nbc news capitol hill correspondent kasie hunt, host of "kasie d.c.," joins me. so there are some signs of progress on a smaller covid bill? or is that sort of a false hope? >> reporter: andrea, i don't necessarily think that we're going to see dramatic changes on a coronavirus relief bill until we know that the parties are sitting back down at the table and actually trying to hash this out. what you have here is another round of competing messaging on that front. but it's been galvanized by the post office crisis. democrats of course coming back to washington on saturday to vote on a bill to send additional money to the postal service. that prompted republicans in the senate to say, okay, we'll do that and we'll attach it to our version of the coronavirus relief bill. the reality is that still leaves us with nothing signed into law despite the bipartisan concern about the postal service. i do think it is bipartisan on capitol hill, there are significant differences between the senate republicans on this question and the white house. mitch mcconnell acknowledged

. >> joining me from capitol hill is our capitol hill correspondent kasie hunt. kasie, you know, so many times you and i sit here trying to read between the lines of what a politician really wants out of something. the president saying it outright. he just doesn't want to do this because he thinks it's going to help mail-in voting which he believes in his own head hurts him. >> he seems to, chuck, which is a little bit -- for those of white house have watched how elections have played out in the past and speaker pelosi talked about this today. she said we worked so hard to get out the democratic vote and the mail-in votes would come in and republicans suddenly would be doing better than they were in the election day vote. essentially saying this is something a lot of republicans have done for a long time. they have figured out how to do it well. this is one of the many contra dictions between the president himself and his campaign. he's trying to actually, you know, convince people to vote by mail if you look at the way they're approaching voters state by state.

it's kasie hunt. this morning, and that's the po. that's something a lot of people are worried about, especially with the increase in mail-in balloting amid a pandemic. there's reporting this morning that democrats have been willing to scale back their demands in this bill for the number of dollars for the u.s. postal service, possibly meeting with the postmaaser general later on today. do you think democrats should compromise on this with republicans if you make this compromise? do you think the post office is going to have what it needs? >> well, the post office issue for me is really an issue of mail-in voting between now and november 3rd. you know, colorado has almost all mail-in voting. we're one of the best in the country. we do it really well. there's no fraud. you know, these allegations of fraud and the system not working have been disproven a year after year in colorado. our voter participation rate has gone up over 20% since we've implemented mail-in voting. it's gone up for both parties. s

so that incremental progress, kasie, i took directly from you. but give us an update. so you've got speaker pelosi, leader mcconnell. generally expressing optimism, but where are we really? >> well, chris, it's been a little bit of a stalemate for the course of the morning, and the language has been getting a bit darker. nancy pelosi at her press conference this morning said that while she sees a light at the end of the tunnel in these negotiations, that might may be the light of the oncoming train of the virus. and you know, i think that that sort of metaphor, if you will, illustrates and underscores the political realities around these negotiations. republicans were trying to hold onto the white house, trying to hold onto the senate. they know that nancy pelosi in many ways has the upper hand here and democrats are holding out for more money, particularly for schools, for state and local governments and especially for unemployment insurance. we know that republicans have made an offer of $400 a week for that benefit through december. democrats essentially saying that
