. he starts the day in brussels when he arrives here with a meeting with his nato allies, then he goes to a council meeting and then meets with the g-7. all of this happens over the invasion of ukraine and trying to punish putin for his effort. there is a show of solidarity with president biden coming here, though there will be real conversations about the assistance these countries are providing to ukraine. kate, we should know that part of that $800 million in military assistance that president biden recently s

let's start at the white house with kaitlan collins. president biden suggested that no one could have interpreted his remarks as calling for regime change. >> reporter: of course, jake, many people raised the question whether that's what he was calling for. he said he is not walking back his statement that president putin cannot remain in power, he also says he's not stating new policy from the united states government which, of course, officials say they do not support regime change in russia. that is up to the russian people to make that decision, and the united states does not have a position on that but, of course, it came into question after those nine words that president biden said at the end of a very forceful speech in warsaw. it came after a day where he had been meeting with ukrainian refugees, the very people putin has forced from their homes in ukraine, and instead president biden told us a few moments ago he was expressing his moral outrage at putin's behavior. >> i wasn't then nor am i now articulating a policy change. i

and as we were leaving, i lookelooked at kaitlan collins and i said i wonder how long the white house will take to clean up what the president was saying and of course they were trying to clarify that the president was not supposedly talking about regime change. and then it immediately dawned on me a few days earlier when the president first said that putin was a war criminal, within a very short time the white house was putting out statements, state department was putting out statements that the president was simply speaking from his heart. he didn't really mean that technically legally that putin is a war criminal. a few days later the secretary of state antony blinken officially publicly legally said that putin is the -- the u.s. regards him as a war criminal. so when is the white house going to go further and say, well, yes, for god's sake man cannot remain in power. so it was a little awkward to see the white house clarifying what the president was saying. because if someone is a pure thug, a dictator, a war criminal and a butcher, should that person really remain in power. >> of
