nbc's kerry sanders is in kentucky and weather channel mike seidel in dallas. with you. i love the cap on this morning. what's the latest? >> reporter: well we are at negative 2 degrees here. that's good news because it was negative 7 this morning. now it is horrible temperatures for folks having to deal with this. but it is not just a case of horrible or difficult temperatures for folks here but across much of the south. that dips into florida. take a look at what took place because of cold temperatures. manatees, the sea cows searching for warm water because of cold temperatures. they made their way out of the indian river lagoon into municipal pipes where there was fresh, warmer water. when they made it to fresh, warmer water, they're so big, they got stuck. a rescue effort had to take place. overnight, they pulled out 19 of the manatees they were somewhat scratched up they're safe fully removed. now as we return with another blast of cold air coming into the south today, i can just say this young man here in front of this fire is not getting any warmer beca

nbc's kerry sanders is literally, literally on lake erie this morning. kerry, always good to see you, my friend. there he is. wow. what is that? >> reporter: good morning. i'm on an air boat. believe it or not, i'm on a frozen lake erie. it is 9 degrees out here this morning and since long before sunrise, folks have been on air boats like this and on snowmobiles making their way about nine miles out there so they can begin some fishing for some walleye. yes, there are folks who think that weather like this is a pleasure, but for millions more this is a pain. for the intrepid this weather is perfect for ice fishing. but this morning, another nasty mix of snow sleet and ice are threats across a huge section of the country. from utah into colorado through the mid-atlantic into new england. in tennessee's cumberland plateau, the governor has now declared a state of emergency. heavy ice here not only breaking tree limbs but also taking down power lines. >> it sounded like gunshots and it was popping noises and then all of a sudden you'd hear it just hit the gr

nbc's kerry sanders joins us live from perrysburg ohio near toledo. atures, no end in sight. good morning to you. >> reporter: it's miserable. it's snowing but not that heavily. it's about 18 degrees which is of course, cold, but think about this. yesterday morning, it was negative 12. so this is actually pretty good. the only down side of course is that we're not going to get above 32 in this area according to forecasters, until next month. so it's going to be freezing. so the only thing that they can do is make lemonade when you get lemons. and so there's the international ice carving association competition taking place here. and here we see -- i'll step out of the way -- here we see neptune, or i should say frozen neptune from the frozen sea. really normally a lot of people would come out and enjoy watching these guys make these sculptures. this began as a 300-block piece of ice, and boom there it is. and there's going to be some more carving today. but very few spectators. but i can tell you one thing. the guys who are doing the carving say these
