administration inherited hamid karzai as a leader.ver the relationship between the afghan people and the presence, the big presence of u.s. troops as well as nato troops. there was a time just a couple years ago when hamid karzai ruffled quite a few feathers when he had referred to u.s. troops as potential occupiers. got a lot of attention and a lot of criticism for that, quite frankly, because it seemed like he was ungrateful to the u.s. mission inside of afghanistan. well, i put the question to him today whether or not he would consider the u.s. troops that are still here, and have been here for the last ten years, as occupiers. >> i didn't say occupiers. i meant conditional. i said "if" the united states forces don't respect our sovereignty, and if the act against our well, then yes, they are occupierers. and yes, if they do that, then that's how they will be termed. >> reporter: so, drew, i asked him what would the term be now, today? would he in fact characterize u.s. troops inside of his country trying to protect the citizens, t

are we confident that karzai is trying. >> i think he is trying and i think we've made kind of the first transition. we've transitioned a number of areas now over to the afghans. that's the first of areas that we said you're now in control and it's working very well. we've got a number of other tranches to go through. but their ability to transition and the ability to provide security, provide the governing is going to be very important. and i think while the touest area still remained to be done, that i'm at least encouraged that these first steps in the transition are working and working well. and we're learnin lessons, we'r implementing those lessons and i think i gives me some hope that by 2014 we will be well on the path towards making the kindof transition to an afghan that can secure itself and govern itself for the future. >> charlie: 2014 is when karzai's term ends. >> that's correct. >> charlie: his brother was assassinated by a member of the security team and the taliban took credit. they have begun a campaign of those kinds of fascination. do you viewhat as a sign of strength

brother while he karzai in kandahar which apparently does turn out to have been a case where he was in touch with the taliban and again underlines the point that the taliban have been making with their strategy that they have in fact been able to strike targets because they are afghans and they have afghan allies to help what about the timing of this is it to challenge the transition all of the power of the u.s. and to be a force is the security over to the afghan security services and if that's the case surely this is a message saying it's too late even to think about withdrawing one of those forces and handing power over to the afghan officials. well i think that's certainly part of the calculation that is being made here that this would have an impact on the opinion and politics surrounding this trans the so-called transition but i think it's clearly a larger strategic calculus that underlies just overall strategy of hitting targets that make this point politically you cannot keep us out of these most sensitive places we can hit the highest level and most sensitive targets that a

what are the headlines from your meeting with karzai?rter: well, randi it was about 30 minutes or so. very hospitable. we met at the presidential palace, covered a lot of different subjects, including corruption and including some of the criticism that you talked about. the main thing that we focused on here is obviously americans are very war weary. it's been ten years we've been in afghanistan. a lot of folks are looking for the exit strategy, if you will. 2014. at the end of that year, that is the time that u.s. and nato combat troops are looking to come home. they can't do that until the afghan troops take over their own security, until they are able to protect their own country. so that was the main point here. i put it to him quite poignantly whether or not the afghan people have the capability, whether they have the will for that timetable to work, to basically take over their security, as well as the future of their country. here's what he said. >> from that point onwards, a majority of international forces will have liberty, fre

karzai is flying home early from the u.n. to deal with the fallout. for more we turn to patrick quinn, news editor for afghanistan and pakistan at the associated press in kabul. and patrick, welcome. tell me what the latest on what exactly happened. >> well, what afghan officials and nato are saying is that the suicide bomber carried out the attack with a bomb inside his turban. he apparently gained access to mr. rabani's home, pretending to be an emissary for the taliban. he was actually escorted into the house by a former taliban leader and former fighter who fought along with rabani against the russians. so he gained access pretty much by saying that he was there to discuss peace. he entered the home, shook mr. rabani's hand, apparently bowed over in a sign of respect and then blew up the turban. the explosion killed mr. rabani. it also seriously injured a senior advisor to president karzai on issues of reconciliation and reintegration. so this suicide bomber essentially managed to damage the two people who were leading the peace process here in af
