nbc news white house correspondent kristen welker is live from martha's vineyard with this. >> reporter: that's right. hillary clinton's campaign is being overshadowed by the e-mail issue. she has been on defense and now a sharp rebuke from a federal judge who found on thursday that he believes she did in fact violate policy by using a private e-mail account while serving as secretary of state. all of this is making some democrats very jittery about her chances in the general election. you mentioned her poll numbers. they have dipped. she's dipped below 50% in the latest cnn poll. that's the first time she's been that low in that poll. and we're also seeing her unfavorable ratings go underside down. so a lot of concern. all of that is fuelling momentum for joe biden to get in the race. he has been talking to his allies and closest supporters about this. we anticipate to get a decision some time around labor day or a few weeks after that. but back to the e-mail issue, the campaign is releasing scandal fact check. she is scheduled to testify on this on capitol hill in october. of course t

joining me now for the very latest nbc news white house correspondent kristen welker. let's start off with the big question on everyone's mind. what are you hearing about joe biden looking at a possible 2016 run? >> i spoke with the source close to biden who had an extensive phone call with him this week. biden is calling his closest friends and allies while he vacations in south carolina. the tone is not so much asking people if he should run, but rather that he's thinking about running. but he's also thinking about his late son bowe. just to remind everyone, beau passed away tragically after a battle with brain cancer. biden is still very much grieving his son's death. but there are a lot of supporters who are urging biden to run, and their key argument to him is that clinton is showing signs of vulnerability, and biden has spent eight years in the white house, which makes him uniquely prepared to do this. those conversations are ongoing, we're watching very closely. no sign that he's close to making a decision just yet. >> sticking with that subject. the latest poll

nbc's kristen welker is there for us tonight. kristen, good evening. >> reporter: good evening. that barricade is similar to a bike rack and was put in a place as an extra deterrent to-be fence jumpers. it occur at 7:00 when secret service officers arrested a woman who jumps at so-called bike rack which sits 15 feet away from the main white house fence. she hasn't been identified but was charged with unlawful entry. the bike rack is only about 3 1/2 feet high but it gives the secret service extra time to react to potential threats. and in this case law enforcement officials say it worked. the bike rack is one of several new security measures put in place here at the white house after a string of security breaches, including when a man with a knife jumped the fence and made it deep inside the executive mansion last september. other changes include extra patrols and spikes that were placed at the top of the finance here. >>> senator john mccain jumped into the campaign today not as a candidate but a friend trying to help senator lindsey graham who is struggling at the back of the

kristen welker, i want to go to you in nevada. you had interesting news to report this morning. quite the turn from the clinton campaign, telling their supporters, don't wet the bed over some of the negative publicity that's come out regarding this e-mail controversy. what do we know? >> luke, that's absolutely right. as questions continue to mount about clinton's e-mails, the campaign has that message to supporters today. no bedwetting. probably sounds familiar to you, luke, and a lot of our viewers. that is because it's borrowed from the 2008 obama campaign. david plouffe used to say that to democrats when they got jittery when times got tough back then. it applies today. the latest is intelligence community reviewers have asked for more than 300 documents from clinton's e-mails to be reviewed because there are conditions they might need to be classified. now, this comes at the state department is in the process of reviewing and releasing more than 55,000 documents to the public from clinton's e-mail. the clinton campaign says this is a part of the process. you have a lot of e
