ktvu fox 2's tara moriarty joining us live from walnut creek. what are people saying about it? >> reporter: a lot of people are venting, especially on our ktvu facebook page. they say, you know, we had to conserve last year by 20%. the year before that by 20%. what really is the difference this year? others admit that the situation is dire, but they say it's the people who are con serving the most who are going to be the most impacted especially by this new restriction that is being put into place over the next nine months. lawns are going to go brown. pools may evaporate. we may see a lot of dirty cars over the next nine months. the governor enacted a 25% cutback to all water agencies in the state. some people in northern california have already received letters saying they will be allowed to water their lawns three times that week. >> we knew that bare bones is needed and just trying to be conscientious as much as we can knowing it is a drought. hopefully, next year it's a big winter. >> reporter: now, others say they will only use water when it's absolutely necessary, which i

the 10:00 news on ktvu, fox 2. . >>> welcome back everybody, time now is 4:42. this morning a santa clara county job will consider revoking the release of a serial rapist. 64-year-old christopher was released from a mental health hospital to a community in l.a. county, prosecutors say he should go back to the hospital because he poses a serious danger to the community. he was dubbed the pillow case rapist and convicted in the early 1970s. he then moved to santa clara county after his release in 1980. two years later arrested again and convicted of another series of rapes here in the bay area. >>> four -- we were there when police led away one of the suspects in handcuffs, saying they robbed a chevron gas station at gunpoint and drove off. officers spotted them a few blocks away after the short chase the men were arrested after without incident. police also arrested a woman who they say hit three cyclists and a parked car in a hit-and- run crash. the suspect, she said she hit three bicyclists seriously injuring one of them, hit a parked car before speeding away.

ktvu fox reporter tara moriarty is in the upper rock bridge neighborhood. tons of cement ended up in a stream that leads to lake mirra. >> when it flood over the stream bed, it killed most of everything underneath it. this project was a pipeline replacement project, that they believe somebody left a valve open on that pipe, which led to the spill. east bay says one of its contractors was working above mountain view cement tarry when they accidentally pumped 120 cubic yards of wet concrete into the glenn echo creek. it is the main creek emptying into lake merritt. >> we take our environmental responsibilities very seriously. this was a mistake that happened that can't ever happen again. and we'll be investigating to what led to that valve being open, because that was not supposed to have happened. happened. >> reporter: tara was in the he could hills, cover this. you can see the damage. just a huge cement spill. they're going to be cleaning it up this morning. we'll check in with tara in just a bit. >>> the shooting death of a young musician in downtown oakl
