matt keller, abc 7 news. >> 6:36.s morning we can learn the identity of a man killed in a mobile home fire in livermore yesterday. it broke out in a mobile home park on south front road at preston avenue. this is cell phone video. firefighters found one trailer fully engulfed and a second next door also on fire. crews discovered the victim inside one of the mobile homes once the fire was out. no one else was hurt. >> a man who took hostages at gunpoint in east bay is facing a slew of charges. the 35-year-old man was arrested after taking two people hostage at the arco gas station in antioch. just before noon police say he carjack ad driver, drove off and stole another car while leading police on a chase. he eventually crashed near a gas station. witnesses say he then tried to carjack several other drivers before going into the gas station. after several hours negotiators convinced the man to release the store owner and another employee. >> 6:37. up next a troubling trend for teens and technology. what research proves

matt keller is live at the scene with more. >> reporter: the fact that the fire wasn't more tragic or credit to firefighters that arrived quickly on scene. first call came at 5:13. five minutes later first crews were here fighting the fire at this apartment complex. seven units in this complex. they were able to knock that fire keep that fire into one unit. firefighters told me there was a man and woman and their adult daughter and her granddaughter, a six-year-old, inside the apartment when this started. they're crediting the smoke detector with getting out alive. able to escape without injury. as they were going out they noticed a fire in the kitchen area. firefighters called a second alarm, staged a third alarm, although they didn't need to use the firefighters. the first firefighters on scene from the first and second alarm were able to get this fire out. there were 37 firefighters on the scene, 8 engines, 2 trucks 10 vehicles to put out the fire. apartments are all close together. this is a seven unit complex in the middle of the apartment complex, so obviously the danger of flam

abc 7 news reporter matt keller has the story. >> reporter: this is the end result of the strange and extremely dangerous police chase. it started around 12:15 this morning. police officers thought it was unusual a dump truck was in the neighborhood and ran its plates and found out it was reported stolen out of san francisco. the officer tried to pull over the dump truck. the driver had other ideas and aimed the several tons of metal at the patrol car. >> the officer felt his life was in danger and the vehicle was headed towards his patrol vehicle and putting his life in jeopardy. >> reporter: police say the officer reversed and got his patrol car out of the way of the massive vehicle. the dump truck took off speeding leading the officer on a chase through three cities and running red lights and stop signs. the 4 a 42-year-old woman and her nephews were just getting home in their minivan when the dump truck slammed into them. the driver tried to run, but was arrested. the three in the minivan were taken to the hospital. >> we got an update their injuries were minor to moderate. >> rep

matt keller hopped on one of the trains and found some happy passengers. >> silicon valley is booming like never before. need proof? check out the crowds on caltrain. >> standing room only. uncomfortable standing room only. >> reporter: it is bursting at the seams with four years of consecutive ridership increases and now averages 61,000 passengers a day during the week. in response caltrain purchased 16 used rail cars earlier this year from southern california's metrolink. four were put into service today adding a sixth car to all four of its bombardier trains. many of them baby express trains. the new cars are easy to spot. they have navy blue paint on a white background. standing out next to the red and gray cars. this is train 323. it's a baby bullet train and we're in the sixth car. it's an extra car that provides passengers 150 more seats giving them more elbow room and also provides more standing room. the remaining 12 cars not in service yet need more repair work and many of those will accommodate onboard bicycle storage. >> they need another car and it would be helpful becaus

reporter: after experiencing the crush of the morning commute firsthand, we showed our footage to joel kellermember of bart's board of directors. >> is that acceptable? >> it's not acceptable. but i do want to say that the riders have it right. >> reporter: but improving service won't be easy or cheap. according to a recent state audit, bart needs to spend roughly $9.6 billion on various improvement projects. the most important are known as the big three. number one, a project already under way is to replace all of the existing railcars and expand the fleet from 669 cars to 775. but after all the testing is done, those new cars won't roll out until 2017. >> it's going to take some time. these cars are expensive, take a long time to go from an idea, manufacturing, into the fleet. >> reporter: number two on bart's to-do list, expand its maintenance facility over the next five years. that will help keep all those cars in service. >> make sure they are available at the adequate numbers to provide capacity for our riders so they don't -- they don't experience the crushed loads that i witness in th

matt keller is in san jose. matt? >> the firefighters are still here on the scene making sure there are no flare-ups. workers at dozens of brings here in this area could soon be let back in. that is not before the toxic mess is cleaned up. >> a four alarm fire ripped through the commercial building in san jose this morning. this picture from the san jose fire department shows how big the flames got after the fire was reported around 12:30 this morning. it took them about an hour and 15 minutes to get it under control. the flames were not the biggest danger are facing firefighters. >> they used acids and zinc oxides to do etching and that type of cleaning of metal so those were the chemicals were initially involved. this volume of fire, it made sort of a chemical soup. >> that chemical soup pooled around the builtings creating a massive hat mass situation with the toxic smoke forcing half of the firefighters on the scene, around 50, to be decontaminated. it appears no firefighters were injured. >> amazingly it was kept

abc reporter matt keller is the at 13th and washington. this is a change in situation. what is happening now? >> the stand off ended in the past 20 minutes. police everyone able to arrest the man inside his home at 12th. the swat team is here. we have not seen the man brought out. an ambulance was property in. we saw a man sleeping in his car outside of the perimeter because he could not get through to his house because of police activity. no hostages were involved. nearly homes were evacuated. this started at 6:30 last night when a woman called police report she was in an argument with the respect and pointed a loaded gun at her. the police confirm they were negotiating with an armed drunk man inside a home at 12th near downtown and arrested him arrest 4:00 this morning. the ambulance is here and there is no word on condition of the suspect. we expect the scene could be cleared out in the next half hour or so as they still need to bring out the man from the home and make sure he is in the ambulance and brought to the hospital as they check him out. here the scene shoul
